ARTICLE V
RIGHTS AND PRIVILEGES

Section 8
All members shall have the right to ask the representation of the SSC to
file his/her complaint against any excessive fines, involuntary contribution
or any other fines that may hamper the rights of the students as provided
in the SLSU Student Handbook and the Laws of the Land.

ARTICLE XI
COMMISION ON ELECTION

Section 1
The Commission on Election shall be composed of one (1) commissioner
per college, directly appointed by the President duly confirmed by SSC
elected officers who must meet the following qualifications:

1.1 Must be a bona fide undergraduate student of SLSU Main Campus.


1.2 Must not be a graduating student.
1.3 Must have minimum subject load of not less than 18 units.
1.4 Must have established at least one (1) year residency in SLSU Main
Campus.
1.5 Must have no failing grade, at least one (1) academic year prior to his/
her appointment.

ARTICLE III
MEMBERSHIP AND SOURCE OF FUND

Section 3

The SSC fund source shall come from donations, sales from the internal
Income Generating Projects and fund raising activities, solicitations, and
other student contributions to the organization as may be prescribe
according to the design programs and activities of the SSC Officers,
however, all existing fees and contributions to the organization shall be
subject for the approval of the students during students’ assembly.

ARTICLE XVI
SSC ELECTION

Section 7
Any student who fails to cast his/her vote during SSC Election Day shall
be penalized in accordance to the penalty for such violation as approved
by the SSC officers.
RULE 3
SSC LEGISLATIVE HOUSE RULES

Committee (Internal) on Audit – responsible on conducting parallel auditing, create


policies pertaining to jurisdiction of the committee, pass and endorse committee
findings and reports on matters relating to call of transparency and accountability of
the organization.

COMPLAINTS AND GRIEVANCES

Section 3: Complaints Against the SSC Student Tribunal or Its Chairman

In the event that a complaint or grievance is directed towards the SSC Student Tribunal
or its Chairman, the prescribed procedure shall be as follows:

Any complaint against the SSC Student Tribunal or its Chairman must be formally
submitted in written form to the designated authority responsible for handling such
matters within the institution. An alternative body, independent of the SSC Student
Tribunal, will be appointed to conduct a comprehensive review and address the
complaint. This body may consist of impartial individuals, faculty members, or any other
entity ensuring an unbiased and fair evaluation.

Upon filing, the SSC Student Tribunal shall be notified, and a proceeding will be called to
address the issues and complaints lodged against them. During the investigation,
members of the SSC Student Tribunal and its Chairman will be given an opportunity to
present their perspective. The proceedings will adhere to principles of fairness,
transparency, and due process.

Following the completion of the investigation, the alternative body will render a
decision based on the merits of the case. The decision may encompass recommendations
for corrective actions, reconstitution of the SSC Student Tribunal, or any other
appropriate measures to address the concerns raised. The findings and decisions of the
alternative body will be communicated in writincg to all relevant parties, including the
complainant, the SSC Student Tribunal, and any other entities involved. If any party
involved remains dissatisfied with the decision, an appeal process may be established
for a fair and impartial review by an appellate body, if available.

COMPREHENSIVE SYSTEM OF IMPOSING FINE AND PENALTIES FOR ALL


SLSU MAIN
CAMPUS STUDENT ORGANIZATION

Section 1. TITLE - This act shall be known and cited as “Comprehensive System of
imposing
Fine and Penalties for all SLSU Main Campus Student Organization”
Section 2. APPLICABILITY – This act shall be the governing policy for all SLSU Main
Campus Student Organization and, to the extent appropriate.
Section 3. INVOLVED ORGANIZATIONS – All recognized SLSU Main Campus Student
Organizations both sectarian and non-sectarian groups shall be directed to this policy,
including strict compliance and implementation of this act.
Section 4. INCLUDED EVENTS FOR FINE COLLECTION – All student-related programs
and activities including school calendar events, campus wide events, departmentalized
events and other activities for all students shall be included in the fine collection policy
set in
this act.
Section 5. EXCLUSION AND EXEMPTION – All means of fund raising activities,
nonacademic in nature events, extra-curricular activities and all other not student-
related events
shall be excluded in the fine collection set in this act.
Section 6. RIGHT TO INFORMATION – All bona fide students of SLSU Main Campus shall
have the right to inquire, see and examine records and file, and be informed of the cause
of
fines and its legalities. Likewise, all SLSU Main Campus student organizations shall
inform
all its members regarding their offenses and the corresponding fine in full public
disclosure.
Section 7. RIGHT AGAINST EXCESSIVE FINES – All bona fide students of SLSU Main
Campus shall have the right against excessive fines set under Article III, Sec. 19 of the
1987 Philippine Constitution.
Section 8. FINE AMOUNT SCHEME – A fine amount of more or less than Twenty-five
Pesos Only (Php 25.00) but not to exceed Fifty Pesos Only (Php 50.00) per signature for
all
student-related events shall be collected by the respective organizations.
Rule 2
FINE COLLECTION POLICY
Section 9. MONETARY FINE PAYMENT - All SLSU Main Campus Student Organization
shall have the right to collect monetary payment from its members as fines.
Section 10. RIGHT TO DESIRED FINE AMOUNT – All SLSU Main Campus Student
Organization shall have the right to impose any amount of fines upon the approval of the
Two-Third (2/3) votes of the total population of the said organization during students’
assembly.
Section 11. FINE AMOUNT OF NOT MORE THAN TWENTY FIVE PESOS ONLY (Php
25.00)
– A fine amount of not more than Twenty-five Pesos Only (Php 25.00) per signature
shall be
collected by any of the organization for the following events:

1. Intramural Meet (max. of three 3 days)

Section 12. FINE AMOUNT OF NOT MORE THAN FIFTY PESOS ONLY (Php 50.00) – A
fine amount of not more than Fifty Pesos Only (Php 50.00) per signature shall be
collected
by the organization for any of the following events:
a.) Organization-based events;
b.) Symposium and Seminars within the school premises;
c.) Course-related programs and activities;
d.) Programs and activities with highly respected guests.
Section 13. FINE AMOUNT OF NOT MORE THAN ONE HUNDRED PESOS ONLY (Php
100.00) – A fine amount of not more than One Hundred Pesos Only (Php 100.00) shall
be
collected by the SSC organization for any of the following events:

b.) Miting De Avance Php 25.00 (per Signature)
Section 14. NO FINE AMOUNT – All SLSU Main Campus student organization shall collect
no fine amount for any of the following events:
a.) All means of fund raising activities;
b.) Extra-curricular activities;
c.) Not a student-related events;
d.) And all other events that are not compulsory.
e.) to those student/s who have classes during the event/s (student/s should submit
their
attendance with their signature and signed by their respective professor/instructor).
f.) to those student/s who have 9 units below.
g.) to those student/s on job training/practice teaching.
h.) PWD student/s
i.) In case of emergency situations such as natural disasters, fire and etc.
Section 15. CAMPUS-WIDE EVENTS – For a campus-wide events, the SSC as the
highest form of the student government shall be the sole organization to collect and
imposed fines.
Section 16. RIGHT AGAINST DOUBLE JEOPARDY – Strictly no student shall be
jeopardized more than one (1) for same nature of offense in whatever means of
monetary
ines, or servitude.
Section 17. MAXIMUM FINE OF FIVE HUNDRED PESOS ONLY (Php 500.00) – All bona
fide students of SLSU Main Campus shall pay a maximum fine of Five Hundred Pesos
Only
(Php 500.00) per office, excluding semestral dues, organizational contributions, and
other
obligation that is compulsory in nature.
Section 18. SERVICE FOR EXCESS FINE AMOUNT – (1) Any amount exceeding Five
Hundred Pesos Only (Php 500.00) shall be directly converted to the following
studentoriented services:
a.) Office works;
b.) Paper works;
c.) Messengerial services;
d.) Campus clean up except for utility works;
e.) Course-oriented services;
f.) All other services accorded to the field of expertise of the students.
(2) Conversion of service shall follow the set format:
Excess Amount X 30 minutes = duration of service

Rule 3
FINE COLLECTION PROCEDURE
Section 19. COLLECTION OF FINES – Collection of fines shall be solely initiated by every
student organization which may either design or adopt fine collection scheme.
Section 20. COMPREHENSIVE TALLY SHEET – Every campus student organization must
have a comprehensive tally sheet of fines which contains the following information:
a.) Student ID Number or Students’ Name;
b.) Date and title of the event;
c.) Corresponding fine amount for every event.
Section 21. FIX DATE OF COLLECTION – There shall be fix date of collection at least five
(5) school days before the scheduled final term examination for all undergraduate
students.
Section 22. COLLECTING OFFICER - Every campus student organization shall have at
least one (1) collecting officer per day.
Section 23. SEPARATE FINE REPORT – Fine collection amount shall have separate
report from other fund source.
Rule 4
PENALTIES AND GROUNDS
Section 24. PENALTIES AGAINST ANY VIOLATION - Any forms of violation to the set
rules shall be punished accorded to the SLSU Student Handbook, Implementing Rules
and
Regulation, and other set standard.
Rule 5
COMPLAINTS AND GRIEVANCE
Section 25. FORMAL WRITTEN OF COMPLAINTS – Any complaints or grievance that
may arise against any members of the aforementioned student organization or any
other
irregularities pertaining to the execution of this policy shall be formally filed in written
form
and be settled in the OSAS.
Section 26. RIGHT TO REPRESENTATION OF SSC – Unless the complaint and
grievance are not against any member of the SSC, students may invoke their right to
representation through a written form and be settle in the OSAS.
Section 27. OSAS TO FORM COMMITTEE FOR SUCH PURPOSE – The OSAS shall
form a committee to handle the proceedings of any complaints and grievance passed to
their office.
Rule 6
AMENDMENTS AND REVISIONS
Section 28. GROUNDS FOR ANY AMENDMENTS AND REVISION – Any amendments
hereto, or revision to portion of this policy shall be on the following grounds set
herewith and
must be subject for the approval of at least Two-third (2/3) of the students during
General
Students’ Assembly (GSA):
a.) When there’s economic inflation rate on goods and services;
b.) When in several cases, there’s constant increase in number of students not
participating
to every events;
c.) When in special case of extreme necessity.
Section 29. QUORUM IN GSA – The number of students attending the General Students’
Assembly for such purpose shall exceed One-half (1/2) of the total number of students
officially enrolled during the said semester.
Section 30. DELIBERATION OF AMENDMENTS AND REVISIONS – Any proposed
amendments or revisions, and/or modification to this policy shall be proposed,
deliberated
during the SSC special plenary session for such purpose subject to the ratification in the
GSA.
Rule 7
FINAL PROVISION
Section 31. SEPARABILITY CLAUSE – If any section or provision of this policy is declared
invalid or against any established rules and regulations, for any reason, the remainder of
this policy or the application of such section, provision or portion thereof shall not be
affected by such declaration.
Section 32. EFFECTIVITY– Comprehensive System of imposing Fines and
Penalties for all SLSU Main Campus Student Organization recognized by SLSU
Main Campus shall immediately take effect upon its ratification by the majority votes
cast in
a plebiscite held for the aforementioned purp
