Service Bulletins are advisory documents issued by a type certificate holder. They are NOT
issued or enforced by the FAA. Information contained in a Service Bulletin may or may not
be incorporated entirely at the customer’s discretion.
1. APPLICABILITY
This Service Bulletin applies to all model MA-3 float type aircraft carburetors manufactured
by Volare Carburetors, Precision Airmotive Corporation, Facet Aerospace Products
Company and Marvel-Schebler (Borg Warner) that incorporate accelerator pump plungers
identified as AV194-593 or 194-593. Such carburetors are referred to later in this Bulletin as
applicable carburetors.
2. REASON FOR PUBLICATION
Volare Carburetor LLC. Service Bulletin SB-13, titled “Accelerator Pump Plunger”, was
published on February 9, 2010. In the publication, field reports are cited that claim “low
accelerator pump output and weak acceleration in some engines equipped with MA-3
carburetors”. The publication then mentions that AVStar’s plungers differ from Volare
plungers, but never directly links AVStar’s plungers with those MA-3 carburetors cited for
weak acceleration performance.
AVStar Fuel Systems, Inc. has released this Service Bulletin to clarify that while it
fully supports any action or advice that enhances the safety of aircraft using the
applicable carburetors, the sole intent of Volare’s Service Bulletin SB-13 appears to
be to unfairly discredit AVStar’s plungers.
The dimensional differences cited have no relevance on the overall performance of
the accelerator pump system and the acceleration performance of the engine.
Further, satisfactory engine acceleration performance and plunger durability has
been more than adequately demonstrated by Lycoming since their adoption of
AVStar carburetor products for installation on new engines.
Another difference cited is the incorrect claim that the skirt spring is unplated.

AVStar’s FAA-PMA approved products are manufactured to withstand all applicable
environmental conditions. AVStar’s plunger assembly does NOT use a painted main
spring as used by Volare. Field experience gained over the overhaul of many
thousands of fuel systems has demonstrated the vulnerability of such paint to flake
and create dangerous contaminant.
AVSTAR FUEL SYSTEMS, INC. MANUFACTURES FAA-PMA APPROVED
ACCELERATOR PUMP PLUNGERS SPECIFICALLY FOR INSTALLATION IN THE
APPLICABLE CARBURETORS. FAA APPROVAL OF THESE PLUNGERS UNDER FAR
21.303 (BY TEST AND COMPUTATION) WAS GRANTED ONLY AFTER VALIDATION
THAT THE PARTS MEET OR EXCEED THE FORM, FIT AND FUNCTIONAL
CHARACTERISTICS OF THE ORIGINAL EQUIPMENT MANUFACTURER’S PARTS.
INSTALLATION OF THESE PLUNGERS DURING THE OVERHAUL OR REPAIR OF AN
APPLICABLE CARBURETOR MEETS ALL FAA REQUIREMENTS.
3. COMPLIANCE
The use of AVStar’s FAA-PMA approved accelerator pump plungers, or any other AVStar
FAA-PMA replacement part in applicable carburetors is in full compliance with all applicable
FAA regulations.
