SUBJECT: INTIMATION OF PUBLIC GATHERING, REQUEST FOR NOC.
In continuation of this office letter No. 10(3)-HC(G)/2024 dated 22-08-2024, You are
hereby allowed to hold Public Gathering / Jalsa on 08 th September, 2024 at the Open Space on Paswal
road, adjacent to GT Road, Sangjani, Islamabad on the following terms and conditions and routes defined
(Coordinates attached). It is pertinent to mention here that no one is allowed to enter in Islamabad except
through mentioned routes:
SITE MAP:
The site is situated on Paswal Road, 2.5 km from AWT Interchange.
ROUTE FROM KPK, PUNJAB THROUGH MOTORWAY AND KP DISTRICTS ON G.T. ROAD AND
DISTRICT ATTOCK:
i. The public coming from KPK using the motorway M1 can use AWT Interchange and then through
the Paswal Road, they can reach the venue.
ii. The public coming from KP Districts situated on G.T. Road, KP will use Burhan Interchange to get
on motorway M1. They will leave M1 at AWT Interchange and use Paswal Road to reach the venue.
iii. The people coming from Wah Cantt areas will be using Brahama Jhang Bahtar Interchange and
then M1 motorway till AWT interchange. From there, they will use Paswal Road to reach the venue.
iv. The people coming from Punjab on motorway M2 will be using AWT interchange to reach venue
through Paswal Road.
v. All other routes from KPK and Punjab are not allowed.
ROUTE FROM PUNJAB ON G.T. ROAD:
Punjab districts which are located on G.T. Road in south of Gujar Khan will be using G.T.
Road till Rawat. From there they will take Chakbeli Road till Chakri Interchange Motorway to reach M2. And
then the AWT Interchange will be used to reach the venue through Paswal Road.
ROUTE FROM ISLAMABAD:
The residents of Islamabad can only reach the venue through new Margalla Avenue / Iran
Avenue. All other routes from Islamabad will be restricted.
ROUTE FROM RAWALPINDI:
The residents of Rawalpindi can only use Dhamial Road and Girja Road to reach Thalian
Interchange and Chakri Interchange respectively on M2. From AWT Interchange, they will reach venue
through Paswal Road.
ROUTE FROM MURREE:
Public coming from Murree can use Shahpur Road/Phulgaran Road from 17 Mile to reach
Khana Pull on Islamabad Express Highway through Lethrar Road. They will further move towards Rawat T
Chowk to catch Chakbeli Road and Chakri Interchange at motorway M-2. They will further use AWT
Interchange on M-1 to reach venue through Paswal Road.
All other routes from Murree will be restricted.
All other routes will not be allowed to be used by the public who have to participate
in Jalsa.
TERMS & CONDITIONS:
i. This gathering shall not disturb or disrupt the fundamental rights of citizens of Islamabad and
adjoining areas e.g. Right to Freedom of Movement (Article 15), Right to Freedom of trade and
business (Article 18), Right to Education (Article 25-A) hence no roads shall be blocked.
ii. The gathering shall start at 04:00 pm and shall end at 07:00 pm on 08th September, 2024. It will be
organizers duty to ensure the dispersal after the close of event.
iii. No object of lethal or non-lethal force including batons of any size would be wielded by any
participant of the gathering nor any participant shall indulge in violence or clashes. In case of any
such incidence of clashes/ violence the organizers shall be held responsible.
iv. The permission is for public gathering and permission for of sit-in is not granted. Organizers are
bound to ensure that the participants do not spend the night or subsequent nights there and are
dispersed peacefully.
v. This permission shall only be valid for 08th September, 2024, and you are expected and directed
to disperse on the same date. The organizers hereby are made responsible for conduct of all
participants of the gathering.
vi. Organizers shall be responsible for the internal security arrangement of the participants. And the
list of the participants shall be shared with the Local Police in advance.
vii. No damage shall be caused to the Public or Private Property and in case of any such damage, the
organizer will be held responsible.
viii. The organizers shall take responsibility that the participants shall not illegally move beyond the
identified boundary of the venue, any violation of this and resultant consequences shall be the
responsibility of the organizer.
ix. Anti-state, anti-religious, or anti ideology of Pakistan slogans or speeches shall not be made.
x. Effigy/flag of any political or religious party shall not be burnt.
xi. Weapons/firearms of any kind shall not be taken at/near the venue of the gathering.
xii. The use of decks/speakers shall comply with the provisions of West Pakistan Amplifier Ordinance
1965& religious sensitivity must be held sacred.
xiii. The traffic management plan and vehicle parking plan of ICT Police shall be adhered to by the
organizers/participants of the event and smooth traffic flow for the residents of ICT shall not be
obstructed.
xiv. For safety of the general public, maintenance of law and order at the venue, the ICT Police and
Law Enforcement Agencies shall not be obstructed to check/ search of any vehicle/ person coming
to attend the gathering anywhere in ICT.
xv. Fool Proof security arrangements for the participants shall be ensured by the organizers including
minimum setback area of 45 meters between the first row and stage.
xvi. Search of the participants at the entry of the venue shall be the joint responsibility of the organizers
and ICT Police. Participants shall only be allowed inside the venue after thorough security check.
xvii. Threat perception/ source reports shall be shared with the organizers from time to time by the ICT
Administration on which the Organizers shall take enhanced security measures.
xviii. Organizer shall be responsible for any human injury/ health issue caused inside the venue due to
internal arrangements. Any person of unsound mind not to be allowed inside the venue by the
organizers.
xix. Organizers in consequence of the application and receipt of this order thereby undertake that they
will respect the fundamental human rights of other stakeholders and public at large during the said
gathering.
xx. All rules and regulations, municipal bye laws shall be strictly adhered too.
xxi. Streamers / Banners shall only be installed after approval from MCI. Banners or streamers
containing public message shall not be removed / obstructed.
xxii. The Organizers shall make sure that the participants coming from outside Islamabad shall abide
by the conditions under which permission is given in the NOC.
xxiii. List of people to be allowed on stage shall be provided to ICT Administration at least 12 hours in
advance.
xxiv. Participants shall not enter any restricted area or obstruct any public / private thoroughfare.
xxv. No infants / children under the age of 18 years shall be allowed at the venue and the organizers
take responsibility on this account except with their lawful guardians. Welfare and safety of such
infants shall be the responsibility of the guardians.
xxvi. Clear right-of-way for fire brigades, ambulances, and other emergency vehicles/personnel shall be
ensured by the organizers.
xxvii. Access to public/private property shall not be obstructed by the organizers.
xxviii. Littering at/near the venue of the event shall not be permitted.
xxix. No intoxicant or any banned substance of consumption on shall be served/allowed at the venue.
xxx. Adequate number of Walk-through gates shall be installed at Entry Points of the venue by the
organizers in consultation with ICT Police and participants shall have access to the venue only
through the Walkthrough Gates.
xxxi. Details of Private Security arrangements shall be provided by the Organizers to the SSP
(Operations), ICT,12 hours before the start of the gathering.
xxxii. The event shall conform to the cultural values of Pakistan.
xxxiii. CCTV cameras shall be installed at the venue by the organizers and location of the Cameras and
the Control Room shall be intimated to the ICT Administration.
xxxiv. Any instructions regarding security and public order issued regarding the event by the District
Administration or ICT Police shall be complied by the organizers in case of any disorder.
xxxv. The main stage of the gathering and the venue shall be technically swept by the Bomb Disposal
Squad and ICT Police.
xxxvi. The NOC can be cancelled at any time in case of any security situation.
xxxvii. Structural strength/safety of the stage shall be the responsibility of the organizers.
xxxviii. Organizers shall ensure peaceful dispersal of crowd at the end of the gathering.
xxxix. If because of violation of any term/condition, situation arise which may resort to use of force, then
organizers will be responsible for any causality, if occurs.
xl. It is duty of organizer to ensure that Jalsa place is weapon free.
xli. In case of violation of any of the above terms and conditions, the organizers shall be liable to face
legal proceedings and NOC shall automatically stand cancelled.
