AN ORDER EXPANDING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM
(BHERT) OF BARANGAY BARAOIDAN, GATTARAN, CAGAYAN
WHEREAS, Section 15 of Article II of the 1987 Philippine Constitution provides that the State shall
protect and promote the right of the people and in still health consciousness among them;
WHEREAS, Section 16 of the Local Government Code of 1991 states that every local government
unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as
powers necessary, appropriate, or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare;
WHEREAS, the growing concern over the outbreak of the 2019 Novel Corona Virus (nCoV)
prompts the government to take necessary precautionary and safety measures to prevent and mitigate
the spread and transmission of the 2019 nCoV in the country;
WHEREAS, the Department of the Interior and Local Government mandates the creation of
Barangay Health Emergency Response Team at the barangay level as one of the locally-driven
measures to prevent and mitigate the local transmission of the 2019 nCoV;
WHEREAS, To contain spikes, prevent its further increase and spread, regular members of BHERTS
utilizes all Barangay Officials, Barangay Tanod, BHW and BNS to ensure implementation of
coordinated operations to defeat epidemic strategies, such as contact tracing, daily monitoring,
Lockdown strategies, management of Barangay Isolation Unit (BIU)
NOW, THEREFORE, I, GERRY C. RABI, by virtue of the power vested in me by law as
Punong Barangay of Barangay Baraoidan, Gattaran, Cagayan do hereby order the following:
SECTION 1. COMPOSITION. The Barangay Health Emergency Response Team shall be
composed of the following:

SECTION 2. DUTIES AND FUNCTIONS. The Barangay Health Emergency Response Team shall
perform the following duties and functions:
1. Responsible for the monitoring of persons arriving in the barangay specially those coming
from high-risk areas;
2. Ensure that said persons strictly observe appropriate home quarantine measures or properly
situated in government-managed isolation facilities;
3. Spearhead information education campaign on protocols and measures aimed to address
COVID-19; and
4. Spearhead contact tracing activities in the barangay.
SECTION 3. EFFECTIVITY. This Executive Order shall take effect immediately upon signing
hereof and shall remain effective until revoked.
