Message of the Punong Barangay

Peaceful Greetings!

This State of Barangay Report is very important for every Barangay. This contains the
performance of every Barangay along the four (4) performance areas, namely:
Administration; Social Services; Economic Development; and Environmental
Management.

Various services and accomplishments were implemented and achieved and all were
for the improvement of the welfare of our constituents.

Thru this State of Barangay Governance Report we can assess and evaluate our
capabilities as well as our limitations in our delivery of service in our Barangay. It also points
out where we excelled in our performances as well as show what our areas for improvement
are. Let us sustain our excellent performance and let us extend extra effort to areas that
requires improvement by looking out for solutions from agencies and service providers that
could address those needs.

I would like to extend my deepest gratitude to you my Barangaymates and the


members of the Barangay Council for all your untiring support and continued effort in
attaining all our vision for our Barangay. Let us walk another mile again this coming year for
more success.

Lastly, I would like also to commend the effort of the Department of the Interior and
Local Government (DILG) and other Municipal officials for the guidance and motivations

Brief History of Barangay

Long time ago, this place was a forest were wild animals such deers and
wild pigs lived. In this place, only two families lived but they were far from each
other. There was a way were person travel when they go to Barrio Gadu but
because of the hardship in travelling, they seldom to travel.

There was a time when some Kapangpangan from Malabebe Pampanga


came to Barrio Gadu. They sell their goods like clothing, slippers and etc.

When they came to this place to sell their goods, they were hard up to walk
this place. The owner of the house bought some of their goods. When the
Kapangpangan asked the name of the woman, she answered, just call me KA
LILIA JUAN. The Kapangpangan who can’t speak Ilocano fluently said
KALILIAUAN.

When time comes, ex- Mayor Alex Bulauitan was a Mayor of Solana, Mr.
Ralph Villanueva proposed to him that this sitio be separated from Mother
Barangay Gadu, After a few months, ex- Mayor Alex Bulauitan came to this place
and told that the proposal was approved. So this sitio, became a Barangay named
CALILLAUAN.

So when election came in 1982, Mr. Ralph Vilanueva was elected as


Barangay Captain. The Barangay Councilmen were Ben Ancheta, Andres Ballad,
Eduardo Soriano, Emilio Sercinia, Ernesto Solomon, Antonino Soriano, Secretary
Julieta Soriano and Treasurer Alfredo Castillo.

The State of Barangay Governance Report shows that the Barangay top performance
area is Social Services with an average rating of 2.24. The area of Economic Development is
non-compliant of the minimum requirements needed prompt action/ intervention to expedite
the current performance level of the barangay and should also be the one top priority for
development, so, to focus on the services areas of Agriculture and Fisheries Development,
Entrepreneurship, Business and Industry Promotion.

In general, the level of effort which had brought about desirable performance or
condition in the areas of Administration, Social Services and Environmental Management
has to be sustained.

Areas which require prompt actions and improvements must be given full
consideration. Otherwise, the pace of development and change will be showed down by the
problems. Starting on the ensuing year, the following initiatives shall be pursued.

Findings
I. Administration
All local government units including the Barangay need to undergo self-assessment to
measure their performance in terms of delivery of services. This includes the Administrative
System and Procedure the Sangguniang uses in running the affairs of the Barangay. It
contains indicators that measure the Barangay’s performance which include the assessment
on the functionality of Barangay equipment or facilities. There are nine (9) sub areas which
include Local Legislation; Transparency; Citizen’s Participation; Development Planning;
Human Resource and Development; Customer Services; Financial Accountability; Revenue
Generation and Resource Allocation and Utilization.

BARANGAY LEGISLATION

Legislation is the heart of governance. This is the foundation of effective


implementation of laws which leads to a better management and development of the LGU.

One of the basic functions/roles of the Sangguniang Barangay is the enactment of


ordinances and adaptation of resolutions because the Sangguniang Barangay is the Legislative
body of the barangay. This process is called legislation. In order to formulate responsive
ordinances/resolutions, there is a need to have proper structure and process. A monitoring
process is needed in order to check the implementation of ordinances.

TRANSPARENCY

Public trust should always be given premium/importance by the Barangay officials.


It is necessary that their constituents are informed and made aware of the operation of the
Barangay affairs. We have established public help desk and information services that enables
access to public the information and awareness they could acquire in terms of the plans,
programs, ordinances, enactments and other related services offered by the local
administration.

CITIZEN’S PARTICIPATION

The involvement and participation of the different stakeholders is very important


especially in voicing out their concerns and aspirations for the Barangay. Their inputs are also
vital during planning and formulation of laws. That will provide us the sound policy –
formation of our plans and programs.

Citizen’s participation is one of the important aspects of governance; this is a


manifestation that supreme power is lodged to the citizenry. Citizen’s participation is also a
key element of a good governance system. It provides private individuals and group the
opportunity to inform, influence, monitor and evaluate public decisions, processes, and
actions.

DEVELOPMENT PLANNING

Barangay officials and various sectoral representative’s work together to chart the
future development of the barangay and address relevant problems and concerns affecting the
community. It is in this activity where programs, projects and activities are identified and
prioritized to ensure judicious utilization of the barangay funds. It is one of the core
components and serve as an effective delivery tool and strategy to provide direction for
physical development and accelerating economic growth.

Ordinances enacted and passed by the Sangguniang Barangay for the collection of
taxes, fees and charges or generate revenues. RA 7160 allows the barangay to create, provide
other sources of funds for development projects that will benefit the barangay residents,
subject to limitations as provided for by the law. And with the ultimate aim of generating
income and increasing profitability.

Compliance to mandatory budgetary allocations of barangay ensures that the vital


service functions are funded and the priority development concerns of the Barangay are
implemented.
Further, actual expenditure figures confirm whether the budgetary appropriation
have been disbursed for the intended service functions.

II. Social Services


The Barangay, although the smallest political unit, plays a very important role in
the delivery of basic services to its constituents as provided for in the Local Government
Code. There are three basic services under this performance area that determines if the
Barangay’s program, project and activities are in harmony with the LGC. The four (4) service
areas are Health and Nutrition, Education, Culture and Sports, Women and Children, and
Public Safety and Disaster Risk Reduction Management.

HEALTH AND NUTRITION

Health is wealth. This is the reason why most officials prioritize health and nutrition
services. Although higher LGUs, such as the province and municipality, provide health and
nutrition services, the barangay also is mandated to deliver basic health and nutrition services
to its constituents.

According to the indicators contained in the data capture form of the BGPMS,
the following are the gathered data:

PUBLIC SAFETY AND DISASTER RISK REDUCTION MANAGEMENT

All local government units, Province, City, Municipality and Barangay have the
duty of maintaining peace and order in its geographical area. Disasters brought about by
natural and man-made calamities necessitate preparedness of the barangay to mitigate or
prevent the ill effects of calamity or disaster in the lives and properties of the people.

III. Economic Development


Good economic condition in the Barangay paves the way for a better or improved
standard of living of the constituents. Establishment of livelihood programs, creation of
opportunities and other forms of economic activities are contributory to the economic
development of the people in the barangay.
AGRICULTURE AND FISHERIES DEVELOPMENT

As the major source of income of the people in the barangay, it is important that the
barangay should also give priority on agriculture and fisheries development.

Currently, below are the mechanisms on promoting agriculture and fishery


development present in the barangay based on the BGPMS:

The Local Government Code clearly defines the role of the LGUs in maintaining
ecological balance. This performance area has 2 service areas which include Natural
Resources Management and Waste Management and Pollution Control.

WASTE MANAGEMENT AND POLLUTION CONTROL

Republic Act 9003 or the Ecological Solid Waste Management Act of 2001
provides that local government units are responsible in implementing the provision of
the law. Proper Segregation and collection of waste is the responsibility of the
barangay.

Based on the indicators contained in the data capture form of the BGPMS,
the following are the gathered data:

Conclusion

As our Barangay Officials are doing their part to promote better governance, we
adopted a mechanism to keep track of the barangay’s productivity and performance through
the Barangay Governance Performance Management System. It is a self-assessment tool to
measure the barangay performance, capabilities and limitations of the barangay in the
delivery of essential public service to the people and compliance to the provision of the 1991
Local Government Code. Result of this report shall serve as the guiding reference in
addressing people’s concern along the four (4) Performance Areas: Administration, Social
Services, Economic Development and Environmental Management with the corresponding
seventeen (17) service areas.

We assure you that we have geared or plans, programs, and accomplishments for the
year that has passed on the way to the achievement of a more advantageous state in the future,
and that the community will keep on to get better, and that all leaders shall become more
devoted to public service true to their sworn duties and responsibilities and attentive of what
is favorable to the public.

Completely aware of that visualization, and in the perspective of our mission, we


committed our resources, financial or if not, to put together our ability, to improve the
deliverance of essential public services and to help improve on our obtaining development
situation.
RECOMMENDATION
S

Results/data showed our strengths under performance areas of Administration, Social


Services and Environmental Management. On the other hand, the areas that need attention
are under the performance areas of Economic Development particularly on the service areas
of Agriculture and Fisheries Development and Entrepreneurship, Business and Industry
Promotion.

Advocacy Efforts of Barangay Calillauan on Road Clearing Operations


and Implementations

april 2024
The monthly monitoring report summarizes Road Clearing Operations in Barangay
Calillauan, Solana, Cagayan for April 2024. It indicates that Road Clearing took place from
April 30, 2024 in Puroks 1, 3, 5, and 7 through slashing. The Barangay Officials has been
deployed in their respective area of Concerns to strictly monitor the both Roadsides along the
Barangay Roads if there are obstructions that can caused into a Road Accidents.

Advocacy Efforts of Barangay Calillauan on Road Clearing Operations
and Implementations

The Barangay Officials/Sk Officials through the leadership of our Punong Barangay
conducted sidewalk and Road Clearing Operations along the Public Market. This
operations were necessary in ensuring that all alternate routes are accesible and
obstruction- free from motorists..Aside from the Road Clearing operations against illegally
parked vehicles, sidewalk clearing operations were also carried out to address illegal
vending, stall/store extensions and illegal dumping of garbages.

Cleaning a community is not only beneficial for maintaining its aesthetic appeal, but it also
promotes a healthy and safe environment for residents. On the 10 th day of June 2024, we
conduct Clean up drive together with the concerned constituents. The Barangay Council
assigned with their designated purok inform their residents regarding the Ordinance No.
2023-006. The Ordinance states” AN ORDINANCE PROHIBITING ANY OBSTRUCTION
