Globally, road infrastructure serves as the backbone of transportation networks, facilitating
the movement of goods, services, and people. Numerous studies have highlighted the critical
role of road infrastructure in promoting economic development, enhancing connectivity, and
improving access to essential services (Wang, Lim, Zhang, Zhao, & Lee, 2020; Kanwal,
Rasheed, Pitafi, Pitafi, & Ren, 2020). From developed nations with well-established road
systems to developing countries grappling with infrastructural deficits, the significance of
roads in enabling efficient service delivery is widely recognized across the globe.

In Africa, inadequate road infrastructure remains a significant barrier to socio-economic


progress and service delivery. The continent's vast territories, diverse terrains, and historical
underinvestment in infrastructure have contributed to persistent challenges in transportation
and connectivity (World Economic Forum, 2020; Mlambo & Ortmann, 2017; Aliyu et al.,
2019). Research indicates that limited access to reliable road networks hampers service
delivery efforts in sectors such as healthcare, education, and utilities, constraining economic
growth and societal development in African countries.

Within the Southern African Development Community (SADC) region, road infrastructure
deficits pose particular challenges to service delivery and regional integration (Joseph, 2023).
Despite efforts to improve infrastructure through regional initiatives and investment
programs, disparities in road quality and accessibility persist among member states
(Chinsembu, 2017; SADC, 2020; Makochekanwa & Nyambe, 2018). Scholars argue that
addressing these infrastructural gaps is essential for enhancing intra-regional trade, fostering
economic cooperation, and promoting sustainable development across SADC countries.

In Botswana, road infrastructure plays a crucial role in supporting the delivery of services,
including electricity provision by the Botswana Power Corporation (BPC). The country's
expansive territory and dispersed population present unique challenges for infrastructure
development and service delivery (Mochotlhi, 2023). Studies highlight the importance of
well-maintained road networks in enabling BPC to reach customers efficiently, maintain
infrastructure assets, and ensure reliable electricity supply to both urban and rural areas in
Botswana (Savela, Salahub, & Keinänen, 2018). Moreover, investments in road infrastructure

1.2 Statement of the Problem


In Botswana, inadequate road infrastructure poses a significant challenge to the efficient
provision of electricity services by the Botswana Power Corporation (BPC). This issue
encompasses various elements, including poor road condition and limited accessibility, which
lead to frequent power outages and disruptions affecting both urban and rural populations.
These disruptions not only inconvenience consumers but also incur economic costs and
hinder socio-economic development efforts across sectors like healthcare, education,
agriculture, and manufacturing. To address this problem, a study is underway to examine the
relationship between road infrastructure and service delivery efficiency at BPC. By analyzing
existing road networks, identifying infrastructure gaps, and proposing strategic interventions
informed by data-driven insights and best practices, the aim is to empower BPC and
stakeholders to optimize service delivery, enhance customer satisfaction, and promote socio-
economic development in Botswana.

al. (2017) highlight the significance of road infrastructure in supporting economic activities

This study aims to address this gap by providing a more in-depth and contextualized
investigation of the multifaceted relationship between road infrastructure and the
optimization of service delivery at BPC. By bridging this knowledge gap, the research will
contribute to a better understanding of the interplay between transportation infrastructure and
utility service provision, with practical implications for enhancing electricity access and
reliability in Botswana and other developing regions.

2.10 CHAPTER SUMMARY

directly impact the reliability, timeliness, and accessibility of electricity provision.

The review also highlighted the existing research on the impact of road infrastructure issues

road infrastructure conditions and accessibility affect the reliability, efficiency, and reach of
electricity supply, as well as the potential socio-economic consequences of road-related
disruptions on BPC's service delivery and the affected population.

By synthesizing the theoretical underpinnings and empirical evidence from the existing
literature, this chapter laid the groundwork for the subsequent methodological approach and
data analysis procedures employed in this study to further investigate the complex
relationship between road infrastructure and service delivery optimization at BPC
CHAPTER THREE: METHODOLOGY
3.0 Introduction
Research plays a crucial role in generating new knowledge, informing decision-making, and
driving societal progress (Creswell & Creswell, 2017). The primary function of research is to
systematically investigate and analyze phenomena to enhance our understanding of the world
around us (Bryman, 2016). In the context of this study, the research aims to elucidate the
complex relationship between road infrastructure and the optimization of service delivery at
the Botswana Power Corporation (BPC).
3.1 Research philosophy
The philosophical underpinnings of this study are grounded in a pragmatic research
paradigm. Pragmatism emphasizes the practical application of research and the importance of
addressing real-world problems through a flexible and pluralistic approach (Creswell &
Creswell, 2017; Morgan, 2014).
3.2 Research design
The study adopts a sequential exploratory design, where the initial qualitative phase informs
the subsequent quantitative phase. This approach allows for an in-depth exploration of the
contextual factors and underlying mechanisms that shape the impact of road infrastructure on
BPC's service delivery, followed by a more extensive examination of the relationships
through quantitative analysis (Morse, 1991; Creswell & Plano Clark, 2018)
3.3 Population of the study
The population of the study will include key stakeholders relevant to the research objectives.
Botswana Power Corporation (BPC) staff members involved in electricity service provision,
infrastructure maintenance, and operational management ,community members and residents
in areas served by BPC
3.4 Sample Size
A sample of 15 respondents will be chosen at random

Purposive sampling, the study aims to ensure that the selected participants can provide
valuable insights and perspectives on the relationship between road infrastructure and service
delivery efficiency at the Botswana Power Corporation.
3.6 Data collection instrument
the study will employ a 5-point Likert scale instrument to measure various aspects related to
the impact of road infrastructure on service delivery efficiency at the Botswana Power
Corporation (BPC). The use of a Likert scale is a well-established and validated approach in
social science research (Joshi et al., 2015; Boone & Boone, 2012).
3.7 Data Analysis
The quantitative analysis will be based on the data collected through the Likert scale
questionnaire administered to the key participants. The Statistical Package for the Social
Sciences (SPSS) will be employed to conduct the following analytical techniques:

3.7.1 Minimization of Harm: The research activities will be designed and conducted in a
manner that minimizes any potential harm or risks to the participants, and appropriate
measures will be taken to address any unforeseen issues.

contribute to the improvement of service delivery and infrastructure development in
Botswana, and the findings will be shared with relevant stakeholders to ensure a positive
societal impact.
By incorporating these ethical considerations throughout the research process, the study will
uphold the highest standards of ethical integrity and ensure the protection of the participants'
rights and well-being. This will also contribute to the overall credibility and trustworthiness
of the research findings.
These delimitations provide clarity on the boundaries and limitations of the research, helping
to contextualize the findings and interpretations within the scope of the study.

3.9 CHAPTER SUMMARY


The methodology chapter outlines a descriptive research design to investigate the impact of
road infrastructure on the service delivery efficiency of the Botswana Power Corporation
(BPC). The study employs a mixed-methods approach, incorporating both qualitative and
quantitative data collection techniques. Qualitative data will be gathered through semi-
structured interviews with key stakeholders, such as BPC management, road infrastructure
experts, and community representatives, as well as document analysis of relevant reports and
records. Quantitative data will be collected through surveys and questionnaires administered
to a broader sample of BPC staff and stakeholders, along with the analysis of existing
secondary data sources on infrastructure conditions and service delivery metrics. The data
will be analyzed using thematic analysis, coding techniques, descriptive statistics, correlation
analyses, and regression modeling to provide a comprehensive understanding of the complex
relationship between road infrastructure and the optimization of service delivery at the
Botswana Power Corporation. Throughout the research process, the study will adhere to strict
ethical guidelines to protect the rights and well-being of the participants.
