Recruitment Process

The recruitment process at Mecton is meticulous and thorough, ensuring that the best candidates are
selected efficiently. The process includes:

• Receipt of Requirements: Detailed job descriptions (JDs) and other requirements are
received from the client.
• Study of JD: The JD is analyzed to understand the client’s needs and ensure appropriate
salary offers.
• Field Survey & Identification of Potential Locations: Field surveys are conducted to identify
potential sourcing locations.
• Advertisement: Job advertisements are released in regional and national newspapers.
• Evaluation of CVs: Received CVs are evaluated based on the JD.
• Pre-screening & Preliminary Interviews: Candidates undergo written and practical tests, and
their testimonials are verified.
• Client Interview Schedule: Arrangements for client interviews, including booking air tickets
and hotel accommodations if necessary.
• Final Selection: Based on the client’s final selection, offer letters are issued, and documents
are processed for visa applications.
• Medical & ECNR Formalities: Medical tests and emigration clearance are arranged.

Contract Hire Process

• Receipt of RFQ (Request for Quotation)


o Scope: A comprehensive study of the RFQ to understand the required categories,
site location, workforce numbers, and conditions for food, accommodation, and
transport.
• Submission of Quotation
o Scope: Submit a detailed quotation after evaluating current manpower availability
and identifying any shortfalls through our registered suppliers. The quotation is
based on contract duration, location, and FAT (Food, Accommodation, and
Transport) conditions.
• Approval and LPO (Local Purchase Order)
o Scope: Upon receiving the LPO, confirm numbers, rates, location, and mobilization
dates.
• Workforce Mobilization
o Scope: Mobilizing workers to the site as per LPO terms and ensuring all conditions
align with the LPO agreements.
• Time Sheet Submission
o Scope: Submitting time sheets by the 3rd of each month for work done up to the last
working day of the previous month.
• Invoice Submission
o Scope: Submit invoices per the submitted time sheets by the 6th of each month.
Resolving any discrepancies mutually and ensuring client approval for payments.
• Pre-departure Orientation and Final Departure
o Scope: Conduct orientation sessions a day before departure, explain employment
country rules, workplace atmosphere, and general conduct, and provide a clear
picture of airport formalities to ensure candidate comfort.

RECRUITMENT PROCESS

Activity: Receipt of Requirements


Scope: Requirements & JD will be received along with the Demand Letter & Power of
Attorney mentioning the categories & salaries offered.

Activity: Study of JD
Scope: A detailed study of the JD will be done to understand the right needs of the client
and also simultaneously ensure that right salaries are offered for the requirements.

Activity: Field survey & identification of potential locations


Scope: After studying the JD a field survey will be conducted by our team at various
locations in the country and find out the best potential places of sourcing. We also do the
database search & word of mouth publicity through our alliance partners across the
country for sourcing the right candidates.

Activity: Advertisement
Scope: On identification of potential locations we release the advertisements in Regional
& National newspapers about the requirements & ask the candidates to respond by
sending their CVs to us along with testimonials & full size photograph.

Activity: Evaluation of CVs


Scope: On receipt of CVs from various locations our team will do a proper study &
evaluate the CVs based on the JD of the client.

Activity: Pre-screening & Preliminary interviews


Scope: After pre-screening the CVs as per the client’s requirement we call upon the
candidates personally and have written & practical tests to ensure they have a thorough
knowledge about the job. We also ensure that the testimonials as mentioned in the CVs
are genuine during the process. During this session we check on the preventability &
behavior of the candidate & also explain them about the nature of job, the salary offered
& gets their concurrence. We also hold the passports of the candidates who prove
successful in this process. All the short listed CVs will be sent to the client to approve for
the interviews.

Activity: Interview schedule
Scope: Once the short listing & pre-screening is over we prepare for the final interview
of the candidates with the client at potential locations & also arrange for the booking of
air tickets & hotel accommodation accordingly if need be for the client.

Activity: Client Interview


Scope: Based on the shortlisted CVs the client will conduct the interview with the
candidates for all written & practical tests. All arrangements will be done by us for the
client to conduct practical tests for the candidates.

Activity: Final selection


Scope: Based on the final selection list from the client & the offer issued by client, we get
the due acceptance of the offer from the candidates. All these documents are submitted
to the client for VISA processing.

Activity: Medical & ECNR formalities


Scope: Based on the selection we send the candidates for their medical tests &
emigration clearance status to the client separately.

Activity: VISA processing & ticketing


Scope: Based on the medical results the client will send us the VISAS for the selections
done. On receipt of VISAS we will clear the emigration for required candidates. We then
request for the tickets for departure of the candidates.

Activity: Pre departure orientation & final departure


Scope: On receipt of tickets from the client we call all the candidates a day before the
departure & give them an orientation explaining them the rules of the country of
employment, the DO’S & DONT’S, the working atmosphere of the company & country.
We also explain them on their general behavior towards colleagues & superiors. A clear
picture of all the airport formalities is also given to them before their final departure for
them to be comfortable at the airport.

Contract Staffing

CONTRACT HIRE PROCESS

Activity: Receipt of RFQ

Scope: A detailed study on the RFQ will be made to understand the categories, required
location of the site, no. of workforce and Food, Accommodation & Transport conditions.

Activity: Submission of Quotation

Scope: Quotation will be submitted by Mecton after studying the current manpower
availability and if any shortfall the same will be checked with our registered suppliers to
fulfill client's requirements. Based on the availability, duration of contract, location and
FAT conditions the rates will be given.

Activity: Getting LPO from the client

Scope: LPO from the client will be received to confirm the numbers, rates, location and
date of mobilization.

Activity: Mobilization of workforce

Scope: As per the LPO workers will be mobilized to the site. All terms and conditions
will be as per LPO.

Activity: Submission of time sheet

Scope: Irrespective of the date mobilized the time sheets will be submitted by the client
on the 3rd of every month for the work done till the last working day of the previous
month.

Activity: Submission of invoice

Scope: Mecton will submit the invoice on or before 6th of every month as per the
timesheets submitted by the client site office. Discrepancies if any shall be sorted out
mutually and the client shall approve for payments. The payment terms will be as per the
agreement.

This agreement is entered into between AL LAITH PROJECTS SERVICES L.L.C duly incorporated and
existing under the law of UAE, DUBAI with the CR No: 238578, hereby represented by its CEO Mr. JASON
JOSEPH ENGLISH (Hereinafter referred to as "The First Party")
&
MECTON HUMAN RESOURCE CONSULTANTNCIES L.L.C, a duly registered human resource consultancy
company incorporated and existing under the law of UAE,DUBAI with the CR No: 1068731, having its
licensed (B-0709/Chennai/Com/1000+/5/7084/2005) recruitment company Emirates Overseas
Recruitment Consultants Pvt Ltd under Indian Immigration law, having its principle place of business at
Chennai, India, hereby represented by its Managing Director, Mr. YACOOB SYED IBRAHIM (Hereinafter
referred to as The Second Party")

CLAUSE-I
SCOPE OF CONTRACT
The SECOND PARTY shall provide qualified and experienced personnel according to the job requisitions
and job descriptions provided by THE FIRST PARTY to work at different projects in Middle East.

CLAUSE — II
DUTIES, RESPONSIBILITIES & GUARANTEE

OF THE FIRST PARTY


1) THE FIRST PARTY must share the manpower recruitment plan i.e. Actual number of requirements,
Salary range, Duration of the contract and benefits as per company including time frame of deployment
before starting the interview for any projects.
2) THE FIRST PARTY shall issue the necessary Demand Letter & POA through e migrate in favor of our
Indian Company Emirates Overseas Recruitment Consultants Pvt Ltd for conducting interviews
releasing advertisement and for clearing all legal formalities pertaining to the recruitment.
3) Must have Labor quota ready before starting the interview and share to THE SECOND PARTY.
4) Provide the visas within maximum of 30 days after receiving the documents for visa process from THE
SECOND PARTY.
5) THE FIRST PARTY must pay for the visa stamping, Air tickets, Medical and Insurance relevant in the
country of employment/Country of origin.

6) THE FIRST PARTY will pay to THE SECOND PARTY a recruitment fee as below per candidate.

7) THE FIRST PARTY will send its Representative(s) for selection of candidates whenever it feels so
required and the travelling cost of the Representative(s), boarding and lodging shall be borne by THE
FIRST PARTY. If THE FIRST PARTY representative is not assigned, depending on prior approval THE
SECOND PARTY shall undertaI‹e to conduct interviews and selection.
8) If requires, THE SECOND PARTY will release the advertisement on the newspaper with a prior approval
of THE FIRST PARTY. The advertisement expense must be paid by THE FIRST PARTY at actuals.

9) For the technical work force, if THE FIRST PARTY wants to conduct the TRADE TEST, THE SECOND
PARTY will arrange for the Trade Test Center. The Trade Test fee shall be paid by THE FIRST PARTY of
actuals.
10) THE FIRST PARTY will make arrangements for the airport pickup of the candidate as per the arrival
schedule. OK TO BOARD message for the candidates' boarding will be borne by THE FIRST PARTY.
11) All invoice raised by THE SECOND PARTY shall be settled within 30 days to THE SECOND PARTY's bank
account.

OF THE SECOND PARTY

12) During the probation period of 3 months, if any candidate is found not suitable, THE SECOND PARTY
will replace the candidate at no extra charges.

13) THE SECOND PARTY shall make sure that the selected personnel shall arrive, within 30 days of receipt
of employment visa.

14) The Second party is responsible for Emigration Clearance in India prior to first joining / departure to
country of Employment. PCR test or any medical test required by the employer at the country of origin
must be borne by THE FIRST PARTY.

15) Upon final selection of the candidate and their acceptance of the terms and conditions of their
employment with THE FIRST PARTY, the said candidate shall be made to sign an Employment
agreement, which shall be provided by THE FIRST PARTY. The terms and conditions for different
category varies and this shall be provided by THE FIRST PARTY along with each requirement, and will
include for example, working hours, leave, accommodation arrangements, medical, air tickets and
insurance etc.

16) THE SECOND PARTY must maintain the confidentiality of Projects and agreements.

CLAUSE- Ill

17) Dispute
In the event of a dispute between the two parties on the provisions of this contract, that cannot be
resolved by discussion and mutual agreement the dispute shall, subject to the provisions of this
Clause (Ill}, be referred to the arbitration and final decision of a single person agreed between the
parties. Such arbitration is to be held in Dubai under the rules of Arbitration and Conciliation of the
Dubai chamber of commerce. Failing agreement between the parties as to the arbitrator, then an
arbitrator shall be appointed by the said Dubai chamber of Commerce pursuant to the
aforementioned rules.

18) Validity & Termination of the Agreement:


This agreement shall be in effect for a period two (2) years from the date of signing and shall be
renewed upon written request. This agreement may be terminated by either party with thirty (30)
days' prior written notice.

RECRUITMENT AGREEMENT
Date: 16 Mar 2022

This agreement is entered into with M/s WALTER TOSTO WTB SRL (Bucharest,
Romania) duly incorporated and existing under the law of Romania, with the registered address
Berceni Road 104 - Sector 4, Bucharest (Romania) hereby represented by its authorized signatory
Mr. Luca Tosto (Hereinafter referred to as “The First Party”)

M/s Emirates Oveneas Recruitment Consultants Private Limited, a duly registered Company
incorporated under Companies Act, 1965 having registered office at 280, Ring Road Housing Sector,
Madhavaram, Chennai 600060, hereby represented by its Managing Director, Mr. Syed Ibrahim
Yacoob (Hereinafter referred to as “The Second Party”)

Both parties hereto have negotiated and finalized the agreement for “Recruitment of Manpower’
based on the following terms and conditions:

CLAUSF-I
SCOPE OF CONTRACT
The SECONO PARTY shall provide qualified and experienced personnel according to the Demand
Letter/ Job Requisitions and job descriptions provided by the Finn Party to work at different projects
in Romania, Italy and any other Project sites confirmed by FirSt Party.

CLAUSE - II
DUTIES, RESPONSIBILITIES & GUARANTEE OF THE FIRST PARTY
1) The First Party must share the manpower recruitment plan i.e. Actual number of requirements,
Salary range, Job Description and benefits as per company norms including time frame of
deployment before starting the interview for any projects.

2) The First Party shall issue the necessary Demand Letter & POA through e-migrate in favor of M/s
Emirates Overseas Recruitment Consultant Private Limited, (Mecton Group of Companies) for
conducting interviews, releasing advertisement and for clearing all legal formalities pertaining to
the recruitment.

3) The First Party must have Labor permit/ work permit or Visa allotments confirmation before
starting the interview and share to the Second Party.
4) The First Party shall provide Visas within three to four months after receiving the documents for
visa processing from the Second Party.
The First Party shall pay for the visa stamping and other similar costs relevant in the country of
employment / Country of origin. The First Party shall issue the flight tickets for all the selected
candidates to the country of employment and a return ticket to India (to the nearest International
Airport as per permanent address in passport) every Mo years.

6) The First Party will make arrangements for the airport pickup as per the arrival schedule. 0X TO
BOARD message for the candidates boarding by the First Party.

7) The First Party shall pay the service fees of 300 Euros per person deployed, to the second party.
The payment shall be settled to the nominated bank account of second party 509’> of fee
immediately after selection of candidates (that means when The First Party receive by The Second
Party the list of candidates already fesled ii\ India with positive results by the testers of The First
Party and with all the documents in order) and balance 50% of fee after mobilization of candidates
(if one candidate already paied gives up starting work the 5096 of this worker will withheld from
the balance) and after submission of relevant invoice. To avoid 1896 GST(tax payment), First party
agreed to pay in the bank account of Second Party at Qatar as detailed below:

8) All costs for hiring (Advertisement cost in India, vaccinations, visa stamping fees, trade tests,
insurance, travel, quarantine charges-if any etc.,) will be the responsibility of First party before or
/ after mobilization of each candidate to desired location. Any of such costs if paid by second party
will be invoiced to First Party and to be paid to Second Party.

9) The First Party will be responsible for personnel management afier mobilization of each candidate
to desired location.
10) The First party shall pay round trip air ticket to every candidate to India once in two years along
with leave salary (20 days per year) as per norms of working country. In case of termination by the
first party due to any employee's misconduct/ misbehavior/ not adhering to the company rules
and regulations or the candidate discontinued by himself for no valid reason as per law of the
country before the completion of the employment contract of one year, the candidate need to
take his exit ticket on his own.

DUTIES, RESPONSIBILITIES & GUARANTEE OF THE SECOND PARTY


11) After approvals received from Government authorities in India, Second Party shall undertake to
conduct Sourcing through advertisements or any other means, interviews, trade test and selection
on behalf of the First Party or a combined selection will be done from India. All expenses for such
process are excluded in the agency fee and need to be paid by the First Party based on the prior
approval.

12) The Second Party shall make sure that the selected personnel will be deployed to desired
location within 30 to 45 days of receipt of employment visa / Labour permit from rirst may.

13) Upon final selection of the candidates and their acceptance of the terms and conditions of
their employment with the First Party, the said candidate shall be made to sign an Employment
agreement by Second Party, which shall be provided by the First Party. The terms and
conditions for different category may vary and hence the First Party shall provide Job
description along with each requirement.

14) The Second Party must maintain the confidentiality of Projects and agreements. To supply
qualified personnel is the responsibility of Second party, in case any candidate failed within
probation of 30 working days due to disqualification, a replacement (qualified person) will be
deployed by the second party without service fee.

15) The Second party is responsible for Emigration Clearance in India prior to first joining /departure
to country of Employment. PCR test or any medical test required by the employer at the country
of Origin has to be borne by the First Party. If required a third party trade test certification, such
fee shall be reimbursed by the first party with the prior approval based on the category of the
trade.

16) If any candidate mobilized found not qualified and to be terminated from service after probation
of 30 working days, the costs including agency fee paid by First party to Second Party will be
deducted on pro-rata basis based on the fee per candidate paid for three years.

17) The Second Party will claim t8% GST for all above mentioned charges, additionally to the First
party as the per norms of GST Act of Government of India, in case the payment will be done to a
Bank in India. (If the payment is made to Secoi\d Party's Global bank account of Qatar — as
mentioned in Clause 7 above, 18% GST can be void for all payments.)

CLAUSE - III
1) Dispute
In the event of a dispute between the two parties on the provisions of this contract, that cannot

this Clause (III), be referred to the arbitration and final decision of a single person agreed
between the parties. Such arbitration is to be held in Chennai, India under the rules of Arbitration
and Conciliation of Indian chamber of commerce. Failing agreement between the parties as to
the arbitrator, then an arbitrator shall be appointed by the said Indian chamber of Commerce
pursuant to the aforementioned rules.

2) Validity & Termination of the Agreement:


This agreement shall be in effect for a period of three (3) years from the date of signing and shall
be renewed upon written request. This agreement may be terminated by either party with Sixty
(60) days' prior written notice, without any penalty clause and with only the payment of
expenses incurred up to the closing date. t

Any person introduced to THE CLIENT by THE COMPANY.

2. All transactions entered into by THE COMPANY shall be governed by these


Terms of Business which shall prevail in case of dispute unless agreed in writing
by THE COMPANY.

3. The recruitment process and the fee structure shall be as follows:

3.1 RECRUITMENT PROCESS

Where THE CLIENT requests search, they will specify the job description
and other specification for the position required. THE COMPANY will then
match this against its existing database of APPLICANT, and identify those
that may be suitable. THE COMPANY will contact these APPLICANTS to
determine their interest and availability. In addition THE COMPANY shall
make a specific industry search based on contacts. APPLICANT's profiles

for those who wish to be considered will be forwarded to THE CLIENT,
who will then determine those they wishes to interview.

In additlon to the above, THE COMPANY shall make the specific industry
search, place vacancies in the website and advertise in the media
publications as warranted to identify and propose suitable APPLICANTS.

THE COMPANY shall provide the required administration to arrange


interviews at times suitable for THE CLIENT and follow up on any action
required such as further interviews etc., THE COMPANY will review the
APPLICANTS, contact the APPLICANT tO ascertaln thelr suitability and
present a shortlist of APPLICANTS to THE CLIENT.

3.2 FEE STRUCTURE

The recruitment fee charged for the services will be as follows.

B0709/Chennai/COM/1000+/5/7084/05 for conducting interviews releasing
advertisement and for clearing all legal formalities pertaining to the recruitment.

5. THE COMPANY shall endeavor to ensure the suitability of any


APPLICANT recruited to THE CLIENT and to maintain a high standard of
service and integrity, but THE COMPANY makes no representation or warranty,
expressed or implied, as to the suitability of any APPLICANT introduced to THE
CLIENT.

6. THE COMPANY shall not be liable to THE CLIENT or to any third party
for any loss, liability, damage, cost, claims or expenses suffered or incuired
by THE CLIENT, however arising.

7. THE CLIENT shall be solely responsible for taking up references or any


APPLICANT and for satisfying itself on the suitability of APPLICANT for its
purpose by conducting the necessary personnel interviews. However all
arrangement to facilitate the above process would be COMPANYS responsibility.
