4 TECHNICAL REQUIREMENTS
The switchgear will be used to supply auxiliary power for normal
and start-up operation of generating units
Outgoing breakers shall be suitable for switching dry type as well
as oil filled type LT transformers both under loaded and unloaded
conditions
The switchgear shall be indoor, metal clad, compartmentalised,
fully drawout type comprising minimum 2 mm thick cold rolled,
sheet steel units, assembled to form a rigid, free standing
structure. Vertical units shall be assembled to form a continuous
line up of panels. However each vertical panel shall be a
separate transportable unit to provide the facility of
interchangeability of feeder panels.
The panels shall be totally enclosed and vermin proof. The
switchgear enclosure shall conform to the degree of protection
IP-42 for high voltage compartment and IP-52 for metering and
protection compartment
Doors and openings shall be provided with neoprene gaskets.
Each cubicle shall have a front hinged door with latches. It shall
be possible to perform all switching operations with door closed.
Rear portion shall be made into two removable halves with lifting
handles.
Circuit breakers, instrument transformers, bus bars, cable
compartments, LV chamber for relays and instruments shall be
housed in separate metal/ insulated partitioned compartments
within the cubicles. Metal barriers wherever mployed shall be
effectively earthed and insulated barriers shall be arc proof to
ensure operator safety. Power and control cable entry into the
switchgear panel shall be totally segregated.
Adequate barriers shall permit personnel to work safely within
any compartment with the bus bars energized. The working zone
shall be restricted within 750 mm to 1800mm from the base level
Provision for extending the switchgear in either direction at a
future date, shall be kept. Ends of bus bars shall also be suitably
drilled for this purpose
All relays, meters, switches and lamps shall be flush mounted on
the respective cubicle door or on control cabinet built on the front
of the cubicle
Suitable eye bolts shall be provided for lifting of panel
Controls and interlocks as required for the safe switching,
operation and maintenance of the switchgear shall be provided.
Mechanical interlocks shall be provided in addition to electrical
interlocks
Pressure relief flaps, which cannot be opened from outside shall
be provided to vent upwards in case of arcing faults inside the
cubicle. To ensure personnel safety, the following conditions shall
be met for internal arcing faults. - Correctly secured doors, covers
etc. must not open. - Parts which may cause hazard to personnel
must not fly off. - Earthing connections must remain effective.
External colour of switchgear shall be Siemens grey shade RAL
7032 (Epoxy painted).
5 Busbar Connections, Supports And Busbar Sizing
The switchboard shall comprise 3 phase bus-bars which shall
extend through all units of the switchgear line up. Busbar cross
section shall be sized to carry continuously, the specified current
with maximum temperature limit as specified in specified Design
data sheet.
Busbars shall be sleeved with HT insulating sleeves with cast
resin shrouds for joints
Bus insulator shall be flame-retardant, non-hygroscopic track
resistant type with high creepage surface. This shall be of non-
carbonizing material such as epoxy bonded Fiberglass etc.
Busbars shall be colour coded for easy identification
The bus bar supports shall be able to withstand stresses due to
maximum short circuit and also take care of any thermal
expansion
6 Power And Control Connections
The incoming power connection shall be as specified in specified
design data sheets
All provisions shall be furnished for termination and connection of
cables, including 3 mm thick removable gland plates, cable
supports and terminal blocks. Gland plates for single core power
cables shall be of non-ferrous (non-magnetic) material.
The switchgear shall be designed for cable entry from bottom
The switchboard shall be supplied complete with supports for
clamping outgoing and incoming cables. Terminal block shall not
be used to support cables. Cable termination accessories like
crimp type lugs shall also be provided.
7 Auxiliary Wiring And Terminals
Inside the cubicles the wiring for control, signalling, protection
and instrument circuits shall be done with 1100 V grade PVC
insulated stranded copper conductor of size 2.5 mm2 for current
transformers circuit and 1.5 mm2 for voltage circuits & others.
Terminal blocks shall be of 1100 V grade, on-line disconnecting
type with marking strips and shall be furnished for terminating the
internal wiring and outgoing cables.
Sufficient terminals shall be provided on each terminal block to
ensure that not more than two outgoing wires are connected per
terminal. All spare contacts of auxiliary relays, timers etc. shall be
wired up to the terminals. 20% spare terminals shall be provided
on each terminal block. Terminals for CT secondary leads shall
have provision for easy shorting, earthing and shall be suitable
for connecting 2 wires of 2.5 sq. mm copper.
Each wire shall be identified at both ends by, correctly sized
interlocking type PVC ferrules.
Wire terminations shall be made with crimping type connections
with insulating sleeves. Wires shall not be spliced between
terminals.
8 Control And Indication
The power supply for breaker opening, closing and indicator
devices shall be arranged as follows :
a. Two (2) nos. D.C feeder shall be provided by the purchaser for
the HT switchgear.
b. One separate 240 V, 1 phase, AC supply shall be provided for
feeding space heater, panel illuminating lamp etc. Bidder shall
make necessary arrangements in 6.6 kV Switchgear to distribute
the above supply through out length of the panel.
c. All Digital multi-functional meter shall be suitable for 110V AC
auxiliary supply (UPS).
Isolating MCB’s of adequate capacity shall be provided at each
switchgear for the incoming supplies. Each switchgear cubicle
shall be provided with MCB for incoming D.C supply and MCB for
A.C. Supply
Separate MCB’s of suitable rating shall be provided for different
control circuits i.e. opening, closing, spring charging and
indication circuits, in each panel.
Each breaker cubicle shall be equipped with
One three (3) position Control Switch for TRIP, NEUTRAL &
CLOSE, with spring return to neutral.
Electrical indications (LED type only) with colours as given below
shall also be provided.

All motor feeders shall have suitable control wiring scheme for
operating through external PLC.
9 Earthing Connections
All cubicles shall be connected to a copper earth busbar, rated to
carry maximum fault current, running throughout the length of the
switchboard. All doors and movable parts shall be connected to
the earth bus with flexible copper connections. rovision shall be
made to connect the earthing busbar to the plant earthing grid at
two ends.
CT and VT secondary neutrals shall be earthed through
removable links so that earth of one circuit may be removed
without disturbing the other.
10 Name Plates
Black engraved perspex sheet or PVC of 3 mm thick name plate
with the switchgear designation shall be fixed at the top center of
the panel. For each feeder of the switchgear a separate
nameplate shall be provided both on front and rear.
Name plates shall be provided for each equipment (Lamps, PBs,
MCBs, relays, auxiliary contactors etc.) mounted on the
switchboard. Special warning plates shall be provided at the back
of each vertical panel.
Name plates shall be fastened by self-tapping `Screws' and not
by adhesives.
11 Space Heaters
Each cubicle shall be provided with thermostat controlled space
heaters suitable for operation from 240 V ± 10%, 1 ph, 50 Hz,
±5% supply and 5A, 3 pin plug socket. The space heaters shall
be located at the bottom of the switchboards. Cubicle heater,
lug/socket circuits shall have individual switch fuse units
12 Circuit Breakers
The switchgear shall be of SF6 type
The circuit breakers shall be fully drawout type, having SERVICE,
TEST and DISCONNECTED positions with positive indicators for
service & test positions
The breakers shall have motor operated spring charged
mechanism
For motor wound mechanism, spring charging shall take place
automatically after each breaker closing operation. One Open-
Close-Open operation of the circuit breaker shall be possible
after failure of power supply to the motor. Also additional shunt
trip coil shall be provided.
Lockable emergency manual trip push buttons shall be provided
for all breakers. Complete breaker assembly shall have
interchangeability with identical rating of breaker. Each breaker
shall be provided with an operation counter, mechanical ON -
OFF indicator and mechanical charge / discharge ndicator
clearly visible from outside with cubicle door closed
Automatic safety shutters shall be provided to ensure the
inaccessibility of live parts after the breaker is drawn out. There
shall be distinct overall door for the breaker compartment and
shall be lockable. In the design of the switchgear, the following
positive mechanical interlocking shall be provided:
i) It shall not be possible to move the truck from isolated to the
service position unless low voltage plug and socket onnections
have been made.
ii) It shall not be possible to move the truck from the service to
the ISOLATED position or vice versa with the circuit breaker in
ON position.
iii) It shall not be possible to disconnect the low voltage plug and
socket as long as the circuit breaker truck is in service position.
iv) It shall not be possible to withdraw the truck past the
ISOLATED position without disconnecting the low voltage plug
and socket.
v) It shall not be possible to switch on the circuit breaker when
the truck is in INTERMEDIATE position. i.e. in between the
ISOLATED and service position (except in test position)
vi) It shall not be possible to open the circuit breaker enclosure
when the breaker is ON or to have access to any part of the
drawout assembly which is live when the circuit breaker is in the
SERVICE position.
The withdrawable type breaker trolley shall be provided with a
scrapping type of earthing so that after isolation, the trolley
remains in contact with the earthing system continuously while
taking out and inserting.
The circuit breakers shall not produce over voltage, which may
be harmful for the motors/ transformers or any other equipment
while switching off these equipment at any load from no load to
stalled condition. Maximum over voltage shall be not more than
2.5 times the peak value of rated phase to neutral voltage. The
surge divertors shall be supplied / installed in the switchgear
wherever the over voltage exceeds the limit.
The vacuum pressure within interrupter shall be adequate to
interrupt the fault current. Precaution shall be taken so that there
will be no flash over on outside of the vacuum interrupter inside
the porcelain insulator
The vacuum circuit breaker shall be capable of smooth and rapid
interruption of current under all conditions, completely
suppressing the undesirable phenomenon even under most
severe short circuit condition. The operating mechanism shall e
spring charged by motor and spring charged indication shall be
provided.
13 Current Transformer
Current transformers shall generally conform to IS:2705. They
shall be mounted on the switchgear stationary parts on epoxy
cast resin insulators of adequate creepage distance. The CTs
shall be of cast resin bar primary type and of class-E or better
insulation. The CT ratings shall be as shown in single line
diagram of 11 KV switchgear.
All secondary connections shall be brought out to terminal blocks
where wye or delta connection will be made.
Facilities for easy shorting and grounding the terminals shall be
provided at the terminal block.
14 Voltage Transformer
The voltage transformers shall be of cast resin insulated type.
The voltage transformers shall be of drawout type and provided
with secondary fuses. High voltage winding of the VT shall be
protected by current limiting fuses.
The drawout mechanism shall disconnect the busbars and the
Voltage Transformer primary and secondary terminals shall get
earthed. The primary connection shall be fully disconnected
before the Voltage Transformer becomes accessible.
Fuse failure relay (97) shall be provided on the secondary side of
all voltage transformers to monitor failure of LV fuses. The relay
shall initiate alarm and block tripping etc. which will operate
correctly when voltage transformer fuse blows.
R, Y, B phase indication shall be provided in Bus PT panels.
15 Measuring Instruments
All meters shall be digital multifunctional type and shall
communicate with DCS on modbus.
Transducers, dual output type with auxiliary voltage 110V DC
shall be provided in incoming & outgoing feeders for the
measurement of various quantities as given in single line diagram
with the technical particulars as per listed
16 Relays
All protective relays (electromechanical / solid state / Numerical
type) shall be of drawout type, suitable for flush mounting and
fitted with dust tight covers. All relays shall have built-in testing
facilities. small auxiliary relays may be of non-drawout type and
mounted within the cubicle.
All trip/auxiliary measuring relays shall have built-in flags to
indicate relay operation. It shall be possible to reset the flag
without opening the relay case. Anti-fungus treatment shall be
provided for all relays.
Relays shall be rated for operation on 1A CT secondary current
as shown in single line diagram. Number and ratings of relay
contacts shall suit the job requirements.
The contractor shall furnish, install and coordinate all relays to
suit the requirements of protection interlock as broadly indicated
in the specification and drawings.
17 Push Buttons
All push buttons shall be heavy duty, spring return type suitable
for flush mounting on sheet steel cubicle doors.
The push buttons shall have two (2) Nos. `NO' and two (2) Nos.
`NC' contacts. The continuous current and breaking capacity of
the contacts shall be adequate for the duty involved with a
minimum of 10 A continuous current at 240 V AC or 110V DC
and a minimum of 10 A and 5 A breaking capacity at 240 V AC
and 110 V DC respectively.
Push button colours shall be as follows :

18 Control / Selector Switches
All control switches shall be rotary type having a cam operated
contact mechanism. Phosphor bronze contacts shall be used on
the control switches. Unless otherwise stated, circuit breaker
control switches shall be 3-position spring return to `neutral' from
both `ON' and `OFF' positions. They shall have `Pistol Grip'
handle. Number of ways, locking systems shall be so as to meet
control circuit requirements
Ammeter selector switches shall have make before break feature
on its contacts
The contacts shall be of silver plated, air break type. The
continuous current and breaking capacity of the contacts shall be
adequate for the duty involved.
Local / remote selector switches shall be provided for all breaker
panels.
19 Annunciator
8 window annunciator with push button and in-built hooter shall
be provided for all transformer feeder and 1250 A spare feeder.
20 Protections
GENERAL
All protective relays shall be static / electromechanical type /
Numerical relay as per single line diagram and switchboard
pattern, back connected, drawout type, suitable for flush
mounting and fitted with dust tight covers. A set of test block and
test switch for necessary secondary injection test shall be
included.
Relays shall be provided with hand reset / auto reset type
contacts and flag indicators. The flag indicators shall be suitable
for external hand resetting and mechanically interlocked to
prevent falling when relay is subjected to vibration.
The rating of auxiliary contacts shall not be less than 5 amp at
240 V AC and 2 amp for 110 V, DC.
One spare contact shall be provided in all relays. Additional
auxiliary relays, if required, for this purpose shall be provided by
the vendor.
All auxiliary relays, timers etc, required for completion of scheme
shall be included along with the protective relays.
21 SPECIFICATION FOR PROTECTIONS
Instantaneous over current relay - 50 with timer
This relay shall be three (3) pole type with three (3)
instantaneous over current units with timer
Over current relay - 51/50
This relay shall be of 3 pole type with three (3) IDMTL over
current units along with instantaneous high set unit.
Definite time earth fault relay - 50N
This relay shall be single pole earth fault relay with current setting
range of 10-40% and definite time unit continuously adjustable
between 0.1 to 1 second for outgoing feeders or 0.3 to 3 seconds
for incoming feeders as per requirement.
IDMTL Earth fault relay - 51N
This relay shall be of single pole inverse time over current relay.
Motor protection relay – 99
Motor protection relay shall have the following features.
a) The thermal characteristics of relay shall match motor thermal
withstand characteristics closely.
b) Instantaneous three phase over current protection for phase
faults.
c) Instantaneous phase to ground protection.
d) Instantaneous / time delay phase unbalance protection.
e) Definite minimum time lag type for motor stalling and
prolonged starting protection.
The bidder shall be fully responsible for the selection and co-
ordination of breaker trip and motor protection relay setting so as
to provide optimum protection and discrimination of various
circuits. Motor characteristics shall be furnished to the successful
Tenderer.
The motor protection relay shall be properly selected for each
individual motor, so that the relay matches with :
a. Motor starting time Vs. starting characteristics at 100% and at
minimum permissible voltage at start in the range of 75 - 85%
voltage depending on individual motor rating.
b. Motor thermal withstand capability (hot & cold) with adequate
margin between the relay operating time & withstand time of
motor.
c. Motor hot restart is permitted.
d. The relay shall also distinguish between starting & stalling
condition of the motor and where necessary provision of special
switch shall be made on the motor and protection scheme shall
be suitably co-ordinated to block thermal overload and locked
rotor unit operation during starting period by additional timer.
The motor protection relay shall have low transient over reach for
short circuit protection to avoid maloperation due to DC
component in motor starting current on all phases.
Under voltage relay - 27
Two stage under voltage relay with timer (0.5 to 5 seconds) shall
be provided in the bus PT circuit wherever shown in enclosed

Restricted Earth Fault (REF) Protection - 64 R
This relay shall be of single pole and protection shall be
circulating current principle. This shall have 10 - 40% of 1A
setting range and tuned to supply frequency and shall
reject other harmonics. Suitable stabilizing resistors shall be
provided to limit peak voltage.
For all O/G Auxiliary transformer feeders, self reset auxiliary
relays with hand reset flag indicator shall be provided for contact
multiplication of :
Transformer buchholtz alarm and trip contacts
Transformer winding temperature indicator alarm and trip
contacts
Transformer oil temperature indicator alarm and trip contacts.
Minimum oil level gauge contact multiplication
DC supply monitoring relay shall be provided for all DC incoming
supplies. The relay shall be voltage sensing type operating on
under voltage instantaneously and shall
have adjustable voltage setting range of 30-90%. DC supply shall
be monitored by 110 / 240V AC supply.
Apart from protection relays, each breaker shall be provided with
lockout (86), trip supervision (95) & trip annunciation (30) relays.
The lockout relay shall be hand reset type with flag indicators.
All protection / supervision / trip relays shall have minimum one
spare contact for DCS system
The contractor should provide necessary CTS & VTs of required
ratios, accuracy, burden etc. in consultation with owner in order
to have comprehensive protection system.
22 Painting
All metal surfaces shall be thoroughly cleaned, sand blasted,
pickled and degreased to remove mill scale, rust, grease and dirt.
After cleaning, the under surface shall be prepared by applying
two coats of high quality epoxy based primer. The under surface
shall be made free from all imperfections before undertaking the
finishing coat.
After preparation of the under surface, spray / powder painting
with two coats of final epoxy paint of approved shade shall be
applied. Colour shade of final paint shall be Siemens grey shade
no. RAL 7032 unless otherwise specified, for all panels.
The final thickness of paint film on steel shall not be less than
100 microns and shall not be greater than 150 microns.
23 Special Tools
The switchboard shall be supplied with a set of special tools
required for normal operation and maintenance. Adequate
numbers of removable levers for charging the spring in case of
emergency / testing shall be supplied.
24 TEST AND INSPECTION
The switchgear shall be completely assembled, wired, adjusted
and tested at the factory as per the relevant standards.
Routine Tests
Operation under simulated service condition to ensure accuracy
of wiring, correctness of control scheme and proper functioning of
the equipment.
All wiring and current carrying parts shall be given appropriate
high voltage test.
Primary current and voltage shall be applied to all instrument
transformers
Routine tests shall be carried out on all equipment such as circuit
breakers, instrument transformers, relays, meters, etc.
Type Tests
Type test certificates for the following tests conducted earlier on a
similar section of the bus assembly including circuit breaker in
service shall be furnished for approval of
Purchaser.
Impulse test.
Temperature rise test.
Short circuit test (including short time current tests and short
circuit making and breaking tests)
In case these type tests have not been conducted earlier, the
same shall have to be conducted by the Tenderer on a typical
section of the switchgear at no extra cost to the purchaser.
