WERE MUCH LESS LIKELY TO BE RELEASED, AND WHEN
RELEASED, MORE LIKELY TO FAIL TO APPEAR FOR THEIR
COURT DATE, AS WELL AS MORE LIKELY TO BE RE-
ARRESTED, CONVICTED, AND INCARCERATED.
