The Impact of Artificial Intelligence on Social Life and Responses of the Quran in AI
Regulations in Indonesia: A Hermeneutic Study by Sahiron Ma'na Cum Maghza

A. Background:
AI has become a transformative technology that has the potential to have a big effect on
many different parts of social life (Turkle, 2011). As AI keeps getting better and spreading to more
areas, it's important to understand what it means for society and set rules to make sure it's used in
a responsible way (Wallach, W & Allen, C. 2009). In Indonesia, a country with a large Muslim
population and Islamic values, it is especially important to study the effects of AI on daily life and
figure out how the Quran (Quran) explains them.
In Indonesia, a country with a strong Islamic history and a large Muslim population, it is
especially important to look at how the Quran (Quran) talks about AI and what that means for AI
laws. The Quran is the most important religious book in Islam. Muslims think that it is a divine
message that guides all parts of life. It is important to find out if AI is compatible with the values
and principles in the Quran if we want to make successful rules that are in line with Islamic ethics.
AI technology has the ability to change how people interact, how they relate to each other, and
how society is set up. Automating chores, using machine learning algorithms, and making
decisions based on data can affect many areas, such as jobs, healthcare, education, and
government. AI could shake up standard job markets, which could lead to changes in employment
patterns and economic disparities (Floridi, L. 2019). Also, the growing use of AI systems may
cause people to worry about privacy, security, and algorithmic flaws, which could affect social
trust and the way people interact with each other (Brynjolfsson, E. & McAfee, A. 2014).
The social-ecological model is a way to think about how people, their social networks, their
communities, and larger societal forces all interact with each other. Using this model, the effects
of AI on social life can be looked at on different levels, and each level has its own meaning in
terms of what the Quran says. AI technologies can have a big impact on people's lives on an
individual level. AI-powered personal assistants, smart gadgets, and recommendation systems
change how people live, what they like, and how they act (Wallach, W & Allen, C. 2009). The
Quran stresses personal duty, knowing yourself, and being in charge of yourself. It tells people to
use their knowledge and skills to make the world a better place and to avoid doing things that could
hurt themselves or others. (Brynjolfsson & McAfee, 2014) At the interpersonal level, Social
connections, relationships, and interactions are affected by AI-based communication tools and
social media algorithms. (Dutton, W. H, 2020). The Quran says that it is very important for people
to treat each other with respect, be kind, and keep their honor. It tells followers to talk to each
other, look for things they have in common, and avoid doing things that divide people. Taking the
Quran's lessons into account can help make AI rules that help people have healthy, meaningful
social interactions (Turkle, 2011).
At the community level, AI can change how people interact with each other, how the
economy works, and how communities work together. Some of the problems that could happen
are job loss, economic inequality, and social inequality (El-Gamal, M.A., 2013). In the Quran, the
ideas of justice, truth, and kindness are stressed. It tells believers to work together, help each other,
and face social problems as a group (Mohamad, M & Dzahir,M.,2018). Aligning AI rules with
Quranic lessons can help make sure that benefits are shared fairly and that society stays together
in the face of AI-driven changes (Goodman & Flaxman, 2016) At the societal level, When AI is
used in government and public services, it brings up questions about responsibility, transparency,
and making decisions in an ethical way (O’Neil, 2016) The Quran emphasizes the ideas of fairness,
responsibility, and the defense of each person's rights. It tells people how to act in a way that is
responsible, moral, and good for society as a whole (Al-Shemarry, M. A.& Jaafar, A. 2018). Using
what we learn from the Quran can help us make AI rules that follow ethical standards, protect
individual privacy, and make sure AI is used in a way that helps society (O’Neil, C., 2016).
Sahiron Ma'na Cum Maghza's hermeneutic study gives us a chance to look at how the
Quran deals with AI. This way of interpreting the Quran focuses on a thorough study of each verse
and what it means in its context. (Sahiron. A, 2018). By using this method, the study hopes to find
Quranic principles that can be added to AI laws to make sure that AI technologies are used in
Indonesia in an ethical and culturally sensitive way. At each stage of the social-ecological plan,
you can see how important the Quran is (Bronfenbrenner, U., 1979). The lessons in the Quran
stress how important it is for each person to be responsible, to be fair, to have compassion, and to
treat others in the same way. These concepts are in line with the ideals of the social-ecological
model. They show how important it is to think about an individual's well-being, social connections,
community dynamics, and social harmony.
In the context of AI regulations, Quranic principles can help shape policies that put the
protection of human rights first, support fairness, transparency, and accountability, and build
societies that are fair and include everyone. The Quran's teachings can help you make ethical
decisions, protect your privacy, use data in a good way, and keep society together. By applying
Sahiron Ma'na Cum Maghza (Sahiron. A, 2018). This study tries to look at relevant Quranic verses
and how they are interpreted in the context of AI. The test will look at how the Quran talks about
justice, fairness, privacy, and how people deal with each other.
This hermeneutic study will give us a better idea of how Islam sees AI and help Indonesia
make AI rules that are in line with Islamic values (Goodman, B., & Flaxman, S., 2016). To make
sure that AI is used in a responsible and decent way, we need to know how it affects social life and
create the right rules. In Indonesia, where Islamic principles and values are highly respected, it is
important to include answers from the Quran in AI regulations (Howard, P. N., 2019). This study
will bridge the gap between AI technology and Islamic ethics by showing how AI fits in with the
teachings of the Quran. The results of this study will add to the ongoing conversation about AI
regulations and help people understand the ethical implications of AI in Indonesia.
B. Research Objectives:
The research objectives of this dissertation are as follows:
1. To use the social-ecological model as a theory framework to look at the effects of artificial
intelligence (AI) on social life in Indonesia. This goal is to study the many ways AI
interacts with people, social networks, groups, and other parts of society as a whole, taking
into account what the Quran says about each level of the social-ecological model.
2. To look at how the Quran deals with the moral effects of AI on society at different stages
of the social-ecological model. This goal is to find and explain relevant Quranic verses that
give advice on how to act, how to get along with other people, how communities work, and
what a society's duties are in the context of AI.
3. To look at the laws and rules about AI that are already in place in Indonesia and see how
well they line up with the moral lessons of the Quran, based on Sahiron Ma'na Cum
Maghza's hermeneutic study. This goal is to look at the current regulatory system in a
critical way and find any gaps or places where the rules could be made stronger to reflect
Quranic principles.
4. Come up with suggestions for how Indonesia should regulate AI that take into account both
the moral lessons of the Quran and the social-ecological model framework. This goal is to
make sure that AI is used in a way that is responsible and ethical. This is in line with what
the Quran says about human respect, fairness, justice, and the well-being of society.
This study is important because it has the ability to teach policymakers, scholars, and people
who work with AI how to regulate it and how to look at technology from an Islamic point of view.
By using the social-ecological model and the teachings of the Quran, this study hopes to bridge
the gap between technological advances and religious values. This will help Indonesia create AI
laws that are both relevant to the country's situation and based on ethics. This study also points out
how important it is to take the Quran's teachings into account when talking about the social effects
of AI, supporting responsible AI development, and making sure everyone's well-being.
C. Research Questions:
Based on what has been stated before. The research questions for this dissertation are as
follows:
1. How does Artificial Intelligence (AI) affect social life in Indonesia across different levels
of the social-ecological model?
2. What are the responses of the Quran to the ethical implications of AI on social life at each
level of the social-ecological model?
3. To what extent do the existing AI regulations in Indonesia align with the ethical teachings
of the Quran?
4. How can AI regulations in Indonesia be improved to integrate the ethical teachings of the
Quran and the social-ecological model framework?
The goal of these study questions is to find out how AI affects social life in Indonesia,
taking into account the different parts of the social-ecological model. The answers the Quran gives
to the ethical questions AI raises will be looked at. This will give us a better idea of what the Quran
says about how we should act, how we should treat each other, how communities should work,
and what our roles are as a society. Also, the study will look at how well the current rules about
AI fit with the ethical teachings of the Quran and make suggestions for how to improve the rules.
By answering these research questions, the study hopes to help people understand how AI affects
social life and help Indonesia make AI laws that are in line with the Quran's ethical principles and
the social-ecological model.
D. Literature Review:
A literature review is used to find the topic of discussion of earlier research and the
specifics and forms of the research to be done. There may not be specific research studies on "The
Impact of Artificial Intelligence on Social Life and Responses of the Quran in AI Regulations in
Indonesia: A Hermeneutic Study by Sahiron Ma'na Cum Maghza," but there are related research
studies and literature that touch on some parts of this topic. Here are three relevant areas of study
that can help us understand the bigger topic:
1. "The Social Impact of Artificial Intelligence: A Comprehensive Analysis". 1
This study looks at how AI technologies affect different parts of human life. It looks into
how AI affects jobs, schooling, health care, and social relationships. The study looks at both the
good and bad effects, pointing out the possible benefits of AI progress as well as the problems it
could cause for people and society. The study also talks about how important it is to set up rules
to deal with ethical issues and make sure that AI is developed and used in a responsible way.
2. “AI Regulations: A Comparative Analysis of Global Approaches".2
This study focuses on AI regulations and looks at the different ways that countries around
the world have set up their regulatory systems. The study looks at the legal and moral problems
involved in AI governance, such as privacy, openness, accountability, and bias. It looks at the pros
and cons of the rules that are already in place and gives suggestions for making better AI
governance plans. The study shows how important it is to have rules about how AI could affect
social life that are both broad and specific to the situation.

This study looks at what the Quran says about AI and how it affects ethics. It looks at the
important Quranic principles, teachings, and values that can help people understand AI
technologies and decide how to react to them. The study looks at verses in the Quran that talk
about how people should act morally and how to use knowledge and technology. It looks at how
these lessons can be used to make ethical decisions about building and using AI. The study shows
how the Quran sees AI's effects on society and how important it is for AI creation to be in line
with ethical values.
Even though these areas of study may not directly address the specific combination of factors
in the title of the dissertation, they do offer valuable insights into the bigger picture of AI's effects
on social life and the ethical questions that arise from a religious point of view. The gap in the
research is that there hasn't been a full study that looks at the social effects of AI from a religious
point of view and combines a hermeneutic analysis of the Quran, the Indonesian context, and AI
laws. This dissertation tries to fill this gap by giving a unique viewpoint and analysis based on
Sahiron Ma'na Cum Maghza's hermeneutic study.
E. Theoretical framework:
The theoretical framework for this dissertation is based on the Social-ecological Model
(SEM) and the hermeneutic approach, with a focus on exploring the impact of Artificial
Intelligence (AI) on social life, AI regulations, and the responses of the Quran in the context of
Indonesia. The Social-ecological Model provides a comprehensive framework for understanding
the complex interactions between individuals, social relationships, communities, and broader
societal factors. It recognizes that the impact of AI on social life extends beyond individual
experiences and encompasses various levels of influence. By applying this model, the dissertation
aims to examine the multi-dimensional effects of AI on different aspects of social life in Indonesia
(Rahman, F., 2009).
Also, the hermeneutic method, especially when it is used with Sahiron Ma'na Cum Maghza,
makes it possible to analyze the Quranic texts in depth in response to AI and the creation of rules.
Hermeneutics is the process of figuring out what the Quranic words mean by looking at them in
their historical, cultural, and linguistic settings. By using this method, the study hopes to find out
what the Quran has to say about AI and how it affects society (Sahiron, 2010).
The importance of the Quran is a key part of this work. Muslims look to the Quran as a
divine source of direction, and it has principles and teachings that can help them think about ethics
and make decisions about AI. It gives us a moral compass to help us deal with the problems and
possibilities that AI brings to the social world. By looking at how the Quran talks about AI, the
study hopes to find its wisdom, ethical values, and useful advice that can help make AI rules that
are based on Islamic principles (Gadamer, H. G., 2004).
The goal of combining the Social-ecological Model, the hermeneutic method, and the
importance of the Quran in this dissertation is to give a full picture of how AI affects social life,
how AI is regulated, and how the Quran responds to AI in Indonesia. It wants to bridge the gap
between technology and faith and add to the ongoing conversation about AI ethics, policy-making,
and the creation of rules that are fair, responsible, and in line with Quranic values (Yampolskiy,
R. V., 2018).
F. Research Significance:
Results expected and their importance: First, it adds to the growing amount of information
about the social effects of artificial intelligence (AI) and the role of AI laws in Indonesia. By
looking at how AI affects social life, this study hopes to shed light on the possible benefits and
problems that could come from putting AI technologies into use in society. Second, including the
Quran as a core part of this study gives a unique look at how Islamic teachings and principles can
be used to talk about AI and how it should be regulated. The hermeneutic method of Sahiron Ma'na
Cum Maghza makes it possible to look deeply into the Quranic texts and find useful insights that
can help policymakers, scholars, and society as a whole deal with the social effects of AI. (Sahiron,
2015).
This study is important because it could change how AI is regulated in Indonesia. By
thinking about the Quran's ideas and ideals within the framework of the social-ecological model,
policymakers can come up with rules that are in line with Islamic principles, ensure social justice,
protect individual rights, and help society as a whole be healthier. This dissertation is a useful
resource for policymakers, academics, and practitioners who want to understand the ethical, social,
and religious implications of AI and make rules that uphold the ideals in the Quran.
As a glimpse of the dissertation that will be made, the explanation can be seen as follows:
1. Individual:
Impact: Economic inequality resulting from the inability of individuals to compete with
AI systems.
Quran (Hermeneutic Sahiron Ma'na Cum Maghza): Quran emphasizes the importance
of social justice and fair distribution of resources (Q.S. Al-Hasyr: 7).
Significance of Regulation: Regulation should promote inclusion and ensure equitable
access to AI technologies, as well as protect individuals from economic inequality.
2. Interpersonal (Interpersonal Relations):
Impact: Reduction of human interaction due to the influence of AI.
Quran (Hermeneutic Sahiron Ma'na Cum Maghza): Quran emphasizes the importance
of knowing one another, loving one another, and maintaining good relations between
human beings (Q.S. Al-Hujurat: 13).
Regulatory Significance: Regulations should encourage the use of AI technologies that
do not damage social relationships and promote healthy human interactions.
3. Micro Environment (Physical Environment):
Impact: Changes in work environment and health impacts due to AI implementation.
Quran (Hermeneutic Sahiron Ma'na Cum Maghza): Quran emphasizes the importance
of maintaining a balance of life and maintaining a healthy body (Q.S. Al-Baqarah: 195).
Regulatory Significance: Regulations should protect the health and safety of workers in
AI-affected work environments, and promote sustainable and environmentally sound
practices.
4. Meso Environment (Social Environment):
Impact: Inequitable access to AI technology and increased social inequality.
Quran (Hermeneutic Sahiron Ma'na Cum Maghza): Quran emphasizes the importance
of granting rights and justice to all people regardless of background or social status (Q.S.
Al-Nisa: 135).
Significance of Regulation: Regulation should ensure equitable access to AI technology,
prevent discrimination, and minimize socio-economic disparities in society.
5. Macro Environment (Structural environment)
Macro Environmental Impact: Vague policies and inadequate regulation can result in
unethical use, misuse of data, and neglect of AI's social impact.
Quran (Hermeneutic Sahiron Ma'na Cum Maghza): Quran emphasizes the importance
of fair government and justice in decision making (Q.S. Al-Nisa: 58).
Importance of the Law in the Context of Indonesia: Indonesia should have strict rules about
AI that are based on Islamic ideals. These rules should make sure that data is used in an ethical
way, protect people's privacy, and support social justice. When making rules and policies about
AI, governments must make sure there is openness, public involvement, and accountability.
G. Methods:
This research is a qualitative study that employs multidisciplinary methodologies in the
social sciences. The field of inquiry is inside Indonesia focus on the impact of artificial on social
life. Also this research will involve a systematic approach to gather relevant data and analyze it
within the framework of the social-ecological model. The following step-by-step methods will be
employed:
In the first step, a thorough study of the relevant literature will be done to learn more about
how AI affects social life and how the Quran responds to it. This review will give the study a
theoretical base and help find important themes and research holes. The literature study will look
at academic articles, books, reports, and official documents about AI and how it affects society,
how religion affects AI, and how AI is regulated in Indonesia.
Step two, four primary data collection techniques will be utilized to gather relevant
information:
1. Quranic Textual Analysis: The hermeneutic method of Sahiron Ma'na Cum Maghza will
be used to look at Quranic verses and interpretations that have to do with AI, social life,
and ethical issues. This study will help you understand how the Quran sees AI and how
it fits into social life.
2. Interviews: Scholars, experts in Islamic ethics, people who use AI, and officials will be
asked to take part in in-depth interviews. Through these interviews, we will find out what
they think about how AI affects daily life and what the Quran says about it. The interviews
will have some framework, but not too much. This will allow for deep conversations and
the collection of rich qualitative data.
3. polls: People will be asked to fill out online or paper polls to find out what they think,
how they feel, and what worries them about how AI will affect social life. Based on the
study goals and the social-ecological model, the surveys will be made so that they can
collect data from both individuals and communities.
4. Document Analysis: Important documents, like AI regulations, policy papers, and official
reports, will be looked at to figure out how AI is dealt with in Indonesia's present legal
system. This analysis will show how the current framework works and point out possible
gaps and places for growth.
In the third step, both qualitative and quantitative methods will be used to look at the data
that has been collected. The textual study of the Quran and the interview transcripts will be looked
at thematically to find key themes and patterns. Statistical methods will be used to look at the
survey results and draw conclusions. The social-ecological model will be used to guide the
research. This will help us understand how individual, interpersonal, community, and societal
factors interact with AI's effect on social life.
Step four is to figure out what the results of the data analysis mean in terms of the social-
ecological model and the study goals. The research's effects will be talked about, including how
the Quran's answers to Indonesia's AI laws are important. The conclusions will help people learn
more about how AI affects social life and could be used to help make policy suggestions for AI
regulations in Indonesia.
H. Outlines (Structure of Dissertation):
First chapter: Introduction, This part will introduce the research topic and explain the
research goals, research questions, and why the study is important. It will also explain why the
social-ecological model was chosen as the main theoretical basis for the study. At the end of the
chapter, there will be an outline of how the dissertation is put together.
Second chapter: Review of the Literature, In the second part, there will be a full review of
the literature about how artificial intelligence affects social life, how the Quran responds to AI,
and how AI is regulated in Indonesia. The literature review will look at the most important theories,
ideas, and arguments in the field. This will give the study a theoretical base. It will also find gaps
in the existing study and explain why this research is needed.
Third chapter is about how to do things. In this chapter, we'll talk in length about the
research methods used in the study. It will explain the plan of the research, the ways data was
collected, and the ways data was analyzed to answer the research questions. The chapter will show
step-by-step how the social-ecological model will be used to look at how AI affects social life and
how the Quran responds to AI in the setting of Indonesian AI regulations.
In the fourth chapter, the results of the study will be shown based on the data that was
collected and looked at. The chapter will look at the different levels of the social-ecological model
to give a full study of how artificial intelligence affects social life. The Sahiron Ma'na Cum Maghza
method of interpreting the Quran will be used to show how the Quran responds to these effects.
The results will be talked about in light of what we already know, and the importance of the
Quranic answers will be emphasized. At the end of the chapter, there will be a discussion of what
the results mean and how they might affect AI regulations in Indonesia.
Conclusions and suggestions are in Chapter five.
