FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing by national and international
standards where appropriate. The key objective of PTS is to ensure standard technical practice
across the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording
or otherwise) or be disclosed by users to any company or person whomsoever, without the prior
written consent of PETRONAS.
The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information
to PETRONAS that this requirement is met.

ANNOUNCEMENT

Please be informed that the entire PTS inventory is currently undergoing transformation exercise
from 2013 - 2015 which includes revision to numbering system, format and content. As part of this
change, the PTS numbering system has been revised to 6-digit numbers and drawings, forms and
requisition to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and
where required make reference to other PTS in its revised numbering to ensure consistency. Users
are requested to refer to PTS 00.01.01 (PTS Index) for mapping between old and revised PTS

1.0 INTRODUCTION

This PETRONAS Technical Standards (PTS) specifies minimum requirements for noise control
for equipment. This PTS adopts ISO 15664 standards with amendment and supplement
based on PETRONAS lessons learnt and best practices.

1.1 SCOPE

The PTS is applicable for new and modification or extension of existing plants. The PTS
defines the noise control design specifications and procedures to attain the noise
requirement for individual equipment, on the basis of overall noise requirements for the
plant.

2.0 AMENDMENTS/SUPPLEMENTS TO ISO 15664

In this section, the reference clauses of ISO 15664:2001 are amended or supplemented,
existing clause is deleted or new sections are added as mentioned. Clauses of ISO
15664:2001 that are not mentioned in this PTS shall apply and remain valid.

5 GENERAL NOISE LIMITS (IMMISSION REQUIREMENTS)

5.1 In-plant noise

5.1.2 Absolute work area noise limit

Addition to the clause:

Unless differently stated, 115 dB(A) shall be the absolute work area noise limit.

5.1.3 Work area noise limit

Addition to the clause:

Unless differently stated, 85 dB(A) shall be the noise limit for work area.

5.1.4 Restricted area

Addition to the clause action item A3:

For restricted area that not reasonably practicable to reduce the noise level at or below the
work area limit, effort shall be made to lower the noise limit to 90 dB(A).

Addition of a new section:

5.1.5 Indoor location

For indoor locations, disturbance of conversations and normal working shall be kept within
acceptable limit. The noise limit for indoor locations indicates as below:

i. Maximum allowable sound pressure level shall not exceeding 70 dB(A) for;
a) Areas in workshops and machinery facilities where communication is
required.
b) Workshops for light maintenance
ii. Maximum allowable sound pressure level shall not exceeding 60 dB(A) for;
a) Workshop offices.
b) Control rooms, not continuously manned
c) Computer rooms
iii. Maximum allowable sound pressure level shall not exceeding 50 dB(A) for;
a) Control rooms, continuously manned.
b) Open plan offices.
c) Social rooms, changing rooms, wash places and toilets
iv. Maximum allowable sound pressure level shall not exceeding 45 dB(A) for;
a) Offices and conference rooms.

v. Maximum allowable sound pressure level shall not exceeding 40 dB(A) for;
a) Personnel accommodation (bedrooms, private cabins, etc.).
Note: The background noise is not to be considered in the requirements.

5.2 Environmental noise

Addition to the clause action item A7:

The justifications for specifying the environmental noise limit in terms of sound pressure
level (SPL) instead of sound power level (SWL) shall be documented, if the terms were being
used for the specification.

Delete the clause note: There are many ….. restrictions.

6. EQUIPMENT NOISE LIMITS (EMISSION REQUIREMENTS)

6.3 Sound pressure limit for equipment

6.3.3 Equipment emitting intermittent or fluctuating noise

Addition to the clause:

The equivalent continuous sound level, Leq, over the noisiest consecutive 8-hour period
shall not exceed the maximum value for the equipment noise limit if the equipment emits an
intermittent or fluctuating noise. The maximum instantaneous level shall be limit to 10 dB(A)
higher than the continuous noise limit.

The 85 dB(A) equivalent for intermittent noise over 8 hours as per below:
i. 8 hours (actual equipment operation) = 85 dB(A) (Max SPL)
ii. 4 hours (actual equipment operation) = 88 dB(A) (Max SPL)
iii. 2 hours (actual equipment operation) = 91 dB(A) (Max SPL)
iv. 1 hours (actual equipment operation) = 94 dB(A) (Max SPL)
Note: The requirement is accepted if there is no significant noise (i.e. 75 dB(A) is emitted during the period.

6.3.5 Additional restrictions on tonal or impulsive noise:

Replace the text of the clause with:

Further restrictions shall apply when the noise of an equipment which noise includes tonal
and/or impulsive components, further restrictions shall be applied. The noise limit for such
equipment shall be reduced by another 5db(A).

6.4 Equipment noise datasheets

For the 3rd paragraph, “An equipment noise data sheet ….. limit, or both.” Is to be replaced
with the clause as follow:

Maximum sound pressure level at any location 1 m from the equipment surface or a
maximum sound power level, or both shall be indicated in datasheet/requisition, and R
12.90.009 shall be used.

Addition to the clause item e):

R 12.90.010 and R 12.90.011 shall be used for data/requisition sheets of any silencers and/or
acoustic enclosures.

6.5 Equipment selection

Replace the last sentence of A15:

Equipment with low noise emission by design shall be given preference.

8. PROJECT CONTROL

8.2 Engineering phase reports

Addition to the clause A19:

The title of this report shall be denoted as NOISE ALLOCATION REPORT.

Addition to the clause A20:

The title of this report shall be denoted as NOISE CONTROL REPORT.

Addition to the clause A21:

Annex G of ISO 15664 shall be considered compulsory and to be used for the noise allocation
report, unless agreed otherwise

Annex H of ISO 15664 shall be considered compulsory and to be used for the noise control
report, whereby all boxes in the column “Required” are ticked, unless agreed otherwise.

8.4 Acceptance test

Addition to the clause:

Contractor shall be responsible to comply with the specified noise limits until an
independent acoustic consultant submitted confirmation that the limits are not exceeded.
Noise verification report shall be submitted by the Contractor. Contractor shall include
contracting the test and preparation of the report from the independent consultant in
Contractor’s Scope of Work.

Addition to the clause A24:

Annex I of ISO 15664 shall be considered compulsory and to be used for the Noise
Verification Report, whereby all boxes in the column ‘Required’ are ticked unless agreed
otherwise.

8.5 Remedial action

Addition to the clause A25:

Contractor shall be responsible for corrective actions if actual sound pressure or power
levels or levels calculated from measurements made in the acceptance test exceed the
specified limit

Annex D NOISE ASPECTS OF SPECIFIC EQUIPMENT

The following annex shall be considered as standard and not as providing information only.

D.2 Safety/relief valves

Replace to the clause statement of, “The noise from safety/relief valves" with the following:

The noise from safety/relief valves and emergency depressuring valves shall not exceed the
absolute noise limit.

D.3 Piping

In the 3rd paragraph, the statement “ISO 15665” is replaced with the statement “PTS
15.13.02”.

D.5 Flares

D.5.1 Elevated flares under emergency conditions

Addition to the 1st paragraph of the clause:

The noise limit for elevated flares under emergency conditions will be applied to the stack
which provided with a derrick structure, including a platform for coupling/uncoupling
segments of the retractable stack. The value shall not exceed the absolute noise limit.
