EXECUTIVE ORDER NO. 23-30


SERIES OF 2023

AN ORDER ESTABLISHING THE KASAMBAHAY DESK OF BARANGAY GAYA-GAYA,


CITY OF SAN JOSE DEL MONTE BULACAN.

WHEREAS, DILG Memorandum Circular No. 2013-61 dated July 8, 2013 pursuant to Republic
Act No. 10361 otherwise known as "Domestic Workers Act" or "Batas Kasambahay", mandates that all
City or Municipal Mayors and Punong Barangays are enjoined to initiate the conduct of the registration of
all Kasambahay within their jurisdictions and to require every employer to register his or her domestic
workers under his or her employment in the Kasambahay Masterlist (Registry of the Domestic Workers)
in the barangay where the employer's residence is located.;

WHEREAS, to carry out the continuous registration of all kasambahay in the barangay, the
aforesaid law and circular further mandates that the Punong Barangay, through an Executive Order, shall
designate Kasambahay Desk Officer who shall be tasked to manage the Kasambahay Desk.;

NOW, THEREFORE, I, Hon. VICTORINO H. GERONA JR, Punong Barangay of Gaya-Gaya, City
Of San Jose Del Monte Bulacan by virtue of the powers vested upon me by law, do hereby order:

Section 1. Establishment of Kasambahay Desk and. There shall be a Kasambahay Desk


located in the barangay hall of barangay Gaya-Gaya, CSJDM Bulacan.

Section 2. Designation of Kasambahay Desk Officer. Mr./Mrs. MICHAEL ALLORDE,


Desk Officer is hereby designated as Barangay Kasambahay Desk with the following duties and
functions:

1. Manage the Kasambahay Desks.


2. Conduct registration of Kasambahay in the barangay with proper coordination with
representatives from PhilHealth, SSS, Pag-IBIG and other stakeholders may be invited.
3. Maintain and take custody of all registration forms, contracts and other related records and
maintain and update the Kasambahay Masterlist.
4. Submit monthly Kasambahay Report to the local Public Employment Service Office (PESO)
5. Spearhead in the information dissemination and awareness advocacy regarding R.A. 10361.
6. Assist in cases of complaints and/or make referrals, and attend to inquiries relative to the
Kasambahay Law.

Section 3. Funding. The cost of the establishment and operations of the Kasambahay Desk
maybe charged in the barangay funds subject to existing budgeting, accounting and auditing rules and
regulations.

Section 4. Effectivity. This Executive Order shall take effect immediately.

DONE, in Barangay Gaya-Gaya, City of San Jose del Monte, Bulacan this 2nd day of January, in
the year of Our Lord, Two Thousand and Twenty Three.

CITY OF SAN JOSE DEL MONTE BULACAN AND DESIGNATING SANGGUNIANG
BARANGAY MEMBER AND ITS STAFF TO LEAD AND MANAGE THE ESTABLISHMENT
AND MAINTENANCE OF THE BARANGAY COMMUNITY GARDEN

WHEREAS, Section 16 of the Local Government Code of 1991 mandates that every local
government unit shall exercise the powers expressly granted for its efficient and effective governance and
those which are essential to the promotion of general welfare and that one among other things is the
promotion of health and safety;

WHEREAS, the economy of the Philippines depends on the agriculture sector and given its
geographic location, the country had experienced numerous threats to food security brought about by
strings of natural calamities that have rendered farm produce unusable or increased food prices due to
food shortage;

WHEREAS, to address the problem of hunger and food security, the national government enacted
several laws and implement various initiatives and strategies to ensure sustainable and resilient
production and food availability throughout the country;

WHEREAS, in support to the thrust of the current administration and cognizant of the role of
barangays as essential partners of the national government in contributing to addressing hunger and
ensuring food security, the DILG issued Memorandum Circular No. 2023-001 re: Implementation of the
Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project, likewise mandating all Barangays
to establish their respective Barangay Community Garden;

NOW THEREFORE, I, VICTORINO H. GERONA JR., Punong Barangay of Gaya-Gaya, City


Of San Jose Del Monte Bulacan by virtue of the powers vested in me by law do hereby order:

Section 1. SETTING UP OF BARANGAY COMMUNITY GARDEN. There shall be an


established Barangay Community Garden of BARANGAY GAYA-GAYA , CITY OF SAN JOSE
DEL MONTE BULACAN pursuant to provisions of DILG Memorandum Circular No. 2023-001 re:
Implementation of Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project for the purpose
of planting and growing vegetables and fruit bearing trees. The Barangay Community Garden will serve
as a strategy to diversify the food source and contribute to ensuring food security in the community.

Section 2. DESIGNATION OF SANGGUNIANG BARANGAY MEMBER AND STAFF


TO LEAD AND MANAGE THE BARANGAY COMMUNITY GARDEN. Sangguniang Barangay
Member ELMA G. BALLESTEROS, Chairman, Committee on Environment is hereby designated to
Lead and Manage the establishment and maintenance of the Barangay Community Garden.

Further designating the following Barangay Officials to provide support services to Sangguniang
Barangay Member Elma Ballesteros in the operation and maintenance of the barangay community
garden:

The Designated Barangay Officials shall perform the following functions in relation to the
operation and maintenance of the Barangay Community Garden:

1. Coordinate with the Municipal Agriculture Office for any available agricultural training,
seminars and capacity-building services as well as seeding materials and other agricultural
equipment and facilities that would help in the operation of the barangay community garden;
2. Lead the promotion of barangay community gardening to the community including its
importance and benefits as well as the products produced through community garden;
3. Promote agribusiness, especially for high value product in the area;
4. Keep a record of the overall operations of the community garden such as the types of
seedlings planted, number of seedlings per plant planted, and number of vegetables and fruits
harvested, among others;
5. Assist in ensuring the adequate provision of agricultural services and facilities in the
barangay pursuant to Section 17 of the Local Government Code of 1991;
6. Assist in the enactment of Ordinance regarding the setting-up and operations of the barangay
community garden and in allocation of funds to sustain its operations;
7. Assist in establishing a group of volunteers in the community to help in the establishment
and/ or maintenance of the barangay community garden as well as spread the information in
setting-up household vegetable gardening and/or planting fruit-bearing trees; and
8. Submit necessary compliance reports on the establishment of barangay community garden to
DILG Municipal Field Office as required.

Section 3. EFFECTIVITY. This Executive Order shall take effect immediately.

AN ORDER FOR THE ESTABLISHMENT OF GROUP OF VOLUNTEERS FOR THE
IMPLEMENTATION OF HAPAG – BARANGAY COMMUNITY GARDEN OF GAYA-
GAYA, CSJDM BULACAN.

WHEREAS, to address the problem of hunger and food insecurity in the Philippines, the national
government enacted several laws and implemented various initiatives and strategies to ensure
sustainable and resilient production and food availability throughout the country;

WHEREAS, in support to the thrust of the current administration and cognizant of the role of
barangays as essential partners of the national government in contributing to addressing hunger,
and ensuring food security in the country. The Department of the Interior Local Government
(DILG) is introducing the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project;

NOW THEREFORE, I, VICTORINO H. GERONA JR., Punong Barangay of Gaya-Gaya, City


Of San Jose Del Monte Bulacan by virtue of the powers vested in me by law do hereby order:

SECTION 1. ESTABLISHMENT OF GROUP OF VOLUNTEERS FOR THE


ESTABLISHMENT AND MAINTENANCE OF HAPAG-Barangay Community Garden of
Gaya-Gaya.

 The established group of volunteers for the establishment and maintenance of HAPAG-
Barangay Community Garden of Gaya-Gayaare the BARANGAY TANOD. Wherein, the
Barangay Tanod is a community brigade composed of civilian volunteers appointed by the
Punong Barangay, and;

OF VOLUNTEERS. The group of volunteers shall


perform the following:

1. Conduct monitoring in the implementation and operation of the said project;


2. Help in any agricultural tasks such as planting, watering, putting of fertilizers, harvesting, and the
like for the development of planted vegetables and fruits;
3. Supervise the availability of materials needed of planted vegetables and fruits such as water,
fertilizers, etc. and take necessary action or report to Sangguniang Barangay for any lacking or
problem;
4. Ensure the proper reporting of harvested vegetables and fruits;
5. Perform other functions as it is necessary for the establishment and maintenance of HAPAG-
Barangay Community Garden of Gaya-Gaya.

SECTION 4. Meeting - The group of volunteers are required to attend meetings called by the
Sangguniang Barangay together with the designated SBM and Staff, and Barangay Nutrition
Committee.

SECTION 5. Repealing Clause- All related issuances in conflict herewith are superseded by this
Order, and/or modified accordingly.

SECTION 6. Effectively – This Executive Order shall take effect immediately and shall remain in
force and effect unless otherwise revoked by the undersigned.
