The Czech Republic stands before you today with a clear message: the violence instigated by
Hamas must be unequivocally condemned. The attacks that have targeted innocent civilians,
including the brutal assault on Israel on October 7th, serve only to deepen the suffering in this
long-standing conflict. It is imperative that the international community differentiates between
legitimate defense and terrorism.
We acknowledge the complexity of the Israel-Palestinian conflict, and while we empathize
with the plight of the Palestinian people, we must emphasize that no state should be subjected
to the terror inflicted by groups like Hamas. As a nation with a tragic history of foreign
oppression, the Czech Republic understands the necessity of self-defense. It is in this spirit
that we support Israel’s right to protect its people from terror attacks and advocate for a world
free from extremism.
At the same time, the Czech Republic remains committed to a peaceful and just resolution.
However, let me be clear: a two-state solution is not feasible under the current conditions in
Gaza, where terrorist organizations hold sway. Only by dismantling the influence of such
entities can we pave the way for a peaceful future for both Israelis and Palestinians.
We call on the international community to take decisive action. It is not enough to condemn
violence on both sides. We must take tangible steps to eliminate the root causes of this terror
while ensuring that humanitarian efforts prioritize those civilians suffering on both sides of
the conflict.
The Czech Republic firmly believes that, through collective effort, we can promote
understanding, diminish the spread of disinformation, and create a sustainable path to peace.

The Czech Republic, with its long history of overcoming foreign oppression and standing for
freedom, firmly supports Israel’s right to defend itself. As one of the first nations to recognize
the establishment of Israel in 1948, we have maintained strong ties with the Jewish state. Our
shared history with the Jewish people, who suffered immensely during the Holocaust,
continues to influence our unwavering support for their right to live in peace and security.
We cannot ignore the suffering endured by both sides of this conflict, but we believe that
Israel, like any other nation, has the inherent right to protect its citizens from terrorism. Our
historical bond with Israel remains a cornerstone of our foreign policy, and we will continue
to advocate for their right to self-defense in the face of unprovoked attacks.

dignity and rights of the Palestinian people, who deserve to live free from the fear of violence
and displacement.
The international community must address the root causes of this refugee crisis. The Czech
Republic advocates for increased humanitarian aid and international cooperation to ensure
that those affected by this conflict are given the support they need. However, a lasting
solution will only come when the violence ends, and the influence of terrorist organizations
like Hamas is eliminated.
We stand for a future where neither Israelis nor Palestinians have to flee their homes in fear,
and where both peoples can live in peace.

The Czech Republic urges the UN to strengthen its peacekeeping and diplomatic efforts in the
region. The time for symbolic resolutions is over. We must focus on practical solutions that
ensure security, respect for human rights, and a framework for long-term peace. A reformed
UN, capable of making decisive and meaningful interventions, is crucial in this regard.
We believe that by empowering the UN and its agencies, we can create an environment where
peace talks can truly thrive, and both Israelis and Palestinians can find a path toward
reconciliation.

5. Rejecting the Two-State Solution: The One-State Approach

The Czech Republic, after much consideration, has come to the conclusion that a two-state
solution is no longer viable. The ongoing violence, particularly in Gaza, perpetuated by
terrorist organizations like Hamas, makes it impossible to envision a stable, independent
Palestinian state existing alongside Israel.
Instead, the Czech Republic advocates for a one-state solution, where both Palestinians and
Israelis can live with equal rights and under a unified legal framework. This approach
acknowledges the complex realities on the ground and aims to create a democratic state that
protects the rights of all its citizens, regardless of ethnicity or religion.
While this may seem like a difficult path, it is one that offers the most realistic hope for
lasting peace. We encourage the international community to engage in constructive dialogue
on this possibility, as the two-state framework has unfortunately proven to be unachievable
under the current conditions.

As the delegation of the Czech Republic, we are here today to draw the attention of the
international community to the long-standing Israeli-Palestinian conflict and to express our
commitment to finding a peaceful solution to this issue.
The Czech Republic believes that the fundamental rights of both parties in this conflict must
be respected, particularly Israel’s security concerns, as well as the Palestinian people's right to
national sovereignty and self-determination. Striking a balance between these two sides’
interests should be a key priority for peace and security.
In line with the United Nations Security Council resolutions, the Czech Republic supports a
two-state solution. We believe that the most reasonable and sustainable path forward is one in
which the Israeli and Palestinian peoples can live side by side in peace through mutual respect
and dialogue. The Czech Republic advocates for the establishment of an independent
Palestinian state based on the 1967 borders, including East Jerusalem. At the same time, we
believe that Israel’s security concerns should not be overlooked.
Motion to Explore the Role of Neighboring Countries in Supporting Refugees from the
Israel-Hamas Conflict
"The ongoing Israel-Hamas conflict has significantly impacted neighboring countries like
Egypt, Jordan, and Lebanon, which are facing overwhelming refugee influxes. The Czech
Republic recognizes the efforts of these counutries to manage the situation and calls for
increased international support.
Egypt has implemented security measures while providing humanitarian assistance, and
Jordan urgently needs aid in education, healthcare, and shelter for its refugees. Lebanon,
already under pressure from a high refugee population, faces additional strains on its
infrastructure.
The Czech Republic emphasizes the importance of directing international aid to enhance these
countries' resources, ensuring that refugees receive essential services while maintaining
stability in the region. This motion highlights the need for global cooperation to protect
refugee rights and improve their living conditions."
Motion to Establish Safe Zones for Refugees Fleeing the Israel-Hamas Conflict
The Czech Republic advocates for the establishment of safe zones for refugees fleeing the
escalating violence between Israel and Hamas. These zones would be monitored by
international forces to ensure the safety and security of displaced civilians while facilitating
the effective delivery of humanitarian aid.
The proposed safe zones should be strategically located, equipped with essential infrastructure
such as shelters, medical facilities, and access to clean water and food supplies. Collaboration
with international organizations, like the UNHCR, is crucial to monitor the implementation
and effectiveness of these zones and to prioritize the rights and needs of refugees.
These safe zones would provide immediate assistance and serve as temporary refuges for
displaced populations until a more sustainable solution can be found. Ultimately, establishing
safe zones is vital for mitigating the humanitarian crisis and demonstrating a commitment to
upholding human rights in the region.
Motion to Enhance Educational and Employment Opportunities for Refugees
Affected by the Israel-Hamas Conflict
The Czech Republic recognizes the serious impact of the Israel-Hamas conflict on refugees,
especially regarding access to education and employment. To address this issue, we propose
working with Israel to create educational programs and vocational training for refugees,
including scholarships for refugee youth.
It is also important to engage with countries hosting Palestinian refugees to understand their
needs and provide support. Additionally, we have experience from our past initiatives
(inişitivsz)for refugees in our own country. These programs offered education and job
opportunities, helping refugees integrate into society and achieve confidence. This experience
demonstrates(şeytan gibi oku) that the proposed initiatives can be effectively implemented.
These initiatives must be accessible and inclusive for all affected populations including. By
improving educational and employment opportunities, we can help refugees rebuild their lives
and give positively to their communities, fostering regional stab,ility.
