Excellency, the Govemor Dr. John Kayode Fayemi approved the engagement of the representatives of
various Towns and Communities towards the preparation of 2021 Budget
‘Towns and Communities, Civil Society Organizations (CSOs),
2.2 The representatives of the various
Artisans, Market Women, Corporate Bodies were invited to
Non-Governmental Organizations (NGOs),
Dr. John Kayode Fayemi on the proposed 2021 Budget on Monday
interactive sessions with His Excellency,
12! October, 2020. The sessions provided a platform forthe people to present their needs for consideration
and inclusion in the 2021 Budget. The me which were held across the three (3) Senatorial Districts of
lace at the following Venues: Ikole Local Government Secretariat Hall, Ikole Ekiti, Ikere City
the State took plHall, Tkere-Ekiti and Bishop Adetiloye Hall, Ado Ekiti. The meeting commenced at 10:00am at Ikole-Ekiti,
while that of Tkere-Ekiti started by 1:00pm and Ado-Ekiti by 4:00pm.
3.0 OBJECTIVES OF THE MEETING
‘The Citizens’ Engagement on the proposed 2021 Budget was aimed at the following:
a) to give account of stewardship on the performance of the 2020 Budget;
(ii) to review the impact of COVID-19 on the State’s economy and the measures taken to combat
the pandemic;
(iii) to highlight the achievements of the present administration in terms of completed and on-going
projects across the sixteen (16) Local Government Areas (LGAs) of the State;
(iv) to further strengthen the cordial relationship between
(¥) to consolidate on the established principle of consultation with the good people of Ekiti State
State Government and the people;
during the process of preparation of the State annual Budget for each fiscal year;
(vi) _ to receive suggestions and advice on governance and policies of the Government; and
(vii) to collate the identified needs of the Communities for inclusion in the proposed 2021 Budget in
line with the five (5) pillars Agenda of the present administration.
4.0 BUSINESS OF THE DAY
4.1 QPENING REMARKS BY THE HONOURABLE COMMISSIONER FOR BUDGET AND
ECONOMIC PLANNING
4.1.1 The Honourable Commissioner for Budget and Economic Planning (HCB&EP), Hon. Femi Ajayi
welcomed the Stakeholders to the meeting. He expressed appreciation to the almighty God who made the
meeting a reality. He commended His Excellency, the Governor for his selflessness, energy,
resourcefulness and drive in spite of his pivotal role as the Chairman of the Nigerian Governors’ Forum.
4.1.2. Furthermore, he remarked that the meeting was in consonance with global best practice on open
and all-inclusive budgeting process, an opportunity for Ekiti people to interact with Mr. Governor and
present the needs of their various Towns and Communities.
4.1.3 The Honourable Commissioner reiterated the commitment of the Ministry of Budget and
Economic Planning in ensuring consistency in the successive Budgets of the State and the five (5) Pillars
of the Administration. He submitted that the 2021 Budget would focus on repositioning the socio-
economic activities in the State towards economic recovery from the impact of COVID-19,4,14 He enjoined the Stakeholders to make useful contributions to the 2021 Budget. He informed them
of the creation of Budget Feedback Platform and encouraged them to make use of the new Budget
feedback platform at
[email protected] for follow up.
4.1.5. Finally, he expressed appreciation to the people for the warm reception accorded His Excellency,
the Governor, Dr. John Kayode Fayemi.
5.0 PRESENTAT! E_NOTAB! HIEVEMENTS OF THE PRESENT
ADMINISTRATION IN THE 2020 FISCAL YEAR.
5.1 From the several laudable projects carried out by the Administration,
highlighted:

6.0 BUSINESS OF THE DAY: INTERACT SSIO)
6.1 Following the presentation of the achievements of the present Administration, the representatives
of the sixteen (16) Local Government Areas were invited to make comments and present their
Communitys’ needs. Some of the needs/requests collated on Local Government Areas basis and presented
at the meeting were as follows:
3(©) TKOLE LOCAL GOVERNMENT: Chief Lawrence Owoeye (Baba Egbe Omo Ikole) who spoke
on behalf of the Local Government presented the needs as follow:
8. Renovation of Health Facilities across the Ikole Local Government Area.
b. Upgrading of Eleyo Market at Ikole-Ekiti to a modern Market.
©. Improved electricity supply by energizing the Transformer at Oke-Ako
a Extension of Pipe-bome water to communities in Ikole Local Government.
Gi) OYE LOCAL GOVERNMENT: Oba Michael Ademolaju (The Oloye of Oye) represented the
Local Government. The Kabiyesi commended the present Administration for its Open Governance Policy
and advised the Government to entertain constructive criticism as it would assist in improving on its
activities. He requested for the following on behalf of Oye Local Government:
Dredging of Ayegun River in Irare Quarters to control erosion.
b. Renovation of Health Centre at [lupeju, Oloje-Ekiti.
©. Construction of Hupeju-Ire road.
4. Provision of Skill Acquisition Centre at Itapa-Ekiti.
(iii) IDO/OSI LOCAL GOVERNMENT: Oba Ayorinde Hori Faboye (The Olojudo of Ido-Ekiti)
presented the needs of the Local Government Area as follows:
a. Tarring of Ido-Ekiti township roads.
b. Construction of roads and drainages across towns and villages in the Local Government.
Contribution of the State Government to the development of Ido Civic Centre.
Establishment of General Hospital.

(iv) MOBA LOCAL GOVERNMENT: His Royal Majesty, Oba Adeayo Adeagbo (The Oore of
Otun) requested for the following on behalf of Moba Local Government:
a. Extension of Pipe-bome water and electricity to Towns and Villages across the Local
Government.
b. __Provsion of Transformers for Otun-Ekiti and energizing of the Transformer at Igogo-Ekiti.
Upgrading of the Ekiti State Technical College, Otun-Ekiti to State Polytechnic.
4. Ecological work at Otun, [gogo and Isaoye-Ekiti.
(v) ILEJEMEJE LOCAL GOVERNMENT: Oba Agboola Adeleye (The Oniye of lye-Ekiti) who
represented the Local Government presented the needs as follows:
Renovation of General Hospital, Iye-Ekiti.
b. Completion of on-going projects in the Local Government Area most especially rehabilitation of
Oye-Ayede-Ikun Roads.
¢. Renovation of Obas’ Palaces in the Local Government Area,

(vi) IKERE LOCAL GOVERNMENT: Chief Babatola (the Sapetu of Ikere-Land) presented the
request of Tkere Local Government as follows:

Completion of the on-going of Borehole and Reservoir projects in Ikere-Ekiti.
Renovation of High Court and Magistrate Court in Ikere-Ekiti

URE LOCAL GOVERNMENT: Chief C.0 Akinola who spoke on behalf of the Local
Government, presented the needs as follows:
a, Rehabilitation of Emure-Supare Road and Eporo Road to Ondo State Boundary.
b, Rehabilitation of Township Roads in Emure Local Government.
Fencing of Science College, Emure Ekiti.
|. Provision of Pipe-borne water and extension of electricity across Emure Local Government.
(vill) EKITI EAST LOCAL GOVERNMENT: Mr. Daramola Mathew presented the needs of the
Communities as follows:
a. Fencing and Equipping the General Hospital at Omuo-Ekiti,
b. Establishment of Cassava Processing Industry at Isinbode-Ekiti.
Rehabilitation of rural access roads,
Channelization of eroded site at Isinbode Ekiti.
(ix) _ ISE/ORUN LOCAL GOVERNMENT: HRM, Oba David Adetunji Ajayi (the Arinjale of Ise)
presented the needs of the Local Government as follows:
a. Rehabilitation of Ikere-Ise-Emure-Gbonyin Roads.
b. Rehabilitation of rural access roads in the Local Government.
©. Rural electrification at the various farmsteds.
4. Rehabilitation of Uso-Ise-Agbado Roads
(@)__EKITI SOUTH WEST LOCAL GOVERNMENT: Chief Gbenga Agbona who represented the
Local Government presented the needs as follows:

(xi) ADO-EKITI LOCAL GOVERNMENT: High Chief Elemo spoke on behalf of Ado Local
Government presented the needs as follows
& Construction of Omisanjana rond ~ Deeper Life — Ajebamidele via Ikere road.
b. Construction of road, drainage and culverts at Iwaro Zone (1) Afao Road.

(xii) ERO-LOCAL GOVERNMENT: Oba Ayomade Oyedeji (the Olowa of Odo-Owa) presented
the needs of the Local Government as follows:
a, Provision of Transformer at Ikoro-Ekiti.
b. Completion of Basic Health Centre at Horo/ Ijurin Road.
¢ Channelization of eroded part of Aafin Compound at Araromi Ekiti.
4. Construction of motorized bore-hole and reconstruction of electricity at Ilukuno Health Centre.
(sili) EFON LOCAL GOVERNMENT: HRM, Oba (Dr.) Emmanuel Aladejare (The Alaaye of Efon
Alaaye) presented the needs of the Local Government as follows:
@ Sinking of Bore-hole at Ikagbe, Ireakari Estate.
b. Provision of Solar Light/ Electricity at Emo-Quarters.
¢. Construction of Market Stalls at Irayo.
4. Channelization of drainage at Ita Osun behind Cooperative Hotel.
(xiv) _ EKITI WEST LOCAL GOVERNMENT: The requests of the Towns and Communities under the Local
Government were as follows:
a. Completion of Ido Ile ~ Okemesi ~ Ikoro ~ Ijero Road.
b. Completion of Arinta Water Fall project at Ipole Tloro-Ekiti.
Construction of Erinjiyan Central Market, Atiba.
d. Extension of Ado-lyin road dualization to Aramoko,

under the Local Government were as follows:

REMARK BY THE GOVERNOR OF EKITI STATE, HIS EXCELLENCY, DR. JOHN
DE FAYEMI
71 — His Excellency, Dr. John Kayode Fayemi expressed his delight for partaking at the Citizen’s
Engagement Meeting on the 2021 proposed Budget. He said the meeting would enable the Government to
collate the needs of the various Communities and prioritized them in the proposed 2021 Budget.
72 He stressed further that the meeting was part of the requirement of the Open Government
Partnership (OGP) which Ekiti State was the first to adopt in the South-Western Nigeria.
7.3 He informed the Stakeholders that the meagre resources at the disposal of the State Government
‘would not limit the level of Government's aspiration and preparedness on the implementation of
developmental projects,
7.4 Reviewing the performance of the 2020 fiscal year, he stated that the 2020 Appropriation Law
with a size of M124 Billion was reviewed downward to N91 Billion due to the outbreak of COVID-19
pandemic which had a grave impact on the Nigerian and the Global economy. He remarked that the
estimated $50 price of crude oil and N305/ $1 used in preparing the 2020 fiscal estimate became
unrealistic as oil price plummeted to less than $20 while the Naira was also devalued to N360 to $1 which
necessitated the downward review of the Budget size.
7.5 Mr. Govemor stated that in spite of the setback caused by the pandemic, the Administration
recorded achievements in construction/rehabilitation of roads, purchase of Equipment for Ekiti State Road
Management Agency (EKROMA), Land clearing for food security and the partnership between the State
Government and Promassidor which resuscitated the Ikun Dairy Farm,

Dangote Farms and Stallion Farms for the construction of Rice Mills while Promise Point shall facilitate
the construction of a Cassava Mill in the State.His Excell ;

Would be provided in each of the 774 wards in Ekiti State while Ekiti State Health Insurance
Scheme had commenced. In addition, he informed Stakeholders that sensitization programmes would be
done in this regard to assist Citizens to key into the Scheme.
7.9. The Governor stated that the Water Rehabilitation Initiative which commenced at Egbe and Ero
Dams would be extended to Itapaji in year 2021 to boost the viability of its Agric Zone with Irrigation.
7.10 He indicated the readiness of his administration to complete all community and rural development
projects particularly the 5 Kilometer Roads and Palaces projects. He advised elected Chairmen of Local
Government Council Areas to fulfil their electioneering promises to the people. He added that
Independent Power Project would commence in the State in year 2021 at Ekiti State University (EKSU),
Ekiti State University Teaching Hospital (EKSUTH) and Ekiti State Secretariat.

7.11 Mr. Governor remarked that the State Government would leverage on the Nigerian Erosion and
‘Watershed Management Project (NEWMAP) to tackle ecological problems through dredging, erosion
control and channelization works in the State and Local Government Areas.
7.12. He informed the Stakeholders that the 2021 Budget being the first after the novel COVID-19
pandemic would be christened “Budget of Recovery and Economic Restoration”. He therefore stated that
Government would provide tax relief for Micro Small and Medium Scale Enterprises (MSMEs) to boost
economic activities.
7.13. He stated that the needs of the Towns and Communities would be limited to the priority projects in
line with the five (5) pillars of the administration,
7.14 In conclusion, he expressed appreciation to the Stakeholders comprising the Civil Society
Organizations (CSOs), Non-Governmental Organizations (NGOs), Royal Fathers, Market Women,
