CHAPTER INTRODUCTION
1.1 Background Information
Globally, road infrastructure serves as the backbone of transportation networks, facilitating
the movement of goods, services, and people. Numerous studies have highlighted the critical
role of road infrastructure in promoting economic development, enhancing connectivity, and
improving access to essential services (Wang, Lim, Zhang, Zhao, & Lee, 2020; Kanwal,
Rasheed, Pitafi, Pitafi, & Ren, 2020). From developed nations with well-established road
systems to developing countries grappling with infrastructural deficits, the significance of
roads in enabling efficient service delivery is widely recognized across the globe.
Within the Southern African Development Community (SADC) region, road infrastructure
deficits pose particular challenges to service delivery and regional integration (Joseph, 2023).
Despite efforts to improve infrastructure through regional initiatives and investment
programs, disparities in road quality and accessibility persist among member states
(Chinsembu, 2017; SADC, 2020; Makochekanwa & Nyambe, 2018). Scholars argue that
addressing these infrastructural gaps is essential for enhancing intra-regional trade, fostering
economic cooperation, and promoting sustainable development across SADC countries.
In Botswana, road infrastructure plays a crucial role in supporting the delivery of services,
including electricity provision by the Botswana Power Corporation (BPC). The country's
expansive territory and dispersed population present unique challenges for infrastructure
development and service delivery (Mochotlhi, 2023). Studies highlight the importance of
well-maintained road networks in enabling BPC to reach customers efficiently, maintain
infrastructure assets, and ensure reliable electricity supply to both urban and rural areas in
Botswana (Savela, Salahub, & Keinänen, 2018). Moreover, investments in road infrastructure

Furthermore, the reliability of electricity supply is crucial for sustaining economic activities
and improving the quality of life for citizens (Acheampong et al., 2017). Any disruptions in
service delivery can have far-reaching consequences, impacting various sectors of the
economy (Alkadi et al., 2018). Therefore, understanding the factors influencing
transportation logistics and their impact on service delivery optimization is essential for
utility companies like BPC. Previous research has explored various strategies to improve
transportation efficiency, including route optimization algorithms and technology adoption
(Liu et al., 2018). Additionally, collaboration with transportation service providers and
stakeholders can help address logistical challenges and enhance service reliability (Götz et
al., 2017). However, there is a need for further research to assess the effectiveness of these
strategies in the context of utility companies like BPC.
The theoretical underpinnings of this study are rooted in infrastructure management theory,
which emphasizes the critical role of physical infrastructure in supporting economic activities
and the delivery of essential services (Ahmed et al., 2022; Correia & Ferreira, 2023).
According to this theory, the condition and connectivity of road infrastructure significantly
impact the ability of utility providers, such as the Botswana Power Corporation (BPC), to
effectively reach customers, maintain assets, and ensure reliable service provision
(Mochotlhi, 2023; Savela et al., 2018).
Additionally, the study draws on the principles of service operations efficiency, which posit
that the timeliness and effectiveness of service delivery are essential for meeting customer
expectations and achieving organizational objectives (Mehmood, 2021; Maswabi et al.,
2021). In the context of electricity provision, the reliability, responsiveness, and reach of
BPC's services are critical factors that can be influenced by the quality and accessibility of
the underlying road infrastructure (Acheampong et al., 2017; Alkadi et al., 2018).
2.3 Objectives
The existing literature on the current condition and state of road infrastructure in Botswana
presents a mixed picture. Several studies have examined the quality, accessibility, and
connectivity of the country's road network, and their findings highlight both the progress
made and the persistent challenges.
Researchers have assessed the physical condition of roads in Botswana, including factors
such as pavement quality, surface condition, and structural integrity. While some studies
report improvements in road maintenance and rehabilitation efforts in recent years, others
point to the continued deterioration of road infrastructure, particularly in rural and remote
areas (Mochotlhi, 2023; Savela et al., 2018).
A key focus of the literature is the impact of the current state of road infrastructure on the
delivery of essential services, such as electricity provision by the Botswana Power
Corporation (BPC). Researchers have highlighted how the condition and accessibility of
roads can directly influence BPC's ability to reach customers, maintain infrastructure assets,
and ensure reliable electricity supply (Mochotlhi, 2023; Savela et al., 2018).
Overall, the review of the existing literature reveals a complex and multifaceted situation
regarding the current state of road infrastructure in Botswana, with both progress and
persistent challenges that have implications for the optimization of service delivery
The literature review highlights several key challenges and obstacles faced by the Botswana
Power Corporation (BPC) in delivering electricity services due to road infrastructure
deficiencies in the country.
Studies have identified logistical challenges that BPC encounters in accessing remote areas
and delivering services due to the poor condition and limited connectivity of the road
network. This includes difficulties in transporting materials, equipment, and personnel to
maintain and repair electricity infrastructure, as well as challenges in responding to service
requests in a timely manner (Kanwal et al., 2020; Mehmood, 2021).
The literature examines how road infrastructure issues, such as road closures, damage, and
limited accessibility, can lead to operational disruptions in BPC's electricity supply. These
disruptions can result in power outages, service interruptions, and challenges in ensuring the
reliable and continuous provision of electricity to customers (Savela et al., 2018; Maswabi et
al., 2021).
The review also highlights other barriers to efficient service delivery that BPC faces due to
road infrastructure deficiencies. These include increased operational costs, difficulties in
monitoring and controlling the electricity network, and challenges in reaching remote or
isolated communities that are crucial for comprehensive service coverage (Mehmood, 2021;
Mochotlhi, 2023).
Overall, the existing literature paints a picture of the significant challenges and obstacles that
the Botswana Power Corporation must navigate in delivering electricity services effectively
due to the shortcomings of the country's road infrastructure. These issues have direct
implications for the reliability, timeliness, and accessibility of electricity provision
The existing research examined in the literature review has explored the significant impact of
road infrastructure issues on various aspects of electricity provision by BPC. The studies
consider both quantitative and qualitative assessments of these relationships.
The literature highlights how the condition and accessibility of the road network can directly
influence the reliability of electricity supply provided by BPC. Poor road infrastructure, such
as damaged roads and limited connectivity, can lead to power outages, service interruptions,
and challenges in restoring electricity during disruptions (Savela et al., 2018; Maswabi et al.,
2021).
Research has also examined the impact of road infrastructure on the overall efficiency of
electricity provision by BPC. Factors such as road quality, travel times, and accessibility can
affect the timeliness of service responses, the effectiveness of maintenance and repair work,
and the overall operational costs associated with electricity delivery (Mehmood, 2021;
Mochotlhi, 2023).
Collectively, the existing research paints a clear picture of the significant impact that road
infrastructure issues can have on the reliability, efficiency, and reach of electricity provision
by the Botswana Power Corporation. These findings underscore the critical importance of
addressing road infrastructure challenges to optimize service delivery.
The research highlights the significant economic costs associated with road-related
disruptions to electricity provision by BPC. These include direct financial losses due to power
outages, increased operational expenses for maintenance and repair work, and indirect
economic impacts on businesses and households reliant on a reliable electricity supply
(Acheampong et al., 2017; Alkadi et al., 2018).
The literature also delves into the social implications of road-related disruptions to electricity
services. Studies have examined the impact on essential services, such as healthcare and
education, as well as the broader social well-being of communities affected by power outages
and service interruptions. These disruptions can exacerbate existing inequalities and
disproportionately impact vulnerable populations (Acheampong et al., 2017; Alkadi et al.,
2018).
The review of the literature suggests that the consequences of road-related disruptions to
BPC's service delivery can have far-reaching implications for the long-term development and
economic growth of Botswana. Unreliable electricity supply can hinder industrialization,
foreign investment, and the overall progress towards sustainable development (Alkadi et al.,
2018; Mochotlhi, 2023).
The existing empirical research on the influence of road infrastructure on service delivery
efficiency at the Botswana Power Corporation (BPC) provides valuable insights and
highlights several critical findings.
Studies have assessed the current state of road infrastructure in Botswana, examining factors
such as pavement quality, surface condition, and connectivity of the road network. The
findings indicate that despite some improvements, the road infrastructure in many areas,
particularly rural and remote regions, continues to deteriorate, limiting accessibility and
connectivity (Mochotlhi, 2023; Savela et al., 2018). The research has identified several
challenges and obstacles faced by BPC in delivering electricity services due to road
infrastructure deficiencies. These include logistical constraints in transporting personnel and
equipment, operational disruptions leading to power outages, and barriers to efficient service
delivery, such as increased costs and difficulties in monitoring and controlling the electricity
network (Kanwal et al., 2020; Mehmood, 2021). Empirical studies have demonstrated the
significant impact of road infrastructure issues on the reliability, efficiency, and reach of
electricity provision by BPC. Poor road conditions and limited accessibility have been shown
to negatively affect the reliability of electricity supply, the timeliness of service responses,
and the ability of BPC to extend electricity services to remote and underserved communities
(Savela et al., 2018; Maswabi et al., 2021). The research has examined the socio-economic
consequences of road-related disruptions to BPC's service delivery, including the economic
costs of power outages, the social implications for essential services and vulnerable
populations, and the long-term impacts on Botswana's development and economic growth
(Acheampong et al., 2017; Alkadi et al., 2018).
The existing empirical evidence highlights the critical role of road infrastructure in enabling
efficient and effective service delivery by the Botswana Power Corporation. The findings
underscore the need for targeted interventions to address road infrastructure challenges and
optimize electricity provision in the country.
This study aims to address this gap by providing a more in-depth and contextualized
investigation of the multifaceted relationship between road infrastructure and the
optimization of service delivery at BPC. By bridging this knowledge gap, the research will
contribute to a better understanding of the interplay between transportation infrastructure and
utility service provision, with practical implications for enhancing electricity access and
reliability in Botswana and other developing regions.
