How to Create a Simple Pattern Background
Step 1
Create a new 950 x 750 px document, click the Create new fill or adjustment layer
icon at the bottom of the Layers panel, and choose Solid Color.

Set the fill Color to #a2563b.

Double-click the Solid Color layer to apply a Pattern Overlay effect with these
settings:
Blend Mode: Soft Light
Pattern: Dots
