EXECUTIVE ORDER
No.05 , Series of 2023
SUBJECT: REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF
CHILDREN AND DEFINING ITS FUNCTIONS (BCPC)
WHEREAS, it is the policy of the state to promote the well being and total development of children and
youth, and to protect them from exploitation, abuse, improper influence, hazards and other circumstances prejudicial
to their physical, mental, emotional, social and moral development;
WHEREAS, Republic Act No. 386 (Civil Code of the Philippines) provides that Government shall establish
Councils for the Protection of Children which shall look after the welfare of children in the municipality, among others;
WHEREAS, Presidential Decree No. 603 (child and Youth Welfare Code) states that Barangay Councils
shall encourage the organization of a Local Council for the Protection of Children (LCPC) which shall among others,
protect and assist abandoned or maltreated children and dependents;;
WHEREAS, Republic Act No. 8980 (Early Childhood Care and Development -ECCD Act) specifies that
Barangay Councils for the Protection of Children (BCPCs) shall also function as Barangay ECCD Coordinating
committees which shall be responsible for the proper and effective implementation of public ECCD programs, among
others. The same law reiterates the organization of BCPCs in order to function as such;
WHEREAS, Republic Act No. 9344 (Juvenile Justice and Welfare Act of 2006) reiterates the organization of
LCPCs and calls for the strengthening wherever they are already established;
WHEREAS, the same Law (R.A. 9344) specifies that one per centum (1%) of the Internal Revenue Allotment
(IRA) of the Local Government Units (LGUs) shall be allocated for the strengthening and implementation of the LCPC
programs and disbursement by LGUs concerned;
NOW, THEREFORE, I, SOLOMON M. DOMEL-AC JR., Punong Barangay, by virtue of the powers vested in
me by Law, do herby reorganize the Barangay Council for the Protection of Children (BCPC) as follows:
Section 1.Composition. The Barangay Council for the Protection of Children (BCPC) shall be composed of

Continuation. Exec. Order No. 05, Series of 2023 (BCPC)
Section 2. Functions. The Barangay Council for the Protection of Children (BCPC) shall perform the
following functions:
1. Encourage the proper performance of the duties of parents and provide learning opportunities on the
adequate rearing of children and on positive parent-child relationship;
2. Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems
so that they can get advice;
3. Assist parents, whenever necessary in securing expert guidance counseling from proper governmental
or private welfare agencies;
4. Hold classes and seminars on the proper rearing of children and shall likewise distribute to parents
available literatures and other information on child guidance;
5. Coordinate the activities of organizations devoted to the welfare of children in coordination with the
Youth Organizations and secure their cooperation;
6. Systematize development management including the establishment and maintenance of database on
children in the Barangay;
7. Advocate and promote for the establishment and maintenance of playgrounds, day care centers and
other facilities necessary for child and youth development;
8. Protect and assist children in need of special protection and refer cases filed against child abusers to
proper agencies/institutions;
9. Prepare a Barangay Work and Financial Plan (WFP) for children which addresses the needs of
children in the community;
10. Adopt measures for the health of children and further the education of every child in the barangay;
11. Monitor situational reports on children and prepare quarterly updates including the implementation of
children’s program and make recommendations to MCPC for consideration and nationwide
application; and
12. Perform functions mandated under Republic Act No. 9344 (Juvenile Justice and Welfare Act of 2006)
and Republic Act No. 8980 (Early Childhood Care and Development –ECCD Act).
Section 3. Committees. Functional Committees of the BCPC shall be organized and it’s Chairmen and
members to be designated/appointed by the BCPC Chairman from among the BCPC members as follows.
a. Committee on Child Survival – The Survival Committee shall be responsible on: Birth registration,
Maternal health/ Pregnant Women, Health and Nutritional status of children, Environmental safety
and cleanliness and Jobless parents.
b. Committee on Child Development – The Development Committee shall be responsible on: ECCD,
Formal schooling (Elementary & HS education), Alternative Learning System, List of In-school and
OSYs, Tutorials for slow learners, Life skills & livelihood/employment skills training, value formation,
Sports and recreation/ other Arts: Music, Theater, etc. and coordination with schools.
c. Committee on Child Protection – The Protection Committee shall be responsible on: Children in
need of special protection (CNSP) especially Children in Conflict with the Law (CICL), child-focused
and Child-related laws (Updates, info dissemination, implementation), entertainment establishment
in the barangay, management of child abuse cases, Child rights advocacy and prevention program
on child abuse, Parents education and adolescent reproductive health.
d. Committee on Child Participation - Participation committee shall be responsible on: Organizing
children’s associations, conducting children’s summit and manages the directory or listing of
children’s associations, groups, gangs and etc.
Section 4. Secretariat. Secretariat support shall be lodged at the office of the Punong Barangay particularly
the Barangay Secretary. Technical assistance shall be provided by the Office of the Municipal Member Agencies. In
as much as this is a social program, the Municipal Social Welfare Office shall oversee the activities and submit
reports to the Mayor’s Office, copy furnished the DILG and MPDO.
Section 5. Meetings. The Punong Barangay may call for a meeting as need arises but shall not go beyond a
year.
This Executive Order shall take effect immediately.
