Subject: - Filling up of Twenty four (2a) (Subject to change) posts of Deputy Director of Operations
in Level-12 of the 7th CPC pay matrix on Deputation (including short term contract) basis
in Directorate General of Civil Aviation (DGCA) - reg.
Applications are invited from Indian Nationals to fill up Twenty four (24) (Subject to
change) posts of Deputy Director of Operations (General Central Services, Group 'A', Gazetted,
Non- Ministerial) in Level-l2 of the 7th CPC pay matrix on Deputation (inctuding short term
contract) basis in Directorate General of Civil Aviation (DGCA), Ministry of Civil Aviation, New
Delhi. The details like General Conditions, Eligibility Criteria, proforma of application form & other
details are available on the website of DGCA i.e. www.dsca.gov.in.
2. Interested and eligible officials may send their applications in prescribed proforma

Applications in the prescribed proforma (as per Annexure-A of the advertisement) are
invited from eligible candidates for recruitment to the Twenty four (24) (Subject to change) posts
of Deputy Director of Operations (General Central Service, Group 'A' Gazetted, Non-ministerial) in
Level-12 of the Pay Matrix in Directorate General of Civil Aviation (DGCA), Ministry of Civil Aviation,
New Delhi on Deputation (including short term contract) basis. The eligibility criteria are:
Officers under the Central/State Governments or Union territories or Universities or Recognized
Research Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous
Organizations:
tA) ti) holding analogous posts on regular basis in the parent cadre or department; or
[ii) with
5 years' service in the grade rendered after appointment thereto on a regular basis in the
posts in Level-11 in pay matrix in the parent cadre or department;and
(B) possessing the following educational qualifications and experience: -
Degree in Engineering in Civil or Mechanical or Computer Science or Information Technology or
Aeronautical or Electrical or Electronics disciplines from a recognized University with eight years'
experience in;
or
Masters Degree in Science in the subjects of Electronics or Physics with seven years' experience in;
or
B. Sc. Degree from a recognised University or equivalent with Physics or Electronics as subjects with
ten years'experience in, -
[a) Air Traffic Control with Aerodrome Control or Approach Control or Area Control rating; or
(b) Licensing of Aerodromes or Flight Crew or Air Transport; or
(c) Management of Airside operations of major or International civil Airport; or
(d) Aircraft flying with Commercial Pilot Licence; or
(e) Aircraft flying in Defence Services; or
(f) Flight operations department of a Scheduled Airlines; or
(g) Aerodrome Design and Planning.
Note 1: [i) The period of required experience may also be considered by combining experience in
more than one field listed above. Further, experience obtained in multiple fields in a particular year
will be treated as a single period towards total experience.
(ii) The period of actual training in any of the specialised area

Note 3: Period of deputation (including short term contract) including period of deputation (including
short term contract) in another ex-cadre post held immediately preceding this appointment in the
same or some other Organisation/department of the Central Government shall ordinarily not to
exceed four years. The maximum age limit for appointment by deputation (including short-term
contract) shall not be exceeding 56 years, as on the closing date of receipts of applications.
2. The duties attached to the post of Deputy Director of Operations in DGCA are as follows: -
"Carrying out Aerodrome inspection and examining the Aerodrome inspection reports with the view
to recommend issue/renewal of Aerodrome license. Recommendations relating to issue of No
Objection Certificate for construction around the airport. Examining the document relating to Flight
Crew Standards and their flying/proficiency checks and recommending issue/renewal of Flight Crew
Licenses. Recommending grant of permission for Non-schedule operations requested by the foreign
operators. Examining the documents relating to Air Taxi Operators / Schedule Domestic Operators
relating to issue/renewal of their permits. Examining the Tariff filled by the schedule operators.
Examining the procedures relating to Air Traffic Control Systems and ratings of Air Traffic Controllers
with the view to standardize them. Investigation of operational incident including Air Traffic Control
incidents."
3. Bio-data of the eligible and interested officers who could be spared immediately may
please be forwarded in the prescribed Proforma, to the undersigned together with the up-to-date
photocopies of Annual Performance Appraisal Reports (duly attested by an officer not below the rank
of Under Secretary) along with 03 (three) copies of Bio-data, strictly in the prescribed Proforma
(Annexure-A), The application should reach to this office within 45 days from the date of

otherwise found incomplete will not be considered. While forwarding the applications, it may be
verified and certified by the cadre controlling authority that the particulars furnished by the officer
