In terms of Para 3 of Railway Board's communication referred above, it has been decided
by the
Competent Authority to fill up FOUR (04) posts of Gazetted Gp. 'A' in pay level (JTS
-Level-10)
by giving one time opportunity to eligible Gr. 'C' staff in L-6 & L-7 of Mechanical Departm
ent with
following conditions as outlined under:
1. The procedure for selection will be a three staged one and as outlined in Master Circular-
68 and
extant Railway Board's instructions on filling up of Gazetted posts which will include
Written
Examination, Medical Examination and Viva Voce.
2. The selected employees shall have their seniority fixed in Gp. 'B' Gazetted cadre
of
Mechanical Department of PLW and shall be initially placed in Level-8 if, recommended
as
AWM by Departmental Promotion Committee. It is to note that while posts advertised
are Gp.
'A' Gazetted in (JTS/L-10), empanelled staff either against 70% quota or 30% LDCE
quota
shall be appointed as A WM substantively in L-8 Gr. 'B' (Gaz.) only.
3. PLW administration reserves the right to discharge the said notified posts if, none
found
suitable & advice the Ministry of Railways that the said posts be filled through UPSC.
In case
such a decision is taken by the administration, it is intimated to all concerned, that no
further
correspondence/grievance of any applicant shall be entertained in this regard in future
and
decision of the administration shall be final.
4. Employe es belonging to reserved community candidates are eligible to apply. Howeve
r, it is to
bring to their notice that the candidature of such employe es against Group 'A' Gazetted
unreserved posts shall be considered subject to extant instructions vide RBE 91/2018
in
accordance with law and the fact that they should not have availed benefit of any reservati
on in
initial/existing grades in the past.

6. ELIGIBILITY CONDITONS
(i)

03 years of non-fortuitous service in the 'C' Grades, with 05 years of non non-
Grade as on 01.01.2025 whether, they are fortuitous service in the Grade as, on
presently working in PLW or having lien in 01.01.2025 whether, they are presently
PLW for vacancy notified at Para 5(i) working in PLW or having lien in PLW for
vacancy notified at Para 5(ii)
Further,
•
(ii) In tenns of Railway Board's letters No. E(NG) 1-81/PMI/76 dated 25.4.81 and No. E(NG) 1-
93/PMI/4 dated 18.1.93, the time spent by a railway servant under training immedia
tely
before appointment to service is to be counted as service.

(iii) In case of employees transferred on request basis to a new unit in the same category
of posts,
and assigned bottom seniority therein, the service rendered by them in previous unit will
be
reckoned for detennining their eligibility wherever, a minimum length of service
is
prescribed as a condition, for promotion in the new unit. By virtue of this, if a junior
employee becomes eligible, his senior too shall become eligible.
(iv) In tenns of Railway Board's Letter No. E(GP)/2024/2/28 dated 08.10.2024 (RBE 93/2024)
, it
has been decided by Railway Board that henceforth in respect of 70% quota selection
to
Group 'B' posts in all departments, all employees who are eligible and who voluntee r for
the
selection, should be considered without any limitation of number.
7. METHODOLOGY OF SELECTION
The selection will be a three stage process comprising Written Test, Medical Examina
tion and

Viva-Voce with assessment of Record of Service ..

(B) MEDICAL EXAMINATION: All employees who qualify the Written
Examination will have to first undergo Medical Examination. Employees who have
earlier appeared and have failed the Medical Examination are advised not to apply.

In terms of Para 3 of Railway Board's communication referred above, it has been decided by the
Competent Authority to fill up ONE (01) post of Gazetted Gp. 'A' in pay level (JTS -Level-10) by
giving one time opportunity to eligible Gr. 'C' staff in L-6 & L-7 with following conditions as
outlined under:

Department of PLW and shall be initially placed in Level-8 if, recommended as APO by
Departmental Promotion Committee. It is to note that while post advertised is of Gp. 'A'
Gazetted in (JTS/L-10), empanelled staff against 70% quota shall be appointed as APO
substantively in L-8 Gr. ' B' (Gaz.) only.
3. PLW administration reserves the right to discharge the said notified post if, none found suitable
& advice the Ministry of Railways that the said post be filled through UPSC. In case such a
decision is taken by the administration, it is intimated to all concerned, that no further
correspondence/grievance of any applicant shall be entertained in this regard in future and

4. Employees belonging to reserved community candidates are eligible to apply. However, it is to
bring to their notice that the candidature of such employees against Group 'A' Gazetted

Reservation to persons with Benchmark Disabilities (PwBDs) as per details mentioned below as
per Railway Board's letter No. E(GP)2022/2/20 dated 18.08.2022 (RBE No. 97/2022).
7. ELIGIBILITY CONDITONS
(i) against 70% Seniority cum selection Quota
All regular Group 'C' Ministerial Staff and Stenographers working in Scale of Pay
Level-6 of 7th CPC and above, with 3 years and more non-fortuitous service as on
01.01.2025 of all departments (except staff of Accounts, RPF and Hindi deptt.)
whether, they are presently working in PLW or having lien in PLW for vacancy
notified at Para 5
(ii) The Law Assistants/Chief Law Assistants, the Ministerial Staff of (i) Stores Deptt.
(ii) Cash & Pay and (iii) Time Office Staff who do not have an adequate avenue of
promotion to Group 'B' in their own deptt. are also eligible to apply on the basis of
option as given under para 8 below.
Further,
(iii) In case of employees transferred on request basis to a new unit in the same category of posts,
and assigned bottom seniority therein, the service rendered by them in previous unit will be
reckoned for determining their eligibility wherever, a minimum length of service is
prescribed as a condition, for promotion in the new unit. By virtue of this, if a junior
employee becomes eligible, his senior too shall become eligible.
8. OPTION
Such of the staff who have an avenue of promotion to Group 'B' in their own
departments as referred to in Para 7(ii) above shall have to exercise an option within
one month of their being empanelled for the post of Asstt. Personnel Officer to be
retained in the panel or opt out. The option once exercised shall be treated as final.

9. METHODOLOGY OF SELECTION
The selection will be a three stage process compnsmg Written Test, Medical
Examination and Viva-Voce with assessment of Record of Service.
(A) The WRITTEN EXAMINATION will be a centralized Computer Based Test (CBT)
which will comprise Objective type Multiple choice Questions as under:

shall be drawn in terms of Para 1-5 of this Notification
