1. Engineered structures: Structures that can withstand wind forces
i.Construct houses on stilts or earth mounds
ii.Houses to be strengthened to resist wind and flood damage
Iii. Proper anchoring of all elements holding a structure
iv. A row of planted trees to act as shields
v. Building should be wind and water resistant
COMMUNITY BASED DRR
● Communities are at the core of disaster risk reduction (DRR), and community based approaches are
getting increasing focus in national DRR plans
● Communities were always the first responders, and took leading roles in the post disaster recovery
● Community based DRR (CBDRR) comprise of the initiatives started at the community level
● Even before government can manage or provide support to the victims, the community are the managers
and solution providers

● CBDRR is a joint endeavor of different stakeholders at different levels
● Community based activities are deeply rooted in the society and the culture of
an area, they enable people to express their real needs and priorities
● Members of the community have a lot to lose if they do not address their
vulnerability and they have the most to gain if they can reduce the impact
these disasters at the community level
● The principle of CBDRR strategies is participation and it helps to increase the
capacity of the people to respond to emergencies by providing more access
and control over resources and basic social services

❖ On 23 December 2005, the Government of India enacted the
Disaster Management Act, which envisaged the creation of the
National Disaster Management Authority (NDMA)

-active, technology driven and sustainable development strategy that
Involves all stakeholders and fosters a culture of prevention, prepared-
-ness and mitigation

1. Lay down policies on disaster management
2. Approve National plan
3. Lay down guidelines for state plans
4. Lay down guidelines for various departments/ministries

This Policy framework is also in conformity with the International Strategy for Disaster Reduction, the Rio Declaration, the Millennium
Development Goals and the Hyogo Framework 2005-2015. The themes that underpin this policy are:-
● Community-based disaster management, including last mile integration of the policy, plans and execution.
● Capacity development in all related areas.
● Consolidation of past initiatives and best practices.
● Cooperation with agencies at the national, regional and international levels.
● Compliance and coordination to generate a multi-sectoral synergy
