NESREA Environmental Permit, Audit and Management Portal
The NESREA Environmental Permit, Audit and Management tool (NesPAM) is a
digital platform that enables Companies and Environmental Consultants to register
with NESREA as well as process Environmental Permits and Certificates with ease.
NesPAM also allows Companies/Environmental Consultants to make payments for
Permit processing as well as other Environmental Statutory payments with ease
through payment integration with Remita.

Environmental Permit and License
1. First use the Enrolment menu on this portal to get your company enrolled on
the NesPAM Platform. You simply provide your TIN and other details to get
started.
2. After enrolment, we will send you a unique NESREA ID, use it and your
chosen password to logon to the NesPAM Platform.
3. After login into the platform, update your profile and upload company
documents.
4. NESREA has categorized her Environmental Permits into five(5) main groups:
You will simply choose from:
i. Air Quality Permit relating to issues on Atmospheric Emissions,
Vehicular Emissions, Open Burning, Refrigeration and Air Conditioning
equipment (RAC), and Noise;
ii. Waste and Toxic Substances Permit relating to issues on Waste
Generation, Restricted Chemicals, Sludge Disposal and Effluent
Discharge;
iii. Used Electrical and Electronic Equipment (UEEE) Permit relating
handling, import and export of UEEE;
iv. Biodiversity Conservation Permit relating to issues on Assess to
Genetic Resources.
v. Eco-Guard Certification
Fill the selected Permit Application form and submit

Environmental Audit Report (EAR)


1. First use the Enrolment menu on this portal to get your company enrolled on
the NesPAM Platform. You simply provide your TIN and other details to get
started.
2. After enrolment, we will send you a unique NESREA ID, use it and your
chosen password to logon to the NesPAM Platform. After login into the
platform, update your profile and upload company documents.
3. Fill the Audit Report form and attach the PDF Copy (Not more than 8MB)
before submitting for approval

Environmental Management Plan (EMP)
1. First use the Enrolment menu on this portal to get your company enrolled on
the NesPAM Platform. You simply provide your TIN and other details to get
started.
2. After enrolment, we will send you a unique NESREA ID, use it and your
chosen password to logon to the NesPAM Platform. After login into the
platform, update your profile and upload company documents.
3. Fill the Management Plan Report and attach the PDF Copy (Not more than
8MB) before submitting for approval
Environmental Consultancy
1. First use the Enrolment menu on this portal to get your company enrolled on
the NesPAM Platform. You simply provide your TIN and other details to get
started. Please note that both Existing Consultants already accredited by
NESREA as well as New Consultants are required to enroll.
2. After enrolment, you will receive a unique NESREA ID, use it and your chosen
password to logon to the NesPAM Platform. After login into the platform,
update your profile and upload company documents.
3. New Consultants applying fresh for accreditation will be required to pay the
registration fee of N25,000 (Non Refundable)
4. Fill the enrolment form and review before you submit for NESREA
processing.

NESPAM ENROLMENT
Use the Enrolment menu on this portal to get your company enrolled on the
NesPAM Platform. You simply provide your TIN and other details to get started.
TIN is the Tax Identification Number and can only be either 8 digits long for
individual, 13 digits for company.

The user is required to enter a valid TIN. Upon successful input of a valid TIN the
basic record of the company is pulled from FIRS record. This is via an integration
between NESREA and FIRS

The user is required to fill the form by inputting


 Email Address
 Mobile Phone Number
 Password
 Password Confirmation
 Company Type (Environmental Consultant or Company/Facility)
 Data Confirmation Check
 Capcha Check
 Submit Form
NOTE: The user is required to note the password entered and ensure that the
Mobile number entered is assessable. On Clicking the Submit Button, an SMS is sent
to the Mobile Number with a Unique NESREA ID number. This NESREA ID Number

and password become the login credentials of the user for assessing the NESPAM
platform as shown below.

The user can now visit the Login Menu and will be required to enter the NESREA ID
and the password to access the portal.

THE DASHBOARD
A dashboard is a type of graphical user interface, which often provides at-a-glance
views of key ELEMENTS (Menu) relevant to a particular objective or business
process.
For the NESPAM Portal, the dashboard is the first screen that displays after a
successful login. It displays the welcome message including the Registration status
of the Company. On the left side, it displays the Registration Items of the Company.
There is a limited number of menu items on the top of the screen.

The Dashboard above displays the home screen of the newly enrolled Company.
The user Registration Status shows “Initiated” in Blue Color indicating that the user
is yet to upload and submit required statutory documents.

REGISTRATION INFORMATION (FACILITY):


The following steps outlined below is required to complete the basic registration of
the Company.
Step (1) Update Company Profile
The Company profile link allows you to change and edit your company profile.
Please ensure that your company profile data is correct

Use this link to upload all required company documents

Step (3) Update Profile of Contact


Use Profile of Contact link to update the profile of your contact person. Your
contact person should be someone always available to receive communication on
behalf of the company

Step (4) Manage Facilities
Use this to add/remove all your company production/factory facilities
Here users can add as many facilities as they operate with their unique details.

IMPORTANT: After filling forms and uploading all documents, use this link to
submit the registration request.

Note that the user also has the Chance to review uploaded documents and make
final changes before acknowledging the document and submitting the registration.

Note: The registration status has changed from Initiated to Submitted.

At this point, the NESREA Team at the back end receives the document for
assessment and approves or rejects the registration request. Upon successful
approval, the Registration status changes to Approved as shown below.

Note: On successful Approval of the Company, more menu items are added
bringing the menu to a total of seven namely:
 Home
 Permit Application (for making applications for Permits)
 My Consultants (to view the list of Accredited Consultants and select the
consultant of choice)
 Payments (view invoices and make statutory payments)
 Downloads (view receipts and certificates generated and download them
accordingly)
 Environmental Reports (submit EAR and EMP)
 Logout (exit the NESPAM Platform)

REGISTRATION INFORMATION (CONSULTANTS)

The Company Profile, Company Document and Profile of Contact are the same as
for Registration of companies.
The User is required to fill in all compulsory fields and upload all mandatory
documents in PDF (8MB maximum file size).

Company Services
The User can choose from the available Consultancy service by clicking Include to
move the services to My Selected Services.

The user can also remove a selected service by clicking on the remove button

PERMIT AND LICENSING APPLICATION
(1) The company here selects the facility for which they want to apply for Permit

(2) The Company is required to select the year for the permit application

(3) The company selects the specific type of permit here.

Each permit Type has notes to give a general overview and Steps to process the
Permit

Fill the Form

The form comprises four tabs for Air Quality and users are required fill the form
noting the mandatory fields and the optional fields. The form should be saved after
completing and moving to the next Tab.

Attach Document
Users are required to attach the Mandatory documents while the optional
documents may be uploaded.

Submit Permit
Before submitting the permit, the User can view the total questions and answers
submitted as well as view the attached documents. If satisfied with the documents
supplied, the user is to confirm the checkbox and proceed to submit as shown
below

On submitting the Permit Application, the portal notifies the company to proceed
to make payment for processing fee in the payment menu

The NESREA Team receives the permit application and reviews it. Upon a successful
approval of the permit application, the facility receives a notification that the
permit has been approved.

When the user logs into the Portal, the payment notification is displayed on the
dashboard advising the User to visit the payment menu to view the invoice and
proceed to payment as shown below.

By Clicking on the Click to pay button, the system connects to Remita payment
gateway where the payment is made via the various channel offered Remita.

On successful payment, the user can go to the download menu to view and
download receipt or certificate for the permit applied.

MY CONSULTANTS
The Menu is only available to Registered Companies. In this menu, the company
can view the list of all NESREA Accredited Consultants and their area of
competence/services. The Company can also engage a consultant by APPOINTING
the Consultants to their facility. The Right side of the screen display the list of the
Company’s facilities and the consultants appointed to render services for the
facility as shown below:

To appoint a Consultant to offer services for a facility, the user can click on Appoint
consultant as shown below:

To remove a Consultant from offering services for a facility, the user can click on
Remove consultant as shown below:

MY CLIENTS
This menu is only available to Registered Consultants. In this menu, the Consultants
can view the list of registered companies and the facilities that have engaged their
services.

PAYMENTS
The menu display all invoices generated for services applied. When any application
requiring payment is initiated and approval made, the User usually receives a
notification via SMS as well as on the dashboard requesting that the user visits the
payment menu to view all outstanding payments as shown below.

By Clicking on the CLICK TO PAY button, the system connects to Remita payment
gateway where the payment is made via the various channel of Remita.

On successful payment, the user can go to the download menu to view and
download receipt or certificate for the permit applied.

DOWNLOAD
All Receipts and Certificates generated during a success transaction is displayed in
the download menu. The user can choose to view the document or Print the
document.

The NESPAM Certificate is secure and comes with a QR Code that will require the
use of a smart phone enabled with QR Code Scanner to read the content.

ENVIRONMENTAL REPORTS
In this menu, users can submit Environmental Audit Report and Environmental
Management Plan.
The Steps involved include:

5. Attach Documents
In this section the user are required to break their documents in to sizeable chunks
and save them preferably as chapter ranges (e.g. Chapter 1-3, Chapter 4-6, etc.)
and save as PDF and upload. The idea is to move away from hardcopy submission.

6. Submit Report
Here the user confirms that the document submitted are correct, The user can also
view the number of questions answered as well as the documents uploaded before
submitting.

Submission Confirmation

Upon submission of document, the user is prompted to proceed to payment of the


statutory fee for EAR or EMP and the user can go to the payment page where the
invoice for the just submitted EAR has been generated. On successful payment, the
EAR submission is completed and awaiting approval.

Further Steps
The user receives notification on the outcome of the submission and the
notifications include:
 REJECTED: This is when the EAR/EMP fails to meet the required standard.
 SENDBACK: This occurs in cases where some documents were not submitted
during application.
 APPROVE: This occurs when the submission meets the required standard
and all attached documents are correct.
Only when a document is approved will the system generate EAR or EMP certificate
for the Facility.
