The PM-KUSUM or Pradhan Mantri Kisan Urja
Suraksha Utthan Mahabhiyan scheme is an initiative
launched by the Government of India under the
aegis of the Ministry of New and Renewable energy
(MNRE) in 2019.
Component A: The idea is to increase farmers’ (or
eligible investors) income by selling electricity
generated to state DISCOMs.
Component B & C: The scheme’s objective is to
provide assistance in installing off-grid & on-grid
solar pumps on village land (rural areas) and thus
decrease their dependence on the grid and selling
surplus power (Under Component C). Later,
Component ‘C’ has been amended to include grid
connected MW plants.
The scheme was launched by the Ministry of New
and Renewable energy across the nation.
Objectives of the
Under the scheme, farmers, cooperative societies,
KUSUM Scheme
farmers-cooperative groups, and panchayats can
apply to install solar pumps. The total cost incurred
in implementing the project is so planned that the
farmers’ financial burden is negligible.
Our Focus & Our focus pertains to Component KUSUM- A,
request hence we have covered features of only this
component.
Implementation of Individual farmers, farmer groups,
Component A under panchayats, cooperative societies, or farmer
KUSUM producer organizations can set up renewable
power plants with 500 KW to 2 MW capacity.
In case of failure to arrange funds, the above
entities can collaborate with interested
developers or with local DISCOMS to establish
renewable power plants.

Once operational, the DISCOMS will notify
regarding sub-station wise surplus power that
can be fed to the grid through these renewable
projects.
The surplus renewable power thus generated
will be purchased on a feed-in tariff basis by
local DISCOMS. The tariff is to be determined
and fixed by the State Electricity Regulatory
Commission. In case of MP the same has
been fixed @ Rs 3.00 to 3.25 per Unit.
The DISCOMS shall enter an irrevocable PPA
with the farmer for a period of 25 Years on
tariff fixed by the regulator.
There is no subsidy to the farmer under
Component A (Component B&C has subsidy
from State/Central Government).
Implementation in MP The nodal agency in MP for implementation of
PM-KUSUM Yojna is MP Urja Vikas Nigam
Ltd. (MPUVN), Shivaji Nagar, Bhopal
Phasing The implementation in MP is being done in
phased manner and the RFP (Request for
Proposal) document published by MPUVN

Special Support The nodal agency provides guidance to
farmers/investors in selection of equipment by
providing them comparative data from the
manufacturers and suppliers.
Methodology We have worked out a financial model based
on contemporary technology in consultation
with the nodal agency, manufacturers, EPC
Contractors that may serve as a guiding tool
as well as work as a template for working out a
financial model as per banking parameters.

Implementation It usually taken 3-4 months to setup a 2 MW
power plant once the land is identified and
PPA has been executed.
Components of a Solar (Photovoltaic) Power Plant
Land The requirement of land per MW is about 2.75
to 3.00 Acres. That should be in 5 Kms radius of
a potential sub-station, a list of sub-station has
been made available by DISCOMs.

system and converts DC Power into

Working & execution of MW Series Power Plant under Kusum ‘A’
Land Area The land area required is about 2.75 to 3.00
acres per MW. That is located within 5 Kms of
potential sub-station.
A list of sub-stations is available and keeps on
updating based on updated conditions.
Grid Connectivity The solar power plant under Kusum ‘A’ are grid
connected and the power generated and
transmitted to the grid is metered at the sub-
station.
Generation / Unit 1 MW photovoltaic plant operations at about 21-
Price 22% efficiency is capable of generation about
16 Lac Units (Kwh) per annum. The purchase
price per unit is based on bidding, however, in
absence of multiple bidders for any sub-station
the highest tariff of Rs 3.25/Kwh (Unit) is
applicable.
Life of the project The life of the project is about 30 years,
however a Power Purchase Agreement (PPA)
between RPG (Renewable Power Generator)
and DISCOM is done for a period of 25 Years,
secured through a documentation / agreement
as suggested by MNRE (Ministry of Renewable
Energy, GoI)
Estimated Cost The estimated cost of the project, excluding land
cost, is about Rs 3 Crores / MW on turnkey
(EPC) Basis.
Bank Finance Bank finance is available for 15 Years, based on
credentials of the investor and project viability to
the extent of 80% of eligible components. The
cost of land and financing cost are excluded
while calculating the eligible components.
We recommend that in addition to the project
land some margin may be kept aside as own

investment or Equity.
In short if an investor / farmer is having land
near to a substation with Rs 60 lacs (20%
margin) per MW, he / she may plan to enter
into this project.
Payback and Roi The payback period for own investment is about
7 Years and the RoI over 25 Years period, i.e.,
the effective life of the plant is over 25% post
tax.
Bank finance Bank finance is available for 15 Years, at
around 9.5% to 10.5% per annum through
private banks as well as nationalized banks and
we have a dedicated team to handle your case
from compilation of documents for registration
application, permissions and PPA, bank finance,
preparation of DPR and lineup bank finance for
your project.
