General Description METHODOLOGY


1. INTRODUCTION

1.1 Overview
This proposal has been prepared in response to the request for tenders by the Mbhashe
Local Municipality for incubation programme for roads construction and
maintenance projects.

Through this project we will: -


• Create job opportunities for communities to develop to their full potential;
• Boost production and household income through job creation, productivity and
efficiency, improving conditions of employment, and creating opportunities for all
to sustain themselves through productive activity;
• Improving living conditions through better access to basic physical and social
services, health care and education and training for rural communities;
• Use people centered-approach by ensuring the capacity building, economic
growth, and fairer distribution of income, community participation, empowerment
and self-reliance;
• Encourage community participation as it makes development more sustainable
since it guarantees the future involvement of the people.
• Pay attention on hard and soft issues because in many projects hard issues
(such as technological, financial, physical and material) are perceived to be more
important for successful implementation of a project than soft issues (such as
community involvement, decision making procedures, the establishment of
efficient social compacts, capacity building and empowerment)

1.2 Purpose
This project execution plan outlines the objectives, processes and strategies that will be
employed by the parties managing the project to execute the works and also establishes
a framework to ensure that the project expectations and key performance indicators are
met.

The plan ensures that a consistent approach is adopted by all parties managing the
project and is intended to be a mandatory control document for all aspects of the project.

This document is applicable only to the construction activities of the Roads in the
Mbhashe Local Municipality, and does not include other external projects to this.

1.3 Related Documents


The project execution plan is one of a number of documents that define the project and
describe how the project will be delivered.

This project is defined by the following documents:


• Scope of work
• Approved schedule
• Project execution plan

Reference documentation also includes:


• Tender Document
• COLTO for construction of roads and bridges

2. PROJECT
This proposal highlights the need for the provision of appropriate access to households
to meet the requirements of the RDP. The ultimate aim of this exercise is to close a gap
between those who are served and those who are not served with proper access.

Goals and Objectives: -

a) To improve the health and quality of life of the inhabitants;


b) To integrate the development of a community in the provision of proper and
suitable access technologies to the people and the environment;
c) To protect the environment;

The project aims to also achieve some of the RDP objectives namely:
• To provide job opportunities
• To develop skills within the communitiy

• To assist in developing the communities in terms of organisational development and
community project management.

The scope of the works will be limited to provision of suitable access methods and
technologies, however other factors which are considered to be salient will be discussed.

These project specifications are set out in two portions.

✓ Portion 1 covers the general description of the Project, the facilities


available and the requirements to be met.
✓ Portion 2 covers variations and additions to the Standard Specifications
for Road and Bridge Works for State Road Authorities issued by the
Committee of Land Transport Officials (COLTO) South Africa that are
applicable to the contract.:

3. SCOPE OF WORKS

The project entails the following activities:-

➢ Site Establishment (including the establishment of a formal site camp for


site meetings)

➢ Removal and installation of temporary and permanent fencing for site


camp Implementation of MLM’s SMME Development Initiatives.

➢ Implementation of Labour-Intensive Construction (LIC) Methods based on


the principles of the EPWP on tasks identified by the Contractor

➢ Facilitating Accredited and Non-Accredited Training Programmes

➢ Compliance with the MLM’s Health and Safety Specifications

➢ Compliance with the Environmental Management Plan

➢ Clear and grubbing for road works, culverts and borrow pits • Bulk
earthworks and borrow pits

➢ Layer works consisting of roadbed treatment, imported subbase layer and


wearing course materials

➢ Construction of storm water cross drainage and side drains (stone


pitching).

➢ Excavate, lay, and bed concrete storm water structures culverts

➢ Construction of storm water structures (headwalls and gabion baskets)

➢ Installation of ancillary road works including guardrails and signage

➢ Temporary works including service relocation / protection and traffic
accommodation by shaping and maintaining bypasses

➢ Landscaping, grassing, and finishing off the road reserve and borrow pits

➢ Clearing the site, rubble, vegetation, vestiges of all unwanted materials


and the disposal thereof

➢ Patch gravelling

➢ Wet gravelling

In order to achieve successful project completion, other specialist personnel may
supplement the project team on an as-required basis. The project team will be located in
a dedicated project office.

5. LABOUR INTENSIVE CONSTRUCTION TECHNIQUES

5.1 Strategy

The works will be staged as described in the scope of work – Contract Document to
ensure that work is executed efficiently and effectively. This will include ensuring that
work completed is protected from damage during the implementation of other activities
on site.

6. LOCAL ECONOMIC DEVELOPMENT PLAN


6.1 Strategies
Growing local economy and improving the quality of life of the local community will
be achieved through the following strategies:-
• Uplifting and Supporting local small and medium sized enterprises
• Skills development (soft/ technical skills) through on-site training of the labour
force, so that those skills can be used on future projects.

Note: All the required plant and material will be acquired from the plan hiring
companies, local hardwares and local quarries.

7. QUALITY CONTROL MEASURES

The following quality control measure will be implemented on an on-going basis


during the construction stage of the project:

✓ Daily screening and security checks at access points to the site.


✓ Quality check of the delivered equipment and materials on site
✓ Required safety checks for equipment and personnel
✓ Daily inspection of the Sub-contractor activities
✓ Sampling of the materials to be tested for quality, concrete cubes, gravel
material, cement mortar, bricks, compaction tests etc
✓ Record keeping of all the tests, samples and inspections
✓ Recording of all the drawing revisions and site instructions
✓ Recording of the weather conditions

7.1 Planning Stage

During the planning stage or preparatory stage of the project the following key
quality control measures will be implemented:

✓ Review of the construction drawings and plans


✓ Assessment of the equipment (scaffolding, dumpers, concrete mixers ets)
✓ Review of the specified materials
✓ Review of the proposed construction procedures

7.2 Testing and Inspection Plan

The testing and inspection plan should be arranged as follows:

✓ Roadbed preparation
✓ Gravel material classification
✓ Compaction tests
✓ Concrete work including formwork / shattering
✓ Concrete mix design and quality control

7.3 OHS Training

Allowance on the contract for training usually plays a big role in quality
assurance.

Site induction and other on-site trainings should at least cover the following areas

✓ Ermegency and First Aid procedures


✓ Manual Handling of the tools and equipment
✓ Lifting operations
✓ General site safety
✓ Protection of excavations
✓ Working at heights

8. RISK MITIGATION

Most of the risk is mitigation on construction contracts is covered under contract


obligations, safety, labour laws and quality control, however the table below
simplify the process of assessing the risks:
