No. F. 64-5/2005/Security-NM (Admin.}(P) Government of india Ministry of Culture National Museum Janpath, New Delhi - 110011 SUB: Calling quotation for the Comprehensive Annual Maintenance Contract of Security/ Electronic Gadgets installed in the National Museum Sir, National Museum, Janpath invites sealed tenders under two bid system i.e. Technical Bid and iancial Bid for Comprehensive Annual Maintenance Contract of Security/ Electronic Gadgets installed the National Museum. ‘The sealed quotations may be submitted in sealed envelop superscribed as “Quotations for Comprehensive Annual Maintenance Contract of Security & Electronic Gadgets” and addressed to the Administrative Officer, National Museum, Janpath, New Delhi so as to reach the undersigned by 2.00 p.m. on or before 21 December 2017 at 2.00 p.m. and the Technical Bid will be opened on the same day i.e. 21° December 2017 at 4:00 p.m. by the Local Purchase Committee of the National Museum in the presence of the bidders or their representatives who may like to be present. Tenders received after due date and time will not be considered. Quantity and specification of the items required are mentioned in Annexure ~ A. The Bidder must submit technical and financial bid separately in separate envelope and marked. The quotation received after due date and time will not be considered 1, The Bidder can be a Firm/Company/Consortium, who submit the Bid and subsequently provide inputs to National Museum. 2. Constitution of Consortium:- a) The lead bidder of the Consortium has to be an Indian Company. The consortium may comprise of Minimum 2 (1 Lead bidder and 1 member). b) All the member firm of Consortium shall jointly fulfil the eligibility criteria. €) The Lead bidder of the Consortium can only submit the bid on behalf of Consortium. The bid may also be signed by the member firm of the consortium. However, other member of the Consortium may participate in techno - Commercial discussions /meeting along with the Leader. 4) Original ink signed MOU between the Consortium member firms duly signed by the Chief Executive/Directors of the consortium member firms must be accompanied with the Bid fe) The role and Scope of work of each consortium member firm has to be annexed/ attached (in the Form of the Responsibility Matrix) with the MOU. MOU must also state that all member firms of the Consortium shall be jointly and severally responsible for discharging all obligations in case of award of Order/Contract. f}_ The Bid Bond (Earnest Money Deposit) and Performance Guarantees can be submitted by any of the Consortium member firm on behalf of the Consortium, g) All the correspondence will be done with the Lead Bidder and shall be binding on all the Member firms of the Consortium. h) The payment shall be made by the National Museum only to the Lead Bidder towards fulfillment of Contract obligations. ‘The contract shall be on a comprehensive maintenance service basis and no extra charges for ‘any general wear and tear/spare parts, cables / wires etc. shall be made by the National Museum, During the contract period it will be responsibility of the Firm/Company/Consortium to keep the equipments in perfect working order. The repair work will have to be carried out at the location of the equipment except in the exceptional circumstances where the equipment may be required to be taken out for repair in workshop of the firm. In such cases the standby arrangements shall have to be made by the Company/Firm at its own cost and in no way the working of the office concerned should be held up for want of any standby arrangements. The payments towards Comprehensive Annual Maintenance shall be made in two installments each at the end of six months/half yearly on production of ‘work done satisfactory’ certificate from the concerned users ie. CISF. Complete address, telephone number, GST, PAN, TIN, Sale Tax Registration Number and Certificate along with a list of present contract(s) having in Government Departments, Metro Rall, Hospitals, Corporate buildings, Museum, Airports, etc. may also be enclosed with the quotations. ‘The Firm/Company/Consortium is required to deposit earnest money of Rs. 1,00,000/- (Rupees one lakh only) in the form of Demand Draft in Favour of Drawing and Disbursing Officer, National Museum, New Delhi. The awardee’s deposited earnest money will be converted into security deposit. TERMS AND CONDITIONS 1. The Firm/Company/Consortium shall make its own arrangement for software/Drivers, trained engineers, etc. required for maintaining the gadgets/equipments installed at Museum with no financial liability on the National Museum for the same. To establish the capacity to execute large setup, the bidder has to produce recent (last 2 years) single order worth minimum Rs. 20 lakhs or higher value on CCTV/IP camera solutions/ maintenance 2. The firm should have a team of good experienced and well-mannered service engineers who will attend the complaint in the National Museum. The details of these engineers along with their educational qualifications and experience in maintaining large CCTV and Security Systems in Government Departments, Metro Rail, Hospitals, Museum, Corporate buildings, Airports, et should be furnished along with their officer. The company will be bound to make payment of minimum wages as per Delhi wages Act notified from time to time to the engineer employed in the National Museum, 3, The intending bidder must visit the National Museum, New Delhi to inspect the existing security gadgets/electronic equipment system installed in the National Museum to estimate the financial cost for running existing system while including all parameters of ew procurement/repair to be able to maintain them, 4, ‘The bidder must have an experience of at least 3 years in the field of maintenance of CCTV/IP camera, security gadgets/equipments at Government/Corporate buildings, Museums, Metros, Hospitals, Airports, etc.. The bidder should have a single large AMC, minimum worth of Rs. 20, Lakhs. This must be supported with documentary proof without which the bid will be rejected summarily. 5. A Service Engineer is to be made available at National Museum on all week days 365 days from 9:30 AM till 6 PM on all week days for attending to faults during comprehensive AMC period. 6, National Museum reserves the right to abandon or terminate the contract at any time without assigning any reason, after giving one month notice to the Contractor. In the event of the service / work being found unsatisfactory and/ or not according to the standards laid down in the contract, the comprehensive AMC may be terminated at one month’s notice to the contractor. In the event of termination of contract on account of unsatisfactory/ substandard services, or in case of violation of terms & conditions of contract, the security amount shall be 10. un. 2 13, 14, 15. 16. 7. forfeited by the National Museum, Govt. of India, National Museum shall not accept any responsibility for any loss suffered by the Contractor. A copy of tender documents, including duly filled in declaration form, should be duly signed and sealed by the bidder in all pages, thereby conveying his acceptance of the same, and submit it along with the Technical Bid. No bidder will be allowed to withdraw the submission of the bids during the validity period of the bid; otherwise the EMD submitted by the bidder would stand forfeited. The Technical and Financial Bids will be accepted, only if they are neatly typed. Handwritten bids will not be accepted. Cutting / overwriting etc. in the Financial Bids will not be accepted Tender incomplete in any form is liable to be rejected outright. Canvassing directly or indirectly in connection with tender is strictly prohibited and the tenders submitted by the Firm/Company/Consortium who resort to canvassing are likely to be rejected, A Firm/Company/Consortium black listed by any Government office will not be eligible to participate in this tender. It will not be obligatory on the part of the Director General, National Museum to accept the lowest quotation and no reason whatsoever shall be given for the cause of rejection of any bidder. The charges may be quoted in lump sum on comprehensive basis for maintaining in working condition all the security Gadgets/Electronic Equipments etc. Contract will be valid for period of three year from the date of award of contract. The charges quoted shall remain in force for the full period of contract. No demand for revision of charges on any account shall be entertained during the contract period. It shall be open to the National Museum to extend the agreement on the same terms and conditions for a further period, if necessary. The National Museum reserves the right to select or reject any or all quotations without assigning any reasons whatsoever. The Director General, National Museum reserve the right to modify, rejects, postpone the bids, without assigning any reason and may call fresh tenders.
