 PESTLE analysis is a means that can offer and motivate the principals as well as their School

Management Team (SMT), the School Governing Body (SGB) and the rest of the staff
involved in conducting the enquiry of the amendments and transformation in the school’s
setting that may possibly influence the budgetary needs, staff size and learner enrolment
(Morrison, 2016). A PESTLE analysis is also used to pinpoint external factors that influence
the smooth running of the school. PESTLE stands for:

 POLITICAL- changes to the requirements to be an educator from diplomas to only hiring

educators with a four year degree affected old teachers that do not have the will to study
further and making the school lose skills of experienced teachers. Furthermore modifications
in individuals who have qualifications besides a B.Ed. having to get a one-year PGCE to be a
teacher made the sector lose maths and science teachers as some were not acquiring the
diploma as they feel they already have the requirements to teach the said learning areas.

 ECONOMIC- As the school I am employed at is a no fee school but still dependent on fund
raising and parental involvement in these activities to raise funds, the home situation of
parents affect the school heavy as some parents don’t have the means for their children to
participate leading to learner absence when these activities takes place (CIPD, 2023). The
budget set for stationery and books sometimes is not sufficient to address all the school
deficits and this affects the smooth running of the school. Staff establishment ratio also
affects the school as schools that are situated near each other compete for learners leading
to teachers declared in excess making the institution lose valuable skills and forcing other to
teach learning areas they not qualified for which can be detrimental to the school’s overall
achievement. This also make educators rethink their dedication to the school leading to an
exodus to other schools and countries like China where they get paid more than in South
Africa causing a skills shortage1.

 SOCIAL- Lack of employment in the area causes migration to areas with employment
opportunities leading to schools not having enough learners at the school which affects the
hiring of educators. Furthermore where the school’s is situated can dissuade parents
enrolling their learners the school as some parents have the belief township schools
educators do not teach preferring previously MODEL C schools.

 TECHNOLOGICAL- Absence of computers at government schools like ours leads to a skill gap
between learners from previously model c schools and government schools. Even at schools
that have computer labs, the lack of qualified IT specialist at schools who can spot malware
and viruses on the computers compromises the school data and SA-SAMS (Mind Tools
Content Team, 2023). Access to the internet to learners affect their learning as they won’t
have the means to do their projects which influences learner achievement. Lastly schools
still using outdated hardware and software compromises the school ability to run programs
like HEYMATH that are aimed at helping learners understand mathematics better.

 LEGISLATIVE- laws stating only teachers which a recognized four year teaching degree made
schools lose experienced teachers that only had 3 year diplomas and other degrees. New
legislation may create new administrative problems for example non-citizens ability to enrol
their children in South African schools (Indeed Editorial Team, 2022).

1
 ENVIRONMENT- As the school is located near a major road, the danger of learners been hit
by cars is exponentially high and traffic officers are not placed their everyday to help with
the traffic. Furthermore as there is an open veld near the school which the community uses
as an illegal dumping site can lead to health hazards for learners and educators (Markerting
Tutor, 2023).

 List of external factors

 POLITICAL
- Teacher qualification requirement: to mitigate losing valuable skills of educators
who do not have the required four year degree, I as well as other SMT members will
have an intervention and motivate the said teacher to register for the PGCE and
offer peer tutoring to help them get the qualification
-Set up a timetable with the teachers to ensure they attend classes which won’t
affect tuition time at school
-offer support in the form of forming Professional Learning Community (PLC) with
other schools having the same issues to motivate the teachers to work together to
get their PGCE.
 ECONOMIC
-Fund-raising: as economic changes have an effect on how schools can properly
fundraise (Markerting Tutor, 2023), one way the school can combat this is to ensure
parents and older siblings of the learners get preferential treatment when it comes
to employment opportunities at the school like the hiring of Educator Assistants, The
National School Nutrient Program (NSNP) and cleaning of the school environment.
One other aspect when it comes to staff establishment and strategies to combat
losing valuable skills of educators that are in excess, The SMT will write a motivation
to the SGB to create an SGB post to keep the educator whilst creating programs like
FLOATS to sell the school to the community as to encourage them to register their
children at our institution.

 SOCIAL
As the abovementioned issues also arises due to the perception of the community
when it comes to schools located in the township, programs will be developed to
show why it is beneficial for parents to enrol their kids at our school. Programs like
newsletters will be made to highlight extra-curricular and co-curricular activities the
school is involved in to sell the institution to the greater community.

 TECHNOLOGICAL

To alleviate lack of ICT at the school, the school will work with donors and strategize
ways to get new ones on board as to build a computer lab which can help the school in
Fourth Industrial Revolution (4IR). Furthermore the school will use one of the Educator
Assistants to help with the administration of the computer lab and to download
programs like HEYMATH to assist learners with mathematics

 LEGISLATIVE
Encourage educators to be lifelong learners as ways for them to keep up with the
ever changing landscape and paradigm shifts in education. Advise them further
research laws that affect their profession
 ENVIRONMENT
Work with the local municipality to clean up dumpsites around the school as to
make it safe for all.
