The Directorate of State Lotteries, Kerala, invites online Expression of

Interest (EOI) from Original Equipment manufacturers(OEM) to identify
suitable brand (s) and model(s) of new lottery draw machine (approximately
2 nos ) as per Annexures I and II .
The technical specifications of the existing machine are enclosed
herewith. The DSL is in the process of selecting brands and models that
strictly comply with the provisions of the Lottery (regulation ) Rules 2010,
incorporating advanced technologies.

4. The technical committee constituted by DSL has sole discretion to select

cannot be disputed.
6. The committee reserves the right to permit vendor(s) to participate in the

1. INVITATION FOR PROPOSAL

DSL, the Directorate of State Lotteries, cordially invites responses to

this Request for Proposal (RFP) document from interested and eligible
entities including Proprietors, Partnership Firms, Private Limited Companies,
Public Limited Companies, Limited Liability Partnerships, Registered
Societies, Trusts, Associations, Government Institutions, Public Sector Units,
Universities, and Educational Institutes.
Based on the feedback received from this process, a formal Request for
Proposal (RFP) will subsequently be issued, inviting technical and financial
bids for the supply and installation of the new draw machine for the Kerala
State Lotteries Department.
Key Points:
1. The engagement period for the implementation of the new lottery draw
machine will be 03 months from the date of contract signing.
2. All eligibility criteria, scope of work, application procedures, selection
criteria, and other pertinent terms and conditions have been delineated
in this RFP document.
3. The selection of the agency will be conducted via two bid system.
4. Any amendments or corrigendum will be published on the e-Tender

5. Pre-Qualification Proposals and Technical Proposals must be prepared
in the prescribed formats and uploaded to the website

The Kerala State Lottery Department is renowned for its reliability and transparency. The
draw process and its transparency are integral to the conduct of lotteries. The draw machine
whose operation is visibly transparent to the viewers is therefore an important aspect of the
conduct of Kerala Lotteries.

At present, the State Lottery Department conducts six bumper lotteries

annually, in addition to seven weekly lotteries. The Lottery Directorate,
headquartered at Vikas Bhavan, Thiruvananthapuram, oversees operations
across fourteen district lottery offices, twenty-one lottery sub-offices, the
Regional Joint Directorate (Ernakulam), and the Regional Deputy
Directorate Office (Kozhikode).
Administratively, the State Lottery Department falls under the purview
of the Taxes Department.
Currently, the department prints around 1,08,00,000 tickets daily, with
winners determined through the use of a lottery draw machine. The drawing
process is televised live every day.
2.1 Objective of EOI
The department aims to elevate its operations to new heights. With
plans to expand the range of prizes, tickets, and associated offerings, we
recognize the need for innovation. To kickstart this endeavor, our initial
focus is on the development of a new lottery draw machine, maintaining the
traditional mechanical approach in strict compliance with the Lottery rules.
As per clause 2(1)(d) of the Lotteries Regulation Rules 2010, a
"draw" is defined as a method whereby prize-winning numbers are
selected for each lottery or lottery scheme, either through the operation
of a draw machine or any other mechanical method utilizing random
technology, ensuring transparency to viewers.
Given the requirement for modifications in the current machine, it
would be advantageous to design the new lottery draw machine in modular
design. This approach facilitates seamless modifications and future upgrades
as the department explores new avenues and enhancements. As the
department expands the number of prizes, ensuring a genuinely random and
fair drawing process becomes paramount. This enhancement should ensure
an unbiased selection of numbers, guaranteeing that lottery draws are
conducted with transparency and integrity
3. Scope of Work
3.1 System Study and Design
While the department is open to innovative approaches, it is essential

for the applicant to understand the intricacies of the lottery drawing process.
Currently, the lottery drawing process operates as below:
Prize Structure:
The Kerala State Lotteries offer six bumper jackpots and seven weekly
lotteries.
Although the prize amounts vary, the mechanisms for the weekly and
bumper prize draws are similar, with prizes divided into 1–7 tiers.
The department intends to increase the number of tickets from the current
12 series
Types of Prizes: There are two types of prizes given by the department,
namely,
1. A prize given for a six digit number along with a series consisting of two
letters from the english alphabet.
2. A prize given for a four digit/five digit number
The system study and design phase should entail a thorough
understanding of these prize structures and drawing mechanisms to guide the
development of the new lottery draw machine.

3.2 Requirements for new machine

1. Fully Mechanical Operation: Adhering to the Lotteries Regulation
Act 1998 and associated rules, a fully mechanical operation for the
draw machine is compulsory. An electric motor may however be used
in the machine. No other electric/electronic component should be used
in the machine.
2. Lightweight and Portable: It should be lightweight and portable. Use
of materials like reinforced plastic or aluminum for the outer casing,
and including handles or wheels for easy transportation to various
lottery events or venues are suggested. A modular approach may also be
considered if required.
3. User-Friendly Interface: Prioritize a user-friendly interface that is
intuitive and easy to operate.
4. Expanded Slots Capacity: With an increase in the number of four-
digit prizes, the new machine should have sufficient number of slots to
accommodate higher number of prizes.
5. Transparent Construction: Incorporate a transparent or partially
transparent design element to add visual interest to the machine,

allowing participants to witness the draw process firsthand.

6. Large Letters for Clarity: Ensure clear visibility of drawn numbers by
displaying them with large letters on the machine's panel. Letters
should measure approximately 3 inches in height and 2 inches in width,
facilitating easy reading for both participants and officials.
7. Enhanced Security Features: With an increased prize pool, prioritize
security measures to safeguard the integrity of the draw. Incorporate
tamper-proof locking systems, sealed compartments etc.

5. General eligibility and prequalification criteria

i. Legal Entity: The Applicant must be a proprietor, registered
Partnership Firm, Private Limited Company, Public Limited
Company, Limited Liability Partnership, Registered Society,
Trust, Association, Government Institution, Public Sector Unit,
University, or Educational Institute. Documentary evidence of
registration and affiliation/recognition by relevant
Boards/Councils must be provided as per Annexure-2 as
applicable.
ii. Office in Kerala: The agency must have an office in Kerala.
Documentary evidence of the office's existence in Kerala must be
furnished as per Annexure-2.
iii. Non-Blacklisting: The agency (including parent and subsidiary)
must not be blacklisted by any Central/State government
departments/PSUs. A self-certificate confirming non-blacklisting
status must be submitted as per Annexure-3.
6. Evaluation process
Stage 1: Technical Evaluation: Experts in the field or a technical
committee established by the department will evaluate the machine's
technical aspects based on the following criteria:

The Technical score will be calculated out of 100.
The financial bid for the selection will be examined only after finalising the
technical evaluation.
7. Submission of Expression of Interest:

It is the sole responsibility of the interested agency to ensure timely
uploading of the EOI in the prescribed format on

8. Terms and Conditions of RFP:

DSL reserves the right to withdraw the EOI without assigning reasons.
DSL may modify the EOI document at any time prior to the submission
deadline. Such amendments shall be notified through the website and will
be binding on the applicants.
DSL may disqualify any applicant during the evaluation of EOI if
misleading or false representations are made in the submitted forms,
statements, or attachments.
The applicant shall be solely responsible for the work entrusted.
DSL reserves the right to disqualify applications during the evaluation of
EOI if they:
a. Submit a EOI without required documentation;
b. Use modified formats for submission;
c. Are blacklisted by State/UT/Central Government or any Public
Sector Undertaking;
d. Are involved in litigation with any Government
agencies/institutions in India;
