Subject: Provisional appointment offer to the post of Group-D in common cadre under the Haryana Group D
Employees (Recruitment and Conditions of Service) Act, 2018.
1. On the recommendations of Haryana Staff Selection Commission, you are hereby offered provisional
appointment to the post of Group-D under the Haryana Group D Employees (Recruitment and Conditions of
Service) Act, 2018 dated 28th March, 2018 i.e. Common Cadre of Group-D posts in Government level DL of the
Pay Matrix level as specified in Haryana Civil Services (Revised Pay) Rules, 2016. You will also draw the usual
allowances as may be sanctioned by the Haryana Government from time to time and such allowances as may be
admissible from time to time. This offer of appointment is further subject to the following conditions:-
i) Your services will be governed by the Haryana Group D Employees (Recruitment and Conditions of
Service) Act, 2018.
ii) The post is temporary and your appointment will be terminable on one month’s notice on either side or
one month salary including allowances in lieu of notice (except in case of removal/dismissal or
misconduct) while you are in the temporary cadre. It will, however, be open to department to pay, in lieu
of notice, your salary for the period by which the notice falls short of one month and similarly if you wish
to resign from the post, you may do so by depositing with Government your salary in lieu of notice for
the period by which it falls short of one month. Such notice of resignation should be addressed to
competent authority. This condition will, however, not be applicable in case your services are dispensed
with during the probation period.
iii) Your services will be governed by NEW PENSION SCHEME, 2006.
iv) No T.A. will be granted for joining this appointment.
v) As your character and antecedents have not been got verified in terms of Government instructions issued
vide Memo No 52/06/2018-2HR-III dated 05 February 2024, therefore, it is made clear to you that in case
subsequently any adverse facts come to the notice of the State Government regarding your character and
antecedents, your service will be liable to be terminated without giving any notice.
vi) This offer of appointment is further subject to your submission of medical fitness certificate from Civil
Surgeon/CMO of your respective districts. On getting medical fitness certificate you have to report
immediately to respective Divisional Commissioner for further deployment of induction training.
vii) On appointing/joining, you will be required to take an oath of allegiance to the Constitution of India.
viii) Your seniority inter-se with other candidates recommended by the Haryana Staff Selection Commission
will be fixed after Court judgment in CWP 25781 of 2023 Titled as Varun Bhardawaj Vs State of
Haryana & ors. And your appointment shall be subject to final outcome of Court Case (if any) pending in
any Court of Law.
ix) You must submit:-
i) A declaration in writing that you were not on any previous occasion dismissed from service under
any department of Government or convicted by a court of law or no case is pending against you in
any court of law.
ii) In case you are married, you will have to file a declaration about non acceptance/ giving of dowry.
If you are unmarried, you shall have to furnish a declaration immediately after marriage regarding
non acceptance/giving of dowry by you to the office as per declaration in Annexure/giving of
dowry by you to the office as per declaration in Annexure A and B in terms of Government
instructions issued vide No. 18/1/2017-2GSI dated 22-12-2017.
x) You will furnish a certificate to the effect that you have not more than one living spouse, not married to a
person already having one living husband/wife.
2. If you are willing to accept this offer on the conditions mentioned above, you should report to the
respective Divisional Commissioner of the district of your residence with medical fitness certificate duly issued by
the concerned Civil Surgeon of your district and a copy of provisional appointment letter downloaded from the portal
within a period of 7 days failing which this offer/appointment letter will be treated as cancelled unless you are able
to furnish satisfactory explanation for not having joined in time.
In case, you are resident of a State or Union Territory other than Haryana, then you should report to Deputy
Commissioner, Panchkula with medical fitness certificate duly issued by the concerned Civil Surgeon of your district
and a copy of provisional appointment letter downloaded from the portal within a period of 7 days failing which this
offer/appointment letter will be treated as cancelled unless you are able to furnish satisfactory explanation for not
having joined in time.
