CONTENT:
This General Instruction (GI) provides the minimum requirements for the implementation of Saudi Aramco’s
Environmental Protection Policy (CP-23) Statement. It contains the following information:

1. PURPOSE

5. COMMITTEES

1.0 PURPOSE:
This GI provides direction to develop and implement programs for facilitating compliance with Saudi
Aramco’s Environmental Protection Policy (CP-23).

2.0 POLICY:
The Company is committed to minimizing impact on the environment and all Company personnel have a role
in achieving this goal. The Company will ensure that projects and operations are in compliance with all
applicable environmental laws, and do not create undue risks to the environment, public health, or workers’
health.
The Company strives to conserve natural resources and minimize the environmental footprint of its activities
by engaging stakeholders, leveraging technology and promoting industry best practices. The Company
promotes the conservation of natural biodiversity and mitigates risks within the regions where it operates.
The Company respects the communities in which it works and publicly reports on performance in meeting
this policy. The Company develops energy resources, products and services consistent with these aims. The
Company strives for continuous improvement of its environmental performance.

3.0 RESPONSIBILITIES:
3.1 Corporate Management
3.1.1 Ensure that Operating and Business Plans are consistent with Saudi Aramco’s Environmental
Protection Policy, and incorporate environmental goals and objectives in line with this policy.
3.2 Executive and General Management
3.2.1 Allocate necessary resources to ensure effective implementation of the Environmental
Protection Policy within their respective organizations.
3.2.2 Review the environmental performance of facilities within their organizations on an annual
basis and provide the required direction in support of the Environmental Protection Policy.
3.3 Project Proponents, Engineering Services, Project Management and New Business Development
3.3.1 Ensure that, during the planning, design and construction of new or modified facilities, the
requirements of applicable Government and Company environmental and public health
policies and standards are complied with. In particular, Project Environmental Impact
Assessments (EIA) shall be prepared for all projects, as required by Saudi Aramco Engineering
Procedure, SAEP-13.

3.4 Operating Departments and Service Organizations


3.4.1 Ensure that their facilities are operated and maintained in accordance with applicable
Government and Company environmental and public health policies and standards.
Environmental Protection (EP) can be contacted for a current list of pertinent policies and
standards.
3.4.2 Implement environmental monitoring programs and maintain environmental records needed to
demonstrate their compliance with pertinent policies, GIs, and standards.
3.4.3 Participate in applicable corporate environmental programs, as identified in section 4.0 of this
GI.
3.4.4 Prepare action plans to provide a time-frame for the resolution of any findings reported EP
assessment programs.
3.4.5 Monitor and ensure that services performed by contractors are in conformity with applicable
Saudi Aramco policies, GIs, and standards.
3.4.6 Assign a qualified Environmental Coordinator to act as environmental liaison with EP. The
Environmental Coordinator should have direct access to the management of the operating or
service organization.
3.4.7 Provide access to data requested by EP to conduct environmental performance evaluations,
assessments and external disclosure of environmental performance.
3.4.8 Promote the conservation and restoration of natural biodiversity.
3.4.9 Report Environmental and Health KPIs performance data to EP in a timely manner, as
applicable.
3.5 Environmental Protection
3.5.1 Acts as the corporate coordinator of advice on environmental protection, sustainability and
climate change issues, working with all Company entities charged with carbon circularity
responsibilities to improve corporate performance. EP is also the primary contact for the
Company’s environmental interactions with national and international agencies.
3.5.2 Maintains external contact with national, regional, and international Government and industry
organizations, contractors, local businessmen, and the general public, to present Saudi
Aramco’s position on environmental issues.
3.5.3 Participates with national, regional and international oil and gas industry organizations to
evaluate current environmental issues, identify emerging issues, assess their potential impacts,
and to develop formal oil industry positions on these issues.
3.5.4 Advises concerned Company organizations and management regarding significant national,
regional, and international developments related to the environment and public health, and
recommends appropriate corporate responses as required.
3.5.5 Maintains a current database of environmental issues including pertinent Company position on
these issues.
3.5.6 Provides Company-wide environmental and public health consulting and technical support
services.
3.5.7 Implements the programs listed in section 4.0 of this GI.

3.5.8 Elevates any environmental concerns through successive management levels including
Business Line Heads, as appropriate.
3.5.9 Reports to the Corporate Health, Safety, Security and Environment (HSSE) Committee on the
status of Company-wide environmental compliance, and environmental performance.
3.5.10 Develops and maintains GIs, guidelines and standards to promote environmentally sound
practices and to ensure that appropriate and cost-effective technology is utilized.
3.5.11 Reviews pertinent Government standards and regulations to ensure that relevant Saudi Aramco
standards and guidelines are in compliance.
3.5.12 Reviews project proposals, design basis scoping papers, detailed engineering
design/calculations, and environmental impact assessments to ensure compliance with the
Company’s standards and guidelines.
3.5.13 Implements the Environmental Awareness Program to ensure that organizations are informed
and aware of environmental and public health issues.
3.5.14 Implements Company-wide environmental and public health programs through field
inspections, surveys, sampling and field tests.
3.5.15 Disseminates environmental information from within the Company to the Government and
outside organizations, with prior approval from concerned Admin Area.
3.5.16 Conducts environmental due diligence surveys for newly acquired or integrated facilities.
3.5.17 Obtains Petroleum Engineering endorsement before disclosing any Upstream subsurface data
and/or information outside the Company.
3.6 Research and Development Center
3.6.1 Conducts research studies to support corporate environmental objectives.
3.6.2 Reviews, recommends and develops analytical and QA/QC procedures and methodologies for
use by Company laboratories in environmental monitoring activities.
3.6.3 Provides specialized analytical services for the chemical characterization of air, water and
waste contaminates.
3.7 Other Company Laboratories
3.7.1 Provide analytical services for ground and surface water quality assessment, hazardous waste
characterization, and air and marine monitoring activities.
3.8 EXPEC Advanced Research Center
3.8.1 Conducts research and development projects to support corporate environmental objectives.
3.8.2 Reviews, recommends, and develops analytical and QA/QC procedures and methodologies for
use by Company laboratories in environmental monitoring activities.
3.8.3 Conducts subsurface research and development for Upstream environmental protection related
topics including, but not limited to, water conservation and management, reducing CO2
emissions of Upstream operations, reducing chemical consumption, and recycling.
3.9 Marine Department
3.9.1 Responsible for activities related to prevention and/or control of marine and inland oil spills
resulting from Company operations or facilities.

3.9.2 Ensures that Company response to oil spills is prompt, efficient and cost effective, and clean-
up operations are conducted in accordance with established Company procedures.
3.9.3 Monitors, evaluates and advises on the development and implementation of national and
international oil spill legislation that may impact Company operations.
3.9.4 Assures the continual development and revision of the Company’s oil spill contingency plans,
as directed by national and international legislation.
3.9.5 Ensures that the Company’s state of preparedness for oil spill response is maintained through
continued development of training courses and by conducting oil spill drills.
3.9.6 Maintains contact with pertinent industry groups related to national and international oil spill
issues.
3.9.7 Maintains and operates all offshore oil spill combating and recovery equipment.
3.9.8 Reports quarterly validated oil spill KPI data to EP.
3.10 Loss Prevention
3.10.1 Aims to prevent or mitigate situations where an incident could occur, which may result in losses
of hydrocarbons or other materials that adversely affect the environment and public health.
3.10.2 Provides technical support to Company organizations in matters related to the development and
review of Company and Government standards and regulations on emergency response to
hydrocarbon/chemical spills, control and clean-up.
3.11. Aviation Department
3.11.1 Responsible for maintaining the capability of rapid aerial dispersant application.
3.11.2 Assists in the air transportation of oil spill response personnel and equipment, as required.
3.12 Materials Logistics Department
3.12.1 Responsible for activities related to the handling and management of expired, redundant
chemicals and associated wastes.
3.12.2 Operates the Company’s Reclamation Chemicals Storage & Handling Facility (RCS&HF)
which is the principal controlled storage area for expired and redundant chemicals.
3.12.3 Provides personnel training on the handling and management of hazardous materials.

4.0 PROGRAMS:
In addition to those listed below, programs shall be developed as required to minimize and/or eliminate
environmental and public health impacts of Company’s operations and projects, and to comply with Saudi
Aramco’s Environmental Protection Policy. Programs covered by existing GIs are not included in the list
shown below.
Each program shall report its findings to the relevant Company organizations. Distribution of appropriate
reports to pertinent Government authorities shall be coordinated through Government Affairs.

Air Quality Monitoring and Meteorology Program:

Objective: To provide information about ambient air conditions through the Air Quality Monitoring and
Meteorology Network (AMMNET). Data obtained are used to determine the degree of

compliance of Saudi Aramco facilities with applicable Government and Company standards,
and in the design and operation of Company facilities. A major activity supplementing this
program is air dispersion modeling which is utilized to predict ambient air quality of an area
near Company facilities; modeling results are used in developing mitigative measures, as
required.

Environmental Awareness Program:

Objective: To enhance awareness among Company organizations and others regarding environmental and
public health issues. The program activities include giving various presentations and courses,
publishing documents such as newsletters and annual reports, and meetings with facility
management and environmental coordinators.

Environmental Compliance Assessment (ECA) Program:

Objective: To conduct periodic facility inspections to determine compliance with the Corporate
Environmental Protection Policy, and to provide Management with analyses,
recommendations, and information concerning the facilities surveyed. Scope of the ECA
program covers the areas of air and water quality, solid and liquid waste, hazardous chemicals,
spill prevention and control.

Environmental Health Monitoring Program:

Objective: To evaluate compliance of Company and contractor facilities with applicable Government and
Company standards and guidelines. Results are analyzed to recommend corrective measures.

Environmental Management System (EMS):

Objective: To provide a platform for all applicable Saudi Aramco organizations to adopt a proactive
approach to: (i) achieve and sustain Environmental Compliance with all relevant Compliance
Obligations, i.e., international treaties/ protocols, government environmental regulations, and
company standards, and (ii) systematically and continually improve Environmental
Performance.

Groundwater Protection Program:

Objective: To conduct site groundwater monitoring; characterize site hydrology; assess contaminant
extent; evaluate potential risk to human health and the environment; and propose site
remediation options at the appropriate Company facilities. These investigations are conducted
to ensure that each facility meets applicable environmental guidelines and standards.

Marine Protection Program:

Objective: To enhance protection of coastal and offshore biodiversity. Programs include conducting
marine studies and surveys for use in evaluating impacts of coastal and offshore Company
projects and operations on the marine environment. Data obtained are also utilized for the cost-
effective design and construction of offshore structures. The program includes technical support
to the Company Oil Spill Response team.

Waste Management Contractor Monitoring Program:

Objective: To develop and maintain a General Bid Slates (GBSs) of EP-qualified transporters and waste
management contractors. The listed qualified contractors are monitored and validated jointly
by EP and Contracting Department periodically.

Waste Management Program:

Objective: To develop and maintain Company-wide inventories of wastes generated, disposal sites, and
current waste management methods. The program shall incorporate targets to divert waste
disposal from landfills and maximize recycling and energy recovery opportunities within the
Company.

Waste Minimization Program:

Objective: To minimize in-plant generation of waste through source reduction, process modification,
process material substitution, waste segregation, good housekeeping, reuse and recycling.

Wastewater Discharges Monitoring Program:

Objective: To evaluate the compliance of Company facilities generating wastewater discharges with
applicable Government and Saudi Aramco standards.

President’s Environmental Excellence Award:


Objective: To recognize Company organizations based on their accomplishments in a set of
Environmental and Health (E&H) measures and their efforts to reduce Greenhouse Gas (GHG)
emissions through two president’s environmental excellence awards: Facility Environmental
Performance (FEP) and Best in GHG Management. These awards provide means to
benchmark, rank and recognize top performing organizations, while incentivizing them to
continuously reduce their environmental footprint and protect health. The awards are tools to
identify leader organizations from which laggards can learn and improve their E&H
performance. The enrollment in the President’s Environmental Excellence award is voluntary
and its applicability is based on fulfilling some established EP’s minimum requirements.

5.0 COMMITTEES:
In addition to those listed below, Corporate Regular Committees and other committees shall be established
as required to address various environmental and public health issues related to Company operations, and
to demonstrate compliance with Saudi Aramco’s Environmental Protection Policy.

Corporate Health, Safety, Security and Environment (HSSE) Committee:


The HSSE Committee provides governance and oversight for all Saudi Aramco Group Health, Safety,
Security and Environment matters – including Cyber Security. Responsibilities include guides, reviews and
approves related HSSE policies. Reviews, approves, guides development and monitors implementation of
Company/Group wide HSSE initiatives. Guides, reviews and approves Company/Group HSSE target setting
methodologies and target values, including benchmarking reviews and market position. Monitor, reviews and
approves Company/Group HSSE performance with reports presented by HSSE corporate functions including
Loss Prevention, Industrial Security, Environmental Protection and Cyber Security.

Sustainability Steering Committee:


The Sustainability Steering Committee ensures issues related to sustainability, particularly those related to
environmental, social, and governance, are identified and managed to maximize long-term value creation
across the Aramco Group of companies. The Committee provides oversight of strategies and associated
activities pertaining to sustainability issues, coordinates as necessary with relevant Company organizations,
and collaborates with national and international relevant entities on sustainability matters.

Area Planning Committee (APC):


Function of APC is to review, advise and recommend to Executive Advisory Committee and/or Management
Committee regarding land use issues and area planning studies related to Company concessional areas.
Responsibilities of APC include identifying environmental impacts of area planning studies and engineering
study programs concerning land usage and traffic circulation, and recommending appropriate courses of
action.

Oil Spill Committee (OSC):


The Oil Spill Committee advises management, reviews and approves as appropriate, policies, strategies,
plans and actions with regard to oil spill prevention, containment and clean-up in Saudi Aramco's
worldwide area of operations. The Committee also sees that proper coordination takes place between
Saudi Aramco and its subsidiary companies with regard to oil spill pollution prevention and response
matters. Responsibilities of OSC include ensuring that adequate and effective oil spill prevention and
response plans are in place to avoid or reduce, to the extent possible, environmental loss or damage. In the
event of an oil spill, OSC oversees operations of the Company’s oil spill clean-up organization to ensure
promptness of response, appropriate allocation and mobilization of all available resources, and efficient clean-
up at the oil spill site.

Board of Engineers (BOE):


The Board of Engineers provides oversight and direction to ensure that quality engineering talent is
maintained in all areas of the company, and acts as a platform for the leverage of engineering knowledge and
intellectual capital to ensure the greatest value of professional contributions in the area of capital efficiency
and operational reliability. Specifically, the Board reviews and provides guidance with regard to corporate
technical issues, and the application of engineering standards and specifications. The Board also promotes
the application of technology in associated engineering disciplines, and accelerates the enhancement of
professional engineering development initiatives.

Waste Management Steering Committee (WMSC):


The Waste Management Steering Committee (WMSC) provides information required by decision makers to
identify, address and resolve waste management challenges faced by the Company. The charter includes
committee’s mandate, objectives, roles and responsibilities, committee members, frequency of meetings, and
resources.

National and International Committees:


Company shall participate, as required, in pertinent national and international committees and may participate
in the Kingdom’s delegations including those related to Clean Energy Ministerial (CEM), Global Methane
Initiative (GMI), Intergovernmental Panel on Climate Change (IPCC), International Civil Aviation
Organization (ICAO), International Maritime Organization (IMO), International Petroleum Industry
Environmental Conservation Association (IPIECA), Minamata Convention, Mission Innovation (MI),

Organization for the Conservation of the Environment of the Red Sea & Gulf of Aden (PERSGA), Regional
Organization for the Protection of the Marine Environment (ROPME), United Nations Commission on
Sustainable Development (UNCSD), United Nations Environment Assembly (UNEA), United Nations
Framework Convention on Climate Change (UNFCCC), United Nations High-level Political Forum on
Sustainable Development (HLPF), United Nations Environment Programme (UNEP), and Vienna
Convention for the Protection of the Ozone Layer.

International Industry Organization:


Company shall participate in organizations that foster and promote environmental stewardship and best
practices for the oil and gas industry. Key organizations and their missions are described in the following
paragraphs.

Oil and Gas Climate Initiative (OGCI)


OGCI is a voluntary, industry-led initiative to deliver tangible, transparent and integrated contributions to
climate change solutions. The central premise of OGCI is that member companies’ engagement and action
on climate change becomes more powerful and impactful, when implemented as a collaborative effort.

International Petroleum Industry Environmental Conservation Association (IPIECA)


IPIECA is the petroleum industry’s principal channel for communication to the United Nations. IPIECA’s
mission is to develop and promote scientifically sound, cost-effective and realistic solutions to global
environmental issues pertaining to the petroleum industry. Climate change, oil spill management, urban air
quality management, and the Biodiversity Convention are among the environmental issues addressed and
monitored by various committees of the Association.

International Association of Oil and Gas Producers (IOGP)


The International Association of Oil and Gas Producers (IOGP) is the petroleum industry's global forum in
which members identify and share best practices to achieve improvements in health, safety, the environment,
security, social responsibility, engineering and operations. IOGP is the voice of the global upstream industry.
Oil and gas continue to provide a significant proportion of the world’s energy to meet growing demands for
heat, light and transport.

Petroleum Environmental Research Forum (PERF)


PERF is a research and development joint venture whose members are corporations engaged in the petroleum
industry that recognize the importance of a clean, healthy environment and are committed to supporting
cooperative research and development. PERF provides a stimulus to and a forum for members to collect,
exchange, and analyze research information relating to development of technology for health, environment
and safety, waste reduction and system integrity in the petroleum industry.

Regional Clean Sea Organization (RECSO)


The prime objective of RECSO is to protect the Arabian Gulf resources from oil pollution by creating a
coordinated oil spill response capability, providing a pool of equipment and materials for use in oil spill
response operations, keeping member-companies aware of the latest developments in oil spill response
methods, and by encouraging the sharing of information on environmental matters.
