• Understand the meaning of the government

and business in the use of resources and services

Learners must be able to ask questions, make decisions and communicate
effectively. They must know how to follow instructions and work with others in a
group. It is important that learners can collect, analyse, organise and interpret
information. Learners must define new vocabulary.

Assessment criteria:
Informal assessment
Check the learners understanding of the content and vocabulary by monitoring
their answers on activities. This can be done by asking questions and checking
their answers in their workbooks. Give regular feedback and make sure that
corrections are done.
Formal assessment
Formal assessment for term 1 consists of two tasks: a data response (40%) for
week & Controlled test (60%) for week 10

Introduction
Good morning class, today we will learn about the topic the government. The
teacher will start the lesson by asking the following question: What is the definition
of the government?
Learners raise their hands to answer the question that the teacher asked. Learners
might give various of answers.
The correct answer includes:
• The government is a group of people who manage and control a country
• The government constructs policy and legislation
• The government is elected through a democratic process
• The government acts on behalf of its citizens to protect its people, enforce laws
and provide goods and services
• Main goals of government are to grow the economy, reduce inequality, prevent
monopolies forming.
•The economy is made up of government and parastatals (state owned
enterprises/ business)

Follow-up question: Let’s look at the government and the levels of the government.
Can any learner give the correct answer for the levels of the government.
That is: national, provincial and local government
Each of the three levels form part of the government.
National government – responsible for legislative, executive and judicial
Provincial government – responsible for the nine provinces
Local government – metropolitan, local and district
Follow-up question: Can any learner give me an state owned business?
Answers – Eskom, Telkom, SAA, SABC
