REHS SSLG Internal Rules of Procedures
Rule I: Composition
Section 1.
The Supreme Secondary Learner Government of Ramon Enriquez High School (SSLG of
REHS) shall be composed of the duly elected:
- President
- Vice President
- Secretary
- Treasurer
- Auditor
- Public Information Officer
- Protocol Officer
- Grade Level Representatives
Rule II: Organization
Section 1.
On the first regular session, given a quorum, the SSLG of REHS shall proceed with the approval
and adoption of the Internal Rules of Procedure, which must be adopted within ninety (90) days
following their first regular session. The SSLG shall also set the day, time, and place of its
regular sessions.
Rule III: Duties and Responsibilities of Members
Section 1.
Every Member shall attend all sessions unless prevented by sickness, unavoidable circumstances,
or authorized business. Previous notice must be sent to the SSLG through the Presiding Officer
or the Secretary.
Section 2.
Members must vote on every question or proposed measure unless there is a conflict of interest.
Section 3.
Members shall observe proper decorum during sessions.
Section 4.
Members must wear comfortable attire during regular or special sessions.
Rule IV: Powers and Functions of SSLG Officers
Section 1. SSLG President
The President shall:
- Call and preside over all meetings and vote in the case of a tie.
- Lead in formulating the Plan of Action and preparing the Annual Implementation Plan.
- Supervise the activities and conduct of SSLG members.
- Perform other duties as prescribed by law or ordinance.
Section 2. SSLG Vice President
The Vice President shall:
- Preside over meetings in the absence of the President.
- Supervise Grade Level Representatives.
- Assist the President in various affairs and activities.
Section 3. SSLG Secretary
The Secretary shall:
- Keep all records, including minutes and resolutions.
- Present minutes for approval.
- Prepare the meeting agenda.
Section 4. SSLG Treasurer and Auditor
The Treasurer and Auditor shall:
- Collaborate on securing and accounting for funds, liquidations, and receipts.
Section 5. SSLG Public Information Officer
The Public Information Officer shall:
- Disseminate information regarding SSLG activities.
- Gather relevant information related to SSLG initiatives.
Section 6. SSLG Grade Level Representatives
Representatives shall:
- Propose and craft projects and plans for approval.
- Submit resolutions and draft legislative agendas relevant to their grade levels.
Rule V: Regular and Special Sessions
Section 1.
Regular Monthly Sessions shall be held on the 1st and 3rd friday of each month. In case of a
conflict with an exceptional celebration, the meeting shall be moved to the next friday.
Section 2.
The President can call special sessions as needed.
Section 3.
Sessions can be adjourned:
- By the Presiding Officer or a majority of members present.
- By a majority vote to address urgent business.
Rule VI: Order of Business
Section 1.
The Secretary shall prepare the Order of Business, which shall be approved by the Presiding
Officer.
Section 2.
The Order of Business shall include:
1. Call to Order
2. Opening Prayer
3. Approval of the Agenda
4. Approval of Previous Meeting Minutes
5. Calendar of Business
- Unfinished Business
- Business for the Day
6. Matters for Information
7. Privilege or Chairperson’s Hour
8. Schedule of Next Meeting
9. Adjournment
Rule VII: Disciplinary Actions
Section 1. Penalty
Members who violate the rules shall face:
- Unjustified absence with prior notice: Suspension from one session.
- Unjustified absence in three (3) consecutive sessions: Removal from office.
- Tardiness: Suspension from one session upon the third tardiness.
Section 2. Requisites
Suspension or removal requires a simple majority vote (50% + 1) of members present.
Section 3. Procedure for Suspension or Removal
1. Reporting Violations: Violations are reported to the Secretary.
2. Hearing: A hearing is conducted for the concerned member.
3. Voting: Members vote on the penalty after the hearing.
4. Implementation: The President enforces the decision.
Section 4. Appeal Process
Members may appeal suspensions or removals within five days to the President, with a final
decision by a simple majority vote (50% + 1) of all members.
Rule VIII: Suspension of the Rule
Section 1.
Any part of these rules, except those mandated by law, may be suspended by a majority vote
during a session.
Rule IX: Developmental Fee
Section 1.
A voluntary developmental fee may be collected from SSLG officers and members.
Section 2. Purpose
The developmental fee is a voluntary contribution collected from SSLG officers and members.
This fee is intended to support the following activities and initiatives:
- Funding school projects and events.
- Organizing training programs, workshops, and seminars.
- Purchasing materials and supplies for SSLG activities.
- Covering administrative expenses.
- Supporting student welfare programs.
Section 3. Collection and Management
The developmental fee shall be collected by the SSLG Treasurer and properly documented. The
use of the funds must be transparent and accounted for in financial reports presented during
regular sessions.
Rule X: Amendments
Section 1.
These rules may be amended by a majority vote during a regular session, with prior notice
provided to all members. Provisions based on existing laws cannot be amended.
Rule XI: Final Provisions
Section 1. Repealing Clause
Conflicting resolutions, ordinances, or rules are repealed or modified accordingly.
Section 2. Effectivity
These Internal Rules of Procedure take effect immediately upon approval.
