Supplemental Rule 004 – Rules for Suspension of 9104-1:2022, 9104-2:2023, and
9101:2022 Transition

Purpose:
The IAQG has suspended 9104-1:2022, 9104-2:2023, and 9101:2022 transition to realign all the
certification scheme standards, delta training, and OASIS v3 on a coordinated timeline. This issue
of the Supplemental Rule (SR 004 Rev C) details how scheme entities shall maintain
conformance.
Transition will be re-started when the realignment is complete, and a new timeline is
communicated by the IAQG.
Scope:
This SR applies to the following stakeholders:
• Certification Oversight Team (COT)
• Sector Management Structures (SMSs) including Regional Management Structures (RMSs)
• Accreditation Bodies (ABs)
• Certification Bodies (CBs)
• Aerospace Quality Management System (AQMS) Certified Organizations
• Auditor Authentication Bodies (AABs)
• Authenticated AQMS Auditors
• Training Provider Approval Bodies (TPABs)
• Training Providers (TPs), and
• Other Party (OP) Assessors.

Management Systems
General:
All stakeholders shall ensure conformance to the applicable issue of 9104-1, 9104-2 and 9101
standards and associated resolutions.

ICOP Scheme Stakeholder Requirements:
1. Sector Management Structure (SMS), including applicable RMS(s) shall:
1.1. Continue to operate against their current management system processes and
procedures, compliant to the 9104-1:2022 requirements.
1.2. Not recognize or approve any further CBs, AABs, or TPABs to the 9104-1:2022
requirements.
1.3. Not start any new AB, AAB, or TPAB approvals unless the entity agrees to operate in
accordance with 9104-1:2012/2013. New AB, AAB, and TPAB approvals that are
already in process may continue.
2. Accreditation Bodies (ABs) shall:
2.1. Continue to operate against their current management system processes and
procedures, compliant to the 9104-1:2022 requirements.
2.2. Not grant a change in scope of accreditation to any CB to the 9104-1:2022
requirements. A change in scope of accreditation may be granted in accordance with
9104-1:2012/2013.
2.3. Not start any new AQMS accreditation for any CB unless the entity agrees to operate
in accordance with 9104-1:2012/2013. Any change in scope of accreditation for 9104-
1:2022 that is already in process, shall not be granted.
2.4. Require affected CBs to operate in conformance with 9104-1:2012/2013 where
accreditation to 9104-1:2022 has already been granted.
3. Certification Bodies (CBs) shall:
3.1. Operate in accordance with the requirements of 9104-1:2012/2013 including the use
of the 9104-1:2012/2013 audit duration calculation requirements.
3.2. Ensure processes and procedures are compliant with 9104-1:2012/2013
requirements.
Note: It is recognized that some CBs have already changed some internal procedures
to comply with 9104:2022 requirements. While the CB will conduct audits to 9104-
1:2012/2013, their internal requirements (i.e. internal processes and references), may
operate to the 9104-1:2022 requirements.
3.3. Not require changes to client certification structures or audit programs unless a change
affecting certification structure or audit program is requested by the client or required
as part of a corrective action.
3.4. Communicate the suspension of transition and the associated changes to AQMS
certified client organizations.
4. AQMS Standard Certified Organizations shall:
4.1. Ensure continued conformance with the requirements of the applicable 9100 series
standard(s) and 9104-1:2012/2013.
5. Auditor Authentication Bodies (AABs) shall:
5.1. Continue operating against their current management system processes and
procedures, compliant to the 9104-1:2022 requirements.
6. Authenticated AQMS Auditors shall:
6.1. Apply the requirements of 9104-1:2012/2013 and 9101:2016 for AQMS audit(s).
6.2. Complete any mandated AATT delta training when directed by the IAQG.

NOTE 1: AATT delta training that has been successfully completed will be
recognized.
NOTE 2: AATT delta training final exam re-takes are required to be completed by
November 30, 2023. Re-takes will be available to purchase until October
31, 2023. Candidates who do not pass the re-take by November 30, 2023
will be required to start the program over once the revised training is
released (at no additional charge).
NOTE 3: AQMS Auditors that have already purchased the AATT delta training will
have either one year from the date of purchase to take the AATT delta
training or until the date of release of the revised training (whichever comes
later). Once new training is released, candidates that have already
purchased the AATT delta training will have access to the revised training
for one year from release.
7. Training Provider Approval Bodies (TPABs) shall:
7.1. Continue operating against their current management system processes and
procedures, compliant to the 9104-1:2022 requirements.
8. Approved Training Providers (TPs) shall:
8.1. Continue working in line with the requirements of 9104-1:2012/2013.
NOTE: TPs approved to conduct AATT may restart delivery of the AATT aligned to
9101:2016.
9. Other Party (OP) Assessors shall:
9.1. Ensure any oversight activity is conducted against the applicable requirements of the
ICOP Scheme entity being assessed considering their current status in accordance
with this SR.
