English Medium – Uttar Pradesh Budget 2022-23 Important Points


• Uttar Pradesh Finance Minister Suresh Kumar Khanna has presented the biggest ever budget of the state (Rs
6,15,518.97 crore) on 26 May 2022.
• Budget 2022-23 is the first budget of the Yogi Adityanath government of Uttar Pradesh in its second term.
• Finance Minister Suresh Kumar Khanna has presented the budget for the fifth time so far by combining both the tenures
of Yogi Adityanath.
• New schemes worth Rs 39,181.10 crore have been launched in the Uttar Pradesh Budget 2022-23.
• The total receipts are estimated at Rs.590951.71 crore. The total receipts include revenue receipts of Rs.499212.71
crore and capital receipts of Rs.91,739 crore.
• The share of tax revenue in revenue receipts has been Rs 3,67,153.76 crore. Of this, the state's own tax revenue of Rs
2,20,655 crore and the share of Uttar Pradesh in central taxes was Rs 1,46,498.76 crore.
• The fiscal deficit for 2022-23 is Rs 81177.97 crore (3.96% of GSDP). In 2021-22, as per the Revised Estimates, the fiscal
deficit is expected to be 4.27% of the GSDP, which is higher than the budgeted estimate of 4.17% of the GSDP.
• Revenue surplus for 2022-23 is estimated to be Rs 43,123.65 crore (2.11% of the GSDP). In 2021-22, the state is
estimated to observe a revenue surplus of 1.26% of GSDP, higher than the budget estimate of 1.07% of GSDP.
• Out of 130 proposals in BJP's election manifesto, 97 have been focused in this first budget itself and a provision of Rs
54,883 crore has been made for it.
• A total expenditure of Rs.6,15,518.97 crore is estimated in the financial year 2022-23. Out of which Rs 4,56,089.06 crore
is expenditure on Revenue Account, and Rs 159429.92 crore is expenditure on Capital Account.
• A 'Bhamashah Bhava Stability Fund' has been set up in the budget to provide relief to farmers in the form of minimum
support prices for perishable crop items like potatoes, tomatoes and onions.
• A provision of Rs 100 crore has been made for the 'Maha Kumbh' to be held in Prayagraj in 2025. It is proposed to
install 15,000 solar pumps in 2022-2023.
• The target of revenue collection from State Goods and Services Tax and Value Added Tax has been fixed at Rs 1,24,477
crore.
• The total amount authorized by the Uttar Pradesh Legislature for the Contingency Fund in the Budget 2022-23 is Rs
600 crore.
• The Central government enhanced the Contingency Fund of India from Rs 500 crore to Rs 30,000 crore through the
Finance Bill 2021.
• The main budgetary indicators of the state's committed expenditure in the budget 2022-23 are budget estimates of
Rs.153569.66 crore for salaries. The budget is estimated at Rs 77077.75 crore for pension and Rs 45987.46 crore for
interest.
• The Gross State Domestic Product (GSDP) of Uttar Pradesh for Budget 2022-23 (at current prices) is projected to be Rs
20,48,234 crore, a growth of 17.1% over the revised estimate of GSDP for 2021-22 (Rs 17,49,469 crore).

Important facts related to Uttar Pradesh Budget 2022-23

• The state ranks first in the country in payment of sugarcane procurements.


• Uttar Pradesh ranks first in the country in terms of implementation of Pradhanmantri Kisan Samman Nidhi by providing
annual financial assistance of Rs.6000 to 2.55 crore farmers of the state.
• Uttar Pradesh has become the first state in the country to have 5 express ways.
• With the existing international airports at Lucknow and Varanasi and the new international airport inaugurated at
Kushinagar, as well as the Noida Green Field International Airport at Jewar and Maryada Purushottam Shri Ram
International Airport (under construction) at Ayodhya, Uttar Pradesh will soon become the first state in the country to have
5 international airports.
• Uttar Pradesh ranks second in India in terms Ease of Doing Business index (released in September 2020).
• Under the Pradhan Mantri Ujjwala Yojana, Uttar Pradesh became the first state in India to provide free gas connections to
1.67 crore women.
• Uttar Pradesh ranks first India by constructing 2 crore 61 lakh individual toilets under Swachh Bharat Mission.
• To check terrorist activities, the establishment of ATS Center Deoband is in progress, which will be completed soon and such
ATS centers will be constructed in Meerut, Bahraich, Kanpur, Azamgarh and Rampur districts of Uttar Pradesh.
• Uttar Pradesh is the state with the highest human wealth in the country.
• It was announced that Uttar Pradesh government is working with the goal of developing the state into a $1 trillion economy
by 2027.
• Pradhan Mantri Kisan Samman Nidhi Yojana is operational in the state from December, 2018.
• Mukhyamantri Krishak Accident Kalyan Yojana has been implemented in the state since 14th September, 2019.
• Under the Pradhan Mantri Kisan Urja Suraksha and Utthan Mahabhiyan Yojana, solar pumps are being installed in the
fields of the farmers. 15,000 solar pumps will be installed in the financial year 2022-2023.
• A provision of Rs 1000 crore is proposed for the Chief Minister's Minor Irrigation Scheme.
• In order to enhance the security of women and girls in the state, “Women Help Desk” has been established at all 1535
police stations of all the districts of the state by designating women as beat constables.
• To ensure maximum participation of women, 03 Women PAC Battalions are being established in Lucknow, Gorakhpur and
Badaun.
• “Uttar Pradesh Mukhyamantri Bal Seva Yojana” is being operated for the provision of maintenance, education, medical etc.
of the orphaned children due to Covid-19 infection. Under the scheme, financial assistance of Rs.4000 per month has been
provided to the eligible children.
• 'Uttar Pradesh Mukhyamantri Bal Seva Yojana (General)' is being operated for the provision of maintenance, education,
medical etc. of children who have lost either their mother - father or both / guardian due to reasons other than Covid-19
infection. Under this scheme, financial assistance of Rs 2500 per month is being provided to the eligible beneficiaries.
• The objective of the Naya Savera program is to completely eliminate child labor from our society.
• A provision of Rs.95 crore is proposed for land purchase for the establishment of International Cricket Stadium in Varanasi
district.
• The foundation stone of Major Dhyanchand Sports University in Meerut district was laid by Hon'ble Prime Minister on
January 02, 2022 for the development of sports and to prepare players of excellent quality.
• The unemployment rate in Uttar Pradesh was 18 percent in June, 2016, while it has come down to 2.9 percent in April, 2022.
• Under MNREGA scheme, 26 crore man-days were created in the financial year 2021-22, against which a target has been set
to generate 32 crore man-days under MNREGA scheme in the financial year 2022-23.
• Under the Nirashrit Mahila Pension Scheme, the amount of pension payable to the eligible beneficiaries has been
increased from Rs 500 per month to Rs 1000 per month.
• In 18 divisions of the state, an Atal residential schools is being established in every division.
• “Uttar Pradesh Kamgar Aur Shramik (Sevayojan and Employment) Commission” has been constituted since June 2020 to
achieve the objective of social and economic security and all-round development of workers in a systematic manner.

• To make the urban street vendors self-reliant, Uttar Pradesh has been ranked first in the country in terms of disbursing
loans to more than 08 lakh street vendors under the Prime Minister's Street Vendors Aatmnirbhar Fund Scheme.
• 19 Model Street Vending Zones are being developed in 10 cities of the state.
• Ayushman cards have been distributed to 1.84 crore persons in Uttar Pradesh so far.
• At present 65 medical colleges are open in the state, out of which 35 are run by the state government and 30 are run by the
private sector. At present 45 districts are covered with the facility of medical colleges and in 14 districts, state
government/central government funded medical colleges are under construction.
• Apart from this, 02 AIIMS (Gorakhpur and Rae Bareli), IMS BHU, Varanasi and Jawaharlal Nehru Medical College Aligarh are
operating in the state.
• The "Uttar Pradesh Civil Aviation Promotion Policy" has been promulgated by the state government since 2017, in which
arrangements have been made to provide incentives for other flights along with the regional connectivity scheme.
• According to Lok Kalyan Sankalp Patra-2022, Jewar Airport is to be developed as an Aviation Innovation and Research
Center with a Maintenance and Operation Hub.
• An ambitious scheme "Revamped Distribution Sector Scheme" is being started with the help of Government of India at a cost
of Rs. 31000 crore for the reforms in electric distribution sector. It will be completed within 3 years.
• Under Babu Ji Kalyan Singh Gram Unnati Yojana, solar street lights will be installed on the roads of all the villages of the
state.
• Notification has been issued on February 2020 to provide 50 percent exemption in land use change fee to private logistics
parks and logistics units as defined in the Uttar Pradesh Warehousing and Logistics Policy, 2018 and 25 percent exemption
in the development charges applicable in the master plan area of development authorities. With the said decision,
investment in logistics park and warehousing will get a boost in the state.
• In the Swachh Survekshan, 2021, 18 urban local bodies of the state were awarded in different categories.
• A provision of Rs.2000 crore is proposed for 10 cities selected under Central Smart City Project and Rs.210 crore for 7
selected cities under State Smart City. Under the Smart City Mission scheme, out of the first 20 cities of the country, 5 cities
of the state are included.
• Uttar Pradesh has got the first place in innovative experiments and better implementation of projects in 2021 under smart
city scheme.
• The target is set to achieve the growth rate of 5.1 percent in the agriculture sector.
• Twenty Krishi Vigyan Kendras have been established and made functional in the state.
• By 2030, the target is to make the state free from foot and mouth disease (FMD) is cattles.
• The Pradhan Mantri Matsya Sampada Yojana is being operated from the year 2020 to 2025 to increase the production
and productivity of fish in the state.
• Nishadraj Boat Subsidy Scheme has been proposed to assist fishermen and fishermen of Gram Sabha ponds to purchase
boats.
• Uttar Pradesh Food Processing Industries Policy-2017 has been implemented for setting up of small scale food processing
industries.
• Under the Uttar Pradesh Data Center Policy-2021, a target has been set to develop a data center industry of 250 MW with
the establishment of 03 data center parks with an investment of Rs 20,000 crore.
• The foundation stone has been laid for Maa Shakumbhari University- Saharanpur, Maharaja Suheldev State University-
Azamgarh and Raja Mahendra Pratap Singh State University- Aligarh, three new state universities in the state.
• Sant Ravidas Museum and Cultural Center and Sant Kabir Museum will be established will be established in Varanasi.
• Under the Uttar Pradesh Tourism Policy-2018, an investment of Rs.6931.81 crore is estimated in the state.
• A total of 10 crore 01 lakh tourists visited Uttar Pradesh in the year 2021, out of which the number of Indian tourists is 10
crore and the number of foreign tourists is 01 lakh.
• Dev-Deepawali, Mahashivratri, Balloon Festival in Varanasi, Grand festival of colors in Barsana, Drone and laser
show on Azadi Ka Amrit Mahotsav was organized at Lucknow-Residency.
• At present, the forest cover and tree cover in Uttar Pradesh is 9.23 percent of the geographical area of the state, which is
targeted to be increased to 15 percent by the year 2030. A target of planting 35 crore saplings has been set for tree
plantation in the rainy season-2022.
• For the first time, "Aapda Prahari" app has been developed (launched in July 2020) with the objective of providing an
online platform to the public to register the damage caused by the disaster and to make the disaster relief schemes of the
government easily accessible to the general public.
• 523 crore 34 lakh is proposed to be implemented in Lucknow, Gautam Budh Nagar, Agra, Varanasi, Gorakhpur, Prayagraj for
the safety of women under the Safe City scheme.
