Health Information and Management Systems Society (HIMSS):

“the application of Internet and other related technologies in the healthcare


industry to improve the access, efficiency, effectiveness, and quality of clinical
and business processes utilized by healthcare organizations, practitioners,
patients, and consumers in an effort to improve the health status of patients”
E-Health
Is an emerging fold in the intersection of medical informatics, public health
services, enhanced and delivered via internet and related technologies

-Is the delivery of health care using modern electronic information and
communication technologies when healthcare providers and patients are
not directly in contact, and their interaction is mediated by electronic
means.-Providers or delivers safer, more efficient, and better

-quality healthcare. It provides quick access to patient records and


information for efficient healthcare

Advantages of E-health
Providing new ways of managing health information and the delivery of
healthcare online, making it more accessible regardless of where you live,
reduces staff stress, makes an efficient and accessible patient record.

•Time saving and reducing indirect works, that leads to more direct care
delivery.

•The Internet, for example, allows e-health users to communicate with


health care professionals by e-mail, to access medical records, to research
health information, and to engage in person-to-person exchange of text,
audio, video, and other data.

A. STORAGE Electronic health records are stored in the processes and updated by physicians,
nurses, and other healthcare providers/ EMR (Electronic Medical Record)

systems and services.
● eHealth helps patients find the most convenient healthcare provider
using global positioning system location, supplies current and
personalized data and enables to compare services and treatments
based on quality and cost.

E-Health Situation in the
Philippines
● In 2001, roughly 2.5% of the country's population had internet access. In the span of 10 years
the rate steadily increases to 29%.
● Based on the Philippines eHealth Strategic Framework and Plan 2014-20, the DOH envisions
that "By 2020, eHealth will enable widespread access to health care services
● Information and communication technology has been used to improve the timeliness and
accuracy of health reporting to facilitate monitoring and surveillance of diseases and injuries,
among other health problems.
● The DOH has created networks to increase collaboration on health information systems and
eHealth applications. These are the Philippine Health Information Network, consists of
representatives from the different government agencies
● For remote and underserved areas and vulnerable populations, DOH has implemented
telemedicine through the National Telehealth Center.
● Among this is the Text TB for reporting and inventory of tuberculosis drugs, Maternal and
neonatal death reporting, and Routine health data reporting, medical training, education,
research, and others using ICT

The PHIE- Philippine Health
Information Exchange
● - Is the first major collaborative and convergence endeavor of the Health Cluster, and
represents the initial step towards the realization of the National e-Health vision•

● - PHIE- enable electronic transmission of healthcare-related data among health facilities, health
care providers, health information organizations and government agencies, in accordance with
national standards.

● - It allow different applications to exchange data with each other without loss of semantics and
will enable health facilities particularly rural health units, health centers, hospitals, DOH and
PhilHealth to communicate with each other effectively and to collaborate with the health care
providers in the care of the patients.

● - Health care providers will be able to exchange patient's medical or health information securely
to improve healthcare delivery and decision making.

NATIONAL HEALTH SYSTEM GOALS

o The Department of Health is mandated to be the over-all technical authority on


health that provides national policy direction and develop national plans,
technical standards and guidelines on health.

o It is also a regulator of all health services and products, and provider of special
or tertiary health care services and of technical assistance to other health
providers especially to local government units.

o The implementation of Kalusugan Pangkalahatan or Universal Health Care is


directed towards ensuring the achievement of the health system goals of BETTER

Universal Healthcare Act of the Philippines
Section 1: Purpose
To ensure that all Filipino citizens and residents have access to quality
and affordable healthcare services without experiencing financial
hardship.

Section 2: Eligibility
All Filipino citizens and legal residents are eligible for healthcare
coverage under this Act.

Section 3: Covered Services

Section 4: Funding
1.The Universal Healthcare program will be funded through a
combination of sources:
1. Taxes: Incremental increases in income taxes, value-added
taxes (VAT), and excise taxes on luxury goods and harmful
products like tobacco and alcohol.
2. Government Budget Allocations: Regular allocation of
funds from the national budget.
3. PhilHealth Contributions: Premiums paid by employed
individuals and contributions from employers.
4. Other Sources: Donations, grants, and loans from
international organizations.

1.PhilHealth Expansion: The Philippine Health Insurance Corporation

Instruction:
1. Divide students into two teams, one in favor of universal healthcare and
the other against it.

2. Each team is given time to prepare their arguments, with the pro team
focusing on the benefits of universal healthcare and the con team addressing
potential challenges and drawbacks.

3. Each team presents their arguments, followed by a rebuttal and a


question-and-answer session.

4. Reflection: After the debate, there will be a discussion to reflect on the


points raised and the importance of having an informed opinion on
healthcare policies.
