How much percentage of ticket

price is refunded if passenger not
traveled under TDR refund
scheme in railways?

It depends on the reason you have filed for the

TDR. For example:

Once you filed a TDR for "Train late than

3 hours and passenger not travelled", got
return in around 45 days (Full Refund of
reservation cost)

Once you filed a TDR for "Ticket

converted from wait list to RAC and
passenger not travel", got refund in 7
days (Full money refunded :-))

Once for "AC not working properly "

provided by the TTE in train itself, still
waiting for my return (almost 1 year).

Basically your TDR application requires the

approval of zonal manager, it differs in time
depending on your reason and yes sometimes
your TDR gets rejected also.
