2. Obligation
The Contractor shall be responsible for procurement, installation, testing, commissioning and operation
to meet all the performance requirements in this scope.
The Contractor is without exception, wholly responsible for providing all labors, the equipment and
materials mentioned in the following sections as well as test equipment and resource necessary to meeting
the KJO’s requirements and ensure the successful implementation of the project.
The design, material, and workmanship employed throughout the equipment supplied shall be of high
quality and shall conform to modern industry practice. Adequate margins shall be observed in the
designing of all links to ensure reliable operation across all specified environmental ranges and power
fluctuations.
The Contractor shall be wholly responsible for obtaining necessary permissions and/or licenses of
communication apparatus, in-land transportation and importation (including payment of import duties and
registration fees) of any and all materials and equipment into the Kingdom of Saudi Arabia.
All equipment and material used in the network and services referred in the Scope of Work shall be a
field-proven equipment for oil and gas industry. The Contractor shall submit a certificate or any support
document from the Manufacturer/Vendor in order to prove that the proposed equipment and system had
been used successfully in the field of oil and gas industry for the last Five (5) years.
The proposed equipment shall be new, best quality, designed, treated and finished so as to achieve during
the contract period operating life in the conditions in which it will operate. Spare parts and maintenance
service shall be available for that period too. As for the principle of newly purchasing materials, the reuse
of all materials that was procured and used by this contract shall be exempted.
All of licenses (equipment and frequencies), software/hardware and its costs related to this lease service
contract shall be included in the proposed unit price, and Contractor shall update for related software if
necessary without additional cost.

3. Project Summary
3.1 General
KJO, referred to as “Company,” is considering wireless solution to provide high speed data
communication to the marine vessels at the Company offshore/onshore operation facility/area by way
of data radio transceiver on SHF and 5GHz, and a back-up KU band VSAT service. The solution
shall be capable of operating in full mesh, point-to-multi point (PMP) and/or point-to-point (PTP)
data link from the required Rigs and marine vessels to the access points (AP/BS). This deals with the
technical specifications & service requirements concerning the Offshore Broadband, VSAT Data
Communication (hereinafter called “OBVDC”) to be introduced in this service contract.
Major equipment to be used in the service is acceptable only product that has been fully developed,
state-of-the-art, fit-for-purpose and manufactured within the last two years. The installation of used
equipment is not acceptable by the Company. Also, the Contractor shall submit the supply record for
the proposed or similar data radio equipment and antenna systems that had been supplied to Kingdom
of Saudi Arabia in the past.

Unless otherwise specified in this technical specification, the Data Radio system shall have full
compliance with the international standards, not only ITU. Also, the unit in this technical specification
shall be applied the metric system.
The Contractor shall, at his own cost and responsibility, carry out the necessary site survey for the
confirmation/verification of locations and interface conditions and proper communication coverage
and link quality to which the OBVDC system/services shall be deployed. However, the necessary site
survey shall be completed within four (4) weeks from the Service Commencement Date. The item
of site survey and verification of all the installation sites shall include, but not limited to the following;
● Power availability
● GPS coordinates
● Speed of UT
● Maximum pitch and yaw of UT.
The Contractor shall perform the detailed “System Design/Service Proposal” in accordance with the
basic outline/requirement, and the proposal shall include, but not limited to the following;
The network design and RF plan for the proposal of wireless network design must be certified by the
manufacturer of the radio system.
The Contractor shall submit such final design/proposal to the Company within eight (8) weeks from
the Service Commencement Date and the Contractor must obtain “Approval” from the Company
before purchasing major communication equipment.
However, if such site survey could not be executed by unavoidable reasons i.e. bad weather condition
and etc., such days shall be added to the above-mentioned period by approval of the Company.
The Company shall examine the proposal and the result will be officially notified to the Contractor as
“Approved or Disapproved” within one (1) week from the received date.
As for the network, the closed circuit of “First Ethernet” shall be provided with RJ-45 socket on TN
communication equipment, and the details are the following. However necessary interfaces and/or cables
for connectivity shall be provided by the contractor, such as media converter, FOC Patch Cord, Power
extension, UTP cable and etc.
The expected overall BS/AP system consists of a number of sub-systems/components that shall include
but not limited to the following;
● One (1) dedicated Ethernet port on TN shall be provided by the Company at office park
communication room at ground floor.
● The arrangements/setup of connection between TN port and the top floor shall be Contractor's
responsibility. However, the Company shall provide necessary information for such work as
much as possible to the Contractor who is able to use available cable duct and tray or existing
communication spare cables.
● The Contractor shall install necessary cabinet and Router, Ethernet switch for access terminals
inside nearest Telecom Room in the top floor of Office Park Building.
● Ethernet switch and access terminal and 2KVA UPS with management card shall be installed
at the top floor of Office Park Building by the contractor. The primary power source of this
facility will be AC240V, 60Hz.

● One (1) dedicated Ethernet port on TN shall be provided by the Company at ISCC rack room.
● Dedicated two (2) cores SM FOC are available between ISCC and Logistics Building rack
room.
● Dedicated two (2) cores MM FOC are available between ISCC building and south jetty logistics
building A/C room.
● The Contractor shall install a rack mount type of “FOC Media converter” on an existing 19”
rack at ISCC rack room. As for the media converter, UPS power of AC240V is available.
● Router and Ethernet switch, access terminal and 2KVA UPS with management card shall be
installed at AC room in Logistic building by the Contractor. The primary power source of this
facility will be AC240V, 60Hz.
● One Ethernet port on TN shall be provided by the Company at CCR rack room
● Dedicated two (2) cores SM FOC are available between CCR, PMCR, Loading Dock and Valve
Station rack room
● The Contractor shall provide and install a rack mount type of “FOC Media converter” on an
existing 19” rack at CCR. Media converter power source can be connected to the existing UPS
power supply with rating of AC240V at CCR rack room.
● The Contractor shall install a rack mount type of “FOC Media converter”, Router, and Ethernet
switch in 19” rack/cabinet at Valve Station rack room. Media converter, Router, Ethernet
switch and access terminals and2KVA UPS with management card shall be installed by the
Contractor.
● One (1) dedicated Ethernet port on TN shall be provided by the Company at Y2B rack room.
● The Contractor shall provide and install necessary Ethernet switch for access terminals.
● Power sources for Router, Ethernet switch, access terminals and UPS shall be taken from the
existing AC120V at Y2B rack room. However, the power supply components to be installed in
consideration of the future change of primary voltage shall have the automatic function for up
to 240V.
● One (1) dedicated Ethernet port on TN shall be provided by the Company at OCP rack room.
● The Contractor shall provide and install necessary Ethernet switch for access terminals on an
existing universal 19” rack at OCP rack room.
● Power sources for Router, Ethernet switch, access terminals and UPS shall be taken from
existing AC240V at OCP rack room.
● One (1) dedicated Ethernet port on TN shall be provided by the Company at Y3 rack room.
● The Contractor shall provide and install necessary Ethernet switch for access terminals.
● Power sources for Router, Ethernet switch, access terminals and UPS shall be taken from the
existing AC120V at Y3 rack room. However, the power supply components to be installed in
consideration of the future change of primary voltage shall have the automatic function for up
to 240V.
One (1) dedicated Ethernet port on TN shall be provided by the Company at Y4 rack room.
The Contractor shall provide and install necessary Ethernet switch for access terminals.

● Power sources for Router, Ethernet switch, access terminals and UPS shall be taken from the
existing AC120V at Y3 rack room. However, the power supply components to be installed in
consideration of the future change of primary voltage shall have the automatic function for up
to 240V.
● One (1) dedicated Ethernet port on TN shall be provided by the Company at DC1 rack room.
● The Company shall arrange “10U space on the existing 19” universal rack” for the installation
of gateways.
● The Contractor shall provide and install necessary gateway/router to make a bridge between
“dedicated Ethernet” and “Company-LAN”. However, to secure the communication between
dedicated circuit and Company-LAN (integration), ITD confers with the contractor and does
the setting necessary for the existing Company-LAN.
● Gateway equipment shall be installed in the existing 19” universal rack with UPS power of
AC240V at DC1 rack room.
● To secure the seamless communication, the gateway unit shall be installed in a redundant set-
up by two (2) sets, and Contractor shall take enough Network-Security-Precaution in the
gateway on two sets of networks that shall be accepted by Company.
● Ku-band VSAT Earth station shall be installed on top of ITD building, including the Dish
Antenna foundation (refer VSAT Details in Section 8.3).
● VSAT Hub shall be accommodated in the universal rack (refer VSAT Details in Section 8.3).
● Design and implementation of VSAT package must conform with Saudi Aramco latest
standard, SAES-T-494.
7. System Specifications
The Contractor shall design an Industrial Wireless Network capable of supporting the delivery of
operational requirements of Company and in accordance with the service levels set out in this document.
The network design shall encompass with all elements of the required services and cover active network
elements as well as the underlying infrastructure.
In creating the nominal radio and transmission plans, the Contractor shall supply and use proper mapping
and clutter data appropriate for the environment being planned.
The Contractor shall design and implement the network to provide a minimum overall availability figure
of 99.8%. Availability shall mean the aggregate period of time during a month that the Company network
is available to carry the required services.
The design, material, and workmanship employed throughout the equipment supplied shall be of high
quality and shall conform to modern industry practice. Adequate margins shall be observed in the rating
of all components and devices to ensure reliable operation across all specified environmental ranges and
power fluctuations.
The Contractor shall provide MTBF (Mean Time Between Failures) values along with supporting
documentation for all radio equipment that would be supplied in this project. The MTBF for one radio
terminal shall equal or exceed 50,000 hours.
The Contractor shall have documented reliability and quality design policies, and documentation, which
demonstrate the implementation of these policies in the design, analysis, test and manufacture of the radio

system. The manufacturer of designed/proposed radio system has to be certified for ISO9001 and/or
ISO9002.
The following critical features of the industrial wireless system shall be considered.
(2) Real-time self-balance of bandwidth between UL and DL i.e. rate of transfer of data in UL and
DL shall be dynamically setup based on actual need. Contractor must show how this is achieved in
its radio system
(3) Capability to handle large and small packets with no effect on throughput and latency.
(4) All the radio data transmission through the network shall be secure using IP based encryption
meeting AES 256-bit protection requirements. The encryption system shall be fully integrated
into the radio modem and protect all communications over the radio links end-to-end.
(5) Higher throughput, higher packets per second transmission, lower latency, NLOS coverage: all
allowing for smaller antennas and lower towers and masts.
(6) Fully outdoor auto-acquire/mechanical steering/plug and play mobile terminal with a variety of
antenna options and support for GPS based tracking.
7.1 Concept of 6-Sector Fixed Mesh Point (FMP) / Base Station (BS)
FMP (or BS) shall form together a self-forming and self-healing Mesh network.
Each FMP (or BS) shall include 6 Sectorial antennas or more arranged in a cellular fashion, each covering
60 degrees, with overlapping beams, while guaranteeing less than 3dB loss at the edges of each 60° sector,
to give optimum coverage so that remote sites (rigs/vessels) can access Company systems and services
such as VoIP telephony, CCTV, internet browsing...etc.
In this Fixed Mesh network each node is automatically empowered to become a point of connection to the
network for every new unit.
Logical diagram of a single FMP is presented below. Assuming a Sectorial beam width of 60°, 6 sectors
will provide 360° coverage around FMP/BS. Such location of FMP/BS shall be GS-OCP, Y2B, Y-3, Y-
4, H-32and Valve Station.

The FMP / BS multi-sector radios shall form the backhaul network and should have following
fundamental characteristics:
7.2.01 The backhaul radio technology should be based on industrial standards for outdoor operations. It
shall operate in unlicensed 5 GHz frequency bands, and occupy channel spectrum widths up-to
40 MHz, so that to support required bandwidth.
7.2.02 FMPs / BS shall be connected to each other (meshed to each other) on 5 GHz frequency bands (or
paths) simultaneously. The best frequency path shall be selected in real-time based on link
performance (SNR, Throughput and Interference). No packet loss shall be observed during the
switching from one frequency path to another.
7.2.03 The backhaul radio technology should comply with industrial 802.11ac and 802.11n and 802.11
a/b/g standards.
7.2.04 The 6 (or more) sectors’ radios of a given FMP / BS shall be meshed to each other and not set-up
as separate Wi-Fi access points. This will allow for Mobile Terminals to more quickly and
seamlessly handover from one sector to another without losing any packet.
7.2.05 For space restriction on platforms a form-factor, size and weight optimization purpose, each two
60° sectors shall be embedded into a unique antenna enclosure: the same antenna enclosure shall
include two 5GHz 60° sectors. The antenna enclosure will them provide 120° sector on 5GHz.
This way, 3 light-weight antenna enclosures shall then cover the whole 360° azimuths through
six 60° sectors at 5GHz.
7.2.06 NLOS and Robustness against radio signal fading in sea water: radios must be able to connect in
Sea conditions and operate in near or non-line of sight. This also will allow avoiding tall antenna

masts. Particularly advanced techniques against signal fading in sea water shall be required, on
both DOWNLINK & UPLINK. Specifically, products shall include frequency diversity or special
diversity, or both. Products must also support Space Time Block Coding (STBC).
7.2.07 In Contractor’s high-level design, which would be submitted with the detailed design proposal, the
Contractor must explain how the radio system challenges specific nature effects to offshore
wireless networks. These include reflection, inversion, scattering and ducting.
7.2.08 FMPs / BSs must have link configuration and management features to support automatic
configuration, registration and hand-off of Mobile Terminals which would be installed on Vessels
and Rigs.
7.2.10 Simultaneous association to multiple FMPs / BSs: every FMP / BS shall simultaneously associate
/ connect to every FMP / BS within its coverage, on 5GHz, also simultaneously.
7.2.11 Each FMP / BS shall also be able to connect through an Ethernet cable to a VSAT terminal for
backhauling. It shall be able to optimize the usage of VSAT by only switching to it when there is no
broadband connectivity is found. It shall also allow the operator to control the switching criteria to VSAT
so that optimize the connectivity cost. The switching criteria shall be based on broadband link availability
metrics, on GPS coordinates, and based on amount of VSAT bandwidth already consumed.
7.2.12 Each FMP / BS shall also be able to connect through an Ethernet cable to a motorized self-pointing
high gain dish (at least 34 dB gain) Wi-Fi antenna and router. It shall be able to automatically switch to
the motorized dish link when no broadband connectivity is found, or when the link performance falls
below a user defined threshold. It shall also allow the operator to control the switching criteria through a
user-friendly GUI. The switching criteria shall be based on broadband link availability metrics (SNR,
RSSI, throughput, latency…), and also on GPS coordinates of the target user terminal to connect to.
7.2.13 Link Stickiness: if the wireless link is lost, the remote terminal should continue to monitor the same
RF channel for an opportunity to re-establish a link with the same sector controller (‘Link Stickiness’)
7.2.14 Network Topology: for GPS based tracking of mobile terminals, sectors must have a way to
maintain a network topology list, which would be downloaded to remote terminals at registration to make
them aware of the sector locations.
7.2.15 Radio system must support real-time self-balance of bandwidth between UL and DL i.e. rate of
transfer of data in UL and DL shall be dynamically setup based on actual need. The Contractor must show
how this is achieved in its radio system
7.2.16 Support for small channel sizes for increased sensitivity and long range is desired (Software
configurable).
7.2.18 Modulation shall be from BPSK to 256 QAM (7/8) on both directions i.e. DOWNLINK & UPLINK
The Contractor shall provide and install a plug-ready network access to rigs operating nomadically
anywhere in a wireless coverage area, provided by multi-sector mesh-points / BSs in previous section.
The terminal should be a high-performance wireless unit that mounts easily on a rig platform and provides
touch-less antenna alignment and network connection.

Rig has estimated height of 30m above sea level, and the Rig terminal/s can go as far as 40 Km towards
Hout oil field, and normally in the range of 20-25 Km from GS. With respect to large barge, the required
communication range is assumed to be a possible physical maximum distance considering the antenna
height restrictions, location environment. Barges are normally in the range of 15-20 KM from G-STN
7.4 Concept of Smart Self-Aligning Directional Antenna for User Terminals (Medium,
and Small Size Vessels)
The Contractor shall provide and install a plug-ready network access to mobile vessels operating
anywhere in a wireless coverage area, provided by Smart Self-Aligning Directional Antenna. The
terminal should be a high-performance wireless unit that mounts easily on a vessel and provides touch-
less directional self-aligning movement antenna and network connection. Height at which the antenna
will be mounted will vary from 5m to 15m depending on the type of vessel.
7.5.02 User terminals and FMPs / BS shall be connected to each other (meshed to each other) on 5 GHz
frequency band (or paths) simultaneously, 2 simultaneous beams shall be continuously
operational. The best frequency path shall be selected in real-time based on link performance
(SNR, Throughput and Interference). No packet loss shall be observed during the switching from
one frequency path to another.
7.5.03 The antenna radio technology should comply with industrial 802.11ac and 802.11n and 802.11
a/b/g standards.
7.4.04 The 5GHz beams of the smart antenna shall be meshed to each other and not set-up as separate
Wi-Fi access points. This will allow for Mobile User Terminals to more quickly and seamlessly
handover from one frequency to another without losing any packet.
7.4.06 The vertical beam width of such smart antenna shall be superior to 20° (while no more than 3dB
are lost at beam edges) so that to guarantee robustness against rough sea movements of the small
vessels and barges.
7.4.07 Smart antennas for small, and medium size vessels shall carry direction switching electronically
and not mechanically, so that to guarantee that continuous antenna movement due to rough sea
doesn’t affect links performances.
7.4.08 NLOS and Robustness against radio signal fading in sea water: smart antenna radios must be able
to connect in Sea conditions and operate in near or non-line of sight. This also will allow avoiding
tall masts. Particularly advanced techniques against signal fading in sea water shall be supported,
on both DOWNLINK & UPLINK. Specifically, products shall include frequency diversity or
spacial diversity, or both. Products must also support Space Time Block Coding (STBC).
7.4.09 Simultaneous association to multiple FMPs /BS or Mobile User Terminals: every Mobile User
Terminal shall simultaneously associate / connect to every FMP / BS or mobile user terminal
within its coverage. The best path to transmit data shall be selected in real-time based on link
performance (SNR, Throughput and Interference).
7.4.11 Each Mobile Terminal radio shall also be able to connect to a VSAT terminal for backhauling. It
shall be able to optimize the usage of VSAT data by only switching to it when no broadband connectivity
is found. It shall also allow the operator to control the switching criteria to VSAT so that to optimize the
connectivity cost. The switching criteria shall be based on broadband link availability metrics, on GPS
coordinates, and based on the amount of VSAT bandwidth already consumed.

7.4.12 In addition to connecting through Broadband to neighboring fixed and mobile stations, each Mobile
Terminal radio shall also be able to connect to a remote motorized self-pointing high gain dish (at least 34
dB gain) Wi-Fi antenna installed on a given fixed site within its coverage. While connecting to the latter,
it shall also be able to connect through Broadband to any mobile or fixed station within its coverage area,
so that to extend the overall network coverage.
The Contractor shall complete the installation of following systems within four (4) months from the
date of final design approval as mentioned above under Section 5.2. Moreover, any new package
installation during the leasing period shall be completed within four (4) months from the date of the
service order issued by the Company. When the installation is completed, the Contractor and company
shall conduct acceptance test, and company shall issue an acceptance certificate when the test of all listed
site had been successfully completed, the payment of the lease & maintenance charges shall be calculated
by pro-rata from the date of such acceptance.
The expected service areas are described in attachment to this scope of service.
All the installations shall be completed with approved design and method as per above time
durations.
The recommended location for Access Point/Base Station (AP/BS) shall include but not limited
to the following;
The sector antenna shall be installed at top floor of Office Park Building. The height of top floor will be
43 m above sea level. This access point shall be configured as mesh for medium range or long range
communications to marine vessels. This FMP /BS is mutually operated with Valve Station for the purpose
of the backup.
• Expected data speed on the air: 100Mbps within radius 5km (the best effort)
• Network connection: 10/100 Ethernet
• Remote management function: Ready

• Supply and installation of one (1) set of 12 ports PoE Ethernet switch

A sector antenna shall be installed at appropriate position of South Jetty Logistic Building roof top. The
height of roof top will be 15m above ground. This FMP / BS shall be configured as mesh for short range
communications to marine vessels in Khafji Port area.
● Type of antenna shall be “high gain (at least 8 dB) 180° sector type directional antenna”.
● Coverage area shall be “Inside of Khafji Port” as shown in the attachment.
● The detail of radio equipment shall be the following.
• Data speed on the air: 100Mbps within radius 500m (the best effort)
• Network connection: 10/100 Ethernet
• Remote management function: Ready
● The primary source power will be AC 240V, 60Hz
●The listed items for network connection shall be included but not limited to;
• Supply and installation of one (1) set of 12 ports PoE Ethernet switch
• Supply and installation of one (1) set of 12 ports Router
• FOC/Ethernet patch cables and necessary cabling installations work (100m or less)
The multi-sector antenna shall be installed on the existing navigation signal tower in Valve Station. The
height of the tower will be 13 m above sea level. This access point shall be configured as mesh for link to
marine vessels. This mesh point is mutually operated with Office Park Building AP/BS for the purpose of
the backup.
• Expected data speed on the air: 100Mbps within radius 5km (the best effort)
• Network connection: 10/100 Ethernet
• Remote management function: Ready
● The primary source power will be AC 240V, 60Hz
●The listed items for network connection shall be included but not limited to;
• Supply and installation of one (1) set of 12 ports PoE Ethernet switch
• Supply and installation of one (1) set of 12 ports Router
• FOC/Ethernet patch cables and necessary cabling installations work (100m or less)
The multi-sector antenna shall be installed on the on the top-deck of Flow Station Y2B. The height of top
deck will be 20 m above sea level. This FMP / BS shall be configured as mesh for link to marine vessels.
This mesh point is mutually operated with Gathering Station for the purpose of the backup.

• Network connection: 10/100 Ethernet
• Remote management function: Ready

The fixed type of beam antenna and multi-sector antenna shall be installed on the existing antenna tower
at top floor of OCP. The height of tower is 40 m above sea level. This FMP / BS shall be configured as
mesh for medium range and long-range communications to marine vessels. This access point is mutually
operated with flow station Y2B for the purpose of the backup.

The fixed type of beam antenna and multi-sector antenna shall be installed at top deck of Flow Station
Y4. The height of top deck will be 16 m above sea level. This mesh point shall be configured and used as
mesh. This mesh point is mutually operated with flow station Y3 for the purpose of the backup.
The fixed type of beam antenna shall be kept as a spare for KJO backhaul link requirement to cover 40
KM considering 20-meter height at both sides.

The following table shows company proposed locations of AP/BP that was described in Article 8.1
and the required coverage respectively according to the above mentioned locations. However, final
configuration and set-up/installation shall be made based on Contractor site survey and Approved
System Design Proposal.

The satellite network shall include a Ku-band hub VSAT Earth station at the Company onshore.
The hub station shall have the control and monitoring functions for the network. The hub shall be
proposed with redundancy of critical components as required to meet 99.9% availability of the
network.
The Ku-band hub station shall support both the star and full mesh with the capability of shared 2,
4, 6, 8, or10 Mb single frequency-TDMA connectivity on demand based on company
requirements within the VSAT network. The hub station antenna and RF sizing shall be sufficient
to support 100% of the full network traffic with 100% expansion capability without change to the
antenna, RF and IF subsystems. The Ku-band antenna shall be 2.4m or smaller. Expansion shall
be supported through the simple addition of channel expansion components in wired and reserved
expansion space within the equipment cabinets.
The design and implementation VSAT Hub must conform with the latest Saudi Aramco standard,
SAES-T-494.
Shipboard VSAT communications shall be required while the ship is in motion at sea. Gyro-
stabilized antenna systems shall be required, utilizing the smallest possible antenna aperture, not
to exceed 1.2m, for rigs and barges, and not to exceed 60 cm form medium and small size vessels
and as appropriate to vessel size, height, supporting the mesh communications requirement. The
antenna systems shall be gyro-stabilized and shall maintain pointing accuracy on the satellite
within the requirements of the ITU for off-axis EIRP density. The antenna system shall
automatically acquire and lock on the satellite and communications shall be initialized with a
minimum of operator action. The shipboard stabilized VSAT shall act as a back-up for the
broadband wireless system.
Packaging - The stabilized antenna system shall include a protective dome with air conditioning
to maintain the operating temperature range for the antenna and RF equipment. The indoor
equipment to include the satellite modem, VoIP equipment, antenna controller, etc. shall be
mounted in a shock absorbing transit case for operation.
The following table shows the predicted/not confirmed locations of the VT installation that shall be
implemented at the commencement of this contract. However, the final configuration and set-
up/installation shall be made based on Approved System Design Proposal.

8.5.3 Package-3
Portable VSAT terminal for Video Streaming
All-in-One, fully integrated: flat panel antenna, Modem, BUC, LNB, Wi-Fi, Power Supply
To fully function, with video transmitter, and receiver and capable to integrate with the mesh network,
and act as a back-up in case of unavailability of reliable mesh signal as per Article 7.2.11, with a
minimum speed of 3 Mbps

implemented at the commencement of this contract. However, the final configuration and set-

8.6.1 Package-1
UT installation for Long range connection
The smart self-aligning mesh antenna and the beam antenna with automatic positioning system,
shall be installed at top deck of mentioned rigs. The height of top deck will be about 30m-40m
above sea level when she is standing on the sea bed. This user terminal shall have “System
cabinet”, “2KVA UPS that equipped with management card”, “12 ports PoE Ethernet switch”
and Router besides the system IDU.

8.6.2 Package-2
UT installation for Short Range Connection
Full motion smart self-aligning antenna shall be installed at suitable position on the boat top deck.
The height of antenna position will be about 15m above sea level. This user terminal shall have
“System cabinet”, “2KVA UPS that equipped with management card”, “12 ports PoE Ethernet
switch”, and Router besides the system IDU.
8.7 NMS
The Contractor shall provide and install a centralized network monitoring and management
system located at the ITD building. All active equipment and links shall be capable of being
monitored and managed remotely in-band using open standards and protocols e.g., SNMP, telnet,
and/or HTTP. The software however should be proprietary, built in-house.
[Link] NMS shall include main terminal New Desk-top PC with Intel Core i7 CPU. The
operation software shall be preferable of Linux or Windows-10 and above, and monitor
(at least new 27” full-HD LCD/LED/HDMI with speaker)??? including new 2KVA local
UPS. Monitoring UPS status (Independent software is acceptable). A set of PC shall
have following functions/items as minimum.

architecture. A typical application includes a database server that acts as the information
storage manager, interfacing to the radio system nodes in the network through an SNMP
agent. It provides a secure database to store information collected over long periods of
time. Separate clients provide customized GUI access to the information on the server.
[Link] The NMS shall support the provisioning of equipment parameters, equipment states,
passwords and logins in the radio terminal NEs, with appropriate safeguards against
affecting in-service connections and facilities
[Link] The NMS shall maintain a log of historical alarm information. It shall have the ability to
differentiate alarm severity and filter alarms. Alarms shall be designated as critical, major
or minor and displayed with color-coding on maps and tables.
[Link] The NMS shall be able to filter/forward SNMP event notifications to external
management systems and to individuals or distribution lists by email. The Contractor
shall describe the external notification capabilities for the management system.
[Link] The radio system shall generate autonomous alarms to the operations interfaces in
reaction to detection on loss of connectivity such as transmission faults, equipment
failures and RF failures.

background self-monitoring and maintain an onboard log file with node status and
monitoring results.
[Link] The OBVDC system shall monitor its software processes and operating system and shall
provide a notification to the operational interfaces whenever a fault condition is detected
via the diagnostic system.
[Link] The Contractor shall describe the proposed management system(s) system’s basic
architecture to provide detail describing the system scalability.
[Link] The management system shall be redundant with automated background monitoring and
fail over. The Contractor shall describe the redundancy architecture with facilities for
fail-over and system lock-out for maintenance.
[Link] The NMS shall capture details for completion of all scheduled software management
activities to a scheduled tasks activity log file. The Contractor shall describe the /NMS
capabilities for support of the software management capabilities described above
[Link] As for support or assistance on the document necessary for those materials import shall
be arranged by the Company with prior request of the Contractor.
9. Environment Conditions
Since the most of equipment will be installed and operated in severe environment, the adequate measures
must be taken to ensure maximum operational reliability under such environment. The equipment design
and construction shall allow for heat dissipation within buildings, housings, cabins etc. without the use of
integral cooling fans, and for condensation during periods of failure of air-conditioning equipment. The
equipment shall operate and meet the stated performance parameters under the following condition.
All outdoor equipment (antenna, radio, cables, etc.) shall be designed to withstanding the following
climatic conditions:
● Operating Temperature : 0°C ¸ +55°C
● Storage Temperature : 0°C ¸ +70°C
● Operating Relative Humidity : 100 % with condensing
● Storage Relative Humidity : 100 % non-condensing
● Vibration for onshore equipment : 1g Max (0 to 120Hz)

10. Grounding

At the access-point & user-terminal, the equipment power earths shall be connected to the station’s ground
terminal. The Contractor shall include in their bids full details of the grounding arrangements of the
equipment.
● All racks, cabinets and ironwork shall be connected to the station grounding system.
● Grounding cables shall be kept as short as practical with minimum of bends.
● All conductors used for grounding purposes shall be of adequate cross section area to ensure
minimum resistance values are achieved.
11. Labeling
11.1 Labeling shall be done in English, and symbols used shall be internationally recognized, and all
units shall be labeled clearly so that identification, without ambiguity, is possible from the front
of the rack.
11.2 Labeling related to safety precautions such as on power units shall preferably be in bold font or
otherwise highlighted.

14.2 The Contractor shall conduct all necessary on-site inspections during the installation period and
KJO’s engineer shall have the right to conduct regular and random inspections during this period.
15.2 Based on the confirmation of the successful operation of the whole system by the initial inspection
and test, the Company will issue the acceptance certificate.
16.1 The Contractor shall incorporate the technical staff on every part of implementation, installation,
and configuration
16.3 The Contractor shall be responsible to provide the necessary guidance for company’s Engineers
and/or Technicians to assure full knowledge transfer.
16.4 The Company reserve its rights for on-site training during the contract period

16.5 The Contractor shall share information’s about the particulars of the materials, installation,
configuration etc. to company staff
16.6 Provide details on the challenges of the system, hardware, and installation for each hardware and
software component installed, the Contractor is required to provide hands-on-training to the
designated Company's technical and end-user personnel.
17.2 The Contractor shall submit to KJO method statement/Work procedures for all the activities with
respect to the scope of service along with JSA for review and approval by ITD and other
concerned department prior to the work.
17.3 The Contractor shall responsible to assign staff, a project engineer or project supervisor to attend
“Work Permit Issuer/Receiver Course” in ISD to obtain Work Permit Authorization Card to be
able to use in the project implementation.
17.4 The Contractor shall establish his own emergency contingency plan in line with KJO emergency
response plan. Further, contractor must ensure that all their personnel are made aware of the
emergency contingency plan.
17.5 The Contractor shall comply with all safety and traffic requirements of KJO.
19.1.1 The Contractor shall provide maintenance service according to this scope for the
OBVDC services twenty-four (24) hours a day and seven (7) days a week and shall
maintain the OBVDC services in a good workable condition at all times during the
Maintenance and Support Period. The system availability for OBVDC shall be 99.99 %.

19.1.2 The operation, maintenance and technical service period shall commence just after the
satisfactory completion of the implementation and after the issuance of “Acceptance
Certificate” by the Company for services.
19.1.3 The Contractor shall, at his cost and responsibility, carry out repair and maintenance of
the said components of the System mentioned in the Contract whenever requested by the
Company. The Contractor has to done preventive maintenance once quarterly for upkeep
of the system. Such repair and maintenance including preventive maintenance shall be
carried out by sufficient Contractor's personnel at the Company during the operation
hours unless otherwise agreed by the Company.
19.1.4 The Contractor shall, at his cost and responsibility, arrange and obtain all visas, travel
permits or any other governmental authorizations necessary for his personnel, necessary
equipment, tools and spare parts to the company in Al-Khafji.
19.1.5 The Contractor shall at his cost and responsibility, prepare one (1) vehicle for his
personnel, and all the expenses on such vehicle operations shall be beard by Contractor.
The type of vehicle shall be limited to Cargo-Track or Pickup Track or SUV (Sport
Utility Vehicle), and this vehicle shall be exclusively used for this service during the
period of this Contract.
19.1.6 The Contractor shall keep in stock enough spare parts to cover timely service of the
products, and shall send his competent personnel to the Company in Al-Khafji and fix
any reported trouble(s) in the System
19.1.7 The maintenance service for OBVDC systems shall be a separate entity and contractor
shall provide exclusive services and support team for the systems
19.1.8 The Contractor shall carry-out to recover within twenty-four (24) hours after the
confirmed report made by the Company when OBVDC system and/or relevant interfaces
break down. Should the Contractor fail or refuse to respond such Company’s request
within twenty-four (24) hours, the Company shall impose a penalty as stipulated in
Article 21 of this Schedule-B.
19.2.1 To accomplish for the service requirements promptly with smooth communication; the
preparation of the cellular phone shall be obligated to the Contractor with the following
details.
● All persons who directly engage in this contract shall have a cellular phone.
● Telephone number shall be Saudi Arabian cellular phone numbers only
● Concerned user list shall be submitted or updated every month by the Contractor.
● User regulations in KJO premises shall be accordance with effective KJO
regulations.
● All related expenses for such cellular phones shall be borne by the Contractor.
● All responsibilities in such telephone operations belong to the Contractor.
19.2.2 The contractor who relates directly to this contract shall have “e-mail address”. However,
such e-mail address should not be “Free Account e-mail” I.e. Yahoo-mail and/or G-mail
and/or other free mails, and KJO mail server will reject such free mails.

19.3.1 During the Lease and Maintenance and Service Period, the Contractor shall provide
experienced and skilled maintenance/service staff/s for the remote site.
19.3.2 The maintenance manpower service/s shall be made through Service Order (SO) in
accordance with “Schedule-C, Consideration PART-C”, and Service Order (SO) shall
only be issued by official SO format which is shown in an Attachment-12 to this
Schedule-B.
19.3.3 Such service shall be effective within this Contract and the period shall be period of basic
system leasing.
19.3.4 The payment shall be made according to the actual work attendance sheet that had been
attested by the Company representative/s.
19.4 Mobilization
19.4.1 The Contractor shall dispatch such approved service personnel/s to the Company’s
operation site within one (1) month from the accepted date of candidate’s CV by the
Company.
19.4.2 The Contractor shall complete the mobilization of his Maintenance/Service personnel
into AI-Khafji, Saudi Arabia. In the event that the Contractor has failed to complete the
Mobilization within the period set out herein, the Company can impose a penalty as
stipulated in “Penalties” of this document.
19.5 Qualifications
19.5.1 The maintenance/service personnel must have minimum bachelor degree and five (5)
year experience in the field of similar service
19.5.2 The maintenance/service personnel shall have at least, more than three (3) years’
experience in wireless Communication environment in the system installation, failure
diagnosis, and/or managing of the system.
19.5.3 The candidate shall have knowledge of OBVDC operation and maintenance, and he is
able to control and support system back up, recovery, operation etc.
19.5.4 The candidate shall have knowledge of the all functions supported by OBVDC and he
has basic knowledge of the tools and utilities for the installation, configuration and
system management.
19.5.5 The candidate shall have basic communication skill in English for both Oral and Written
is a must.
19.5.6 The candidate must possess a valid vehicle driving license of Kingdom of Saudi Arabia
19.6.1 Introducing, maintenance and managing of OBVDC in accordance with the policy of the
information strategy at ITD.
19.6.2 Maintenance/service personnel shall report weekly and monthly for all the
activities/events by written documents and/or e-mail to Company’s OBVDC in-charge
and any issue should be discussed and reported to concerned superintendent.

19.6.3 Alignment and positioning of the antenna, regardless of the locations. The Contractors
personnel shall perform the job as per the direction of Company representative.
19.6.4 Maintenance/service personnel must do all routine maintenances for all related systems.
Ensure connectivity at end-user equipment at vessels, with routine check and correction.
19.6.5 User support in the current system environment especially for staff in ITD, EDD, OFD,
MSS & etc.
19.6.7 All the Contractor’s personnel shall be healthy and physically fit for the service under
this contract
19.5.8 Any additional installation, removal, transfer, relocation, shifting of OBVDC during this
Maintenance and Support Service Period shall be performed by the maintenance/service
personnel without any additional cost to the Company.
19.7.1 The Company reserves the right to decide and change the working hours i.e. `Prime Time
and Shift Time' of the Maintenance/Service personnel during Maintenance and Support
Service Period. Both Maintenance/Service personnel shall be available on site during the
Maintenance and Support Service Period.
19.8.1 The candidate shall have to undergo required personal evaluation to be conducted by the
Company to determine the possibility of accepting them in the post they apply for. All
qualification evidences and official documents should be attached to the employment
application together with the CVs. Subject to prior approval of the Company, only those
personnel shall be employed by Contractor under this Contract.
19.8.2 The Contractor shall submit the curriculum vitae (CV) of the Maintenance/Service
personnel with the required qualifications as set above to the Company within one (1)
month from the date of Service Order. For any delay after the above said one month,
the Company can impose a penalty as stipulated in “Penalties” of this document.
19.8.3 The Company reserves the right to accept or reject any person after the said evaluation,
screening and/or trade test and to request the Contractor to provide a substitute
acceptable to the Company at the Contractor’s cost and responsibility.
19.8.4 In case the Company accepts such candidate(s), the Company shall issue a written
acceptance letter to the Contractor stating such acceptance. Company reserves the right
to cancel any such Maintenance/Service personnel during its service period by giving
thirty (30) days advance notice of such intention for whatsoever reason. Contractor shall
provide acceptable substitute personnel.
19.8.5 The Company has the sole desertion to terminate any of the Contractor’s personnel for
any reason and the Contractor is not bound for any compensation from the Company
arising to him. The Company has the right to reject any Contractor employee if his job
competencies and/or behavior do not satisfy Company’s work performance requirements
notice to do so. Such incompetent person as so judged by the Company shall be deemed
as absent in calculating the payment from the Company to the Contractor
19.8.7 In the event the Contractor fails to provide an acceptable replacement/substitute, the
Company can impose a penalty as stipulated in “Penalties” of this document.
19.8.8 The Contractor shall not change anyone of Personnel without prior written approval or
request of Company
19.8.9 The Contractor shall, at his cost and responsibility, secure and keep all work permits,
residence permits and visas for his personnel and any other government authorizations
required for the performance of service
19.8.10 If the Maintenance/Service personnel deployed in the Company during the Maintenance
and Support Service period, has not reported to work or refuses to work on any day, the
Company can impose a penalty as stipulated in “Penalties” of this document.
19.8.11 If it becomes necessary to calculate the Daily Rate, one thirtieth (1/30th) of the Monthly
Rate shall apply as the Daily Rate.
19.8.12 If it becomes necessary to calculate the Hourly Rate, one eight (1/8th) of the Daily Rate
shall apply as the hourly rate.
19.8.13 The Contractor's personnel shall, in accordance with the instructions of the Company,
provide 24-hour service/support without any additional payment/overtime cost.
19.8.14 The Contractor personnel shall provide 24/7 Service and Support Services at all
Locations and shall provide all the transportation facilities required to perform such
services and problem resolution at such locations.
19.8.15 The technical manpower cost in Schedule-C includes all and cover any costs and
expenses, such as, but not limited to medical insurance, visa, mobilization and
demobilization charges, air tickets, leave salary, overtime & shift allowance if any etc
and all types of required permit & training for offshore work/services
19.8.16 The Contractor shall be responsible for on land transportation of all his personnel.
However, the Company shall be responsible for offshore transportation within oil field
of company.
19.8.17 The Contractor shall, at his cost and responsibility, provide accommodation facilities
with daily meals and transportation at on land. However, the Company shall be
responsible for accommodation and meals of such maintenance/service personnel at the
offshore facilities and the selection of accommodation on the offshore facility shall be
decided by the Company.
19.8.18 The Contractor shall, at his cost and responsibility, provide and keep medical care
available at any time and at any place for his Personnel and any other persons employed
or assigned by him in the performance of the Service. For such medical care, the
Contractor shall not take into account medical services available at Company's hospital
in Al-Khafji, only except for emergency cases involving risks to life and when no other
sources of medical care are then available.
19.8.19 The Contractor shall assure that all the Personnel are kept directly employed by him or
recruited under his direct sponsorship fully complying with relevant laws as applicable.
19.8.20 The minimum number of technical manpower assistance shall be One (1) during the
maintenance period. Company has right to request more than One (1) number of

Company shall also have a right to decrease in the total number of service personnel
during the maintenance period of Contract. For requesting such decrease of the
personnel, the company shall send thirty (30) days prior written notice to the contractor.
In the event of a decrease of the number of personnel, the service charge payable in
accordance with the applicable unit rates set out in Schedule-C.
19.8.21 In case the contractor fails to provide any additional number of the personnel on or before
the date specified by the Company, the Company shall, as a penalty, deduct from any
payment to the Contractor the amount equal to twice the relevant daily rate for such
personnel for each day that lapse after such specified date.
19.8.22 The Contractor shall provide all Safety PPE (Personnel Protection Equipment) like
helmets, eyeglass, safety shoes etc. to the technicians and contractors personnel must
follow all the safety measures of the Company.
19.8.23 The Contractor shall keep daily attendance sheet for each of the Personnel in the form
approved by the Company and submit the same periodically as instructed by the
Company. The attendance sheet provided by the Contractor for the Maintenance/Service
personnel shall be approved by the Company Representative.
19.8.24 The Contractor shall provide a replacement for the Maintenance/Service personnel for
any leave of the assigned Maintenance/Service personnel with a prior written approval
of the Company Representative. The replaced Maintenance/Service personnel must have
all the qualifications as per the Contract and he is bound to do all the duties mentioned
in the Contract. If the Contractor fails to provide an acceptable replacement/substitute,
the Company can impose a penalty as stipulated in “Penalties” of this document.
19.8.25 The Contractor shall be responsible for obtaining offshore passes, cargo passes and
Company’s access ID including vehicle passes. The Company does support that the
contractor is able to have these ID smoothly issued. The Company does the possible
support for being able to obtain smoothly these passes of the Contractor.
20. Penalties
20.1 The Contractor shall provide a replacement for the Maintenance/Service personnel for any leave
of the assigned Maintenance/Service personnel with a prior written approval of the Company
Representative. If the Contractor fails to provide an acceptable replacement/substitute in such
cases, the Company shall deduct from any payment due to the Contractor the amount of United
States Dollar One Hundred Dollars (US$ 100) for each day for each Maintenance/Service
personnel for absence.
20.2 If the Maintenance personnel deployed in the Company during the Maintenance and Support
Service Period, has not reported to work or refuses to work on any day, the Company has all the
right to impose a penalty of United States Dollar One Hundred Dollars (US$ 100) for each day
and the daily rate for the Maintenance/Service personnel charges will be deducted from the
payment. The Company has sole discretion to evaluate the performance of work of the
Maintenance/Service personnel and all unsatisfied/poor performance can be considered as one-
day service loss of the Maintenance/Service personnel and penalty shall be imposed along with
the deduction of one day service charge of the Maintenance/Service personnel.
20.4 The Contractor shall submit the Curriculum Vitae (CV) of the Maintenance/Service personnel
with the required qualifications as set above, to the Company within one month of Company’s
Request for CV. For any delay after the above said one month, the Contractor shall be subject

to penalty equal to United States Dollar One Hundred (US $ 100) for each day delay until one
(1) day before the date on which Contractor actually provided the acceptable Curriculum Vitae
to the Company
20.5 The Contractor shall complete the staff Mobilization, Detailed System Final Design, Evaluation,
Procurement, Installation, Test and User Training into AI-Khafji, Saudi Arabia, within the
Twelve (12) months period.
20.6 The Contractor shall carry-out to recover within twenty-four (24) hours after the confirmed
report made by the Company when OBVDC and/or relevant interfaces break down. Should the
Contractor fail or refuse to respond such Company’s request within twenty-four (24) hours, the
Company shall have the right to deduct United States Dollar One Thousand only (US$1000)
from any payment to the Contractor as a penalty, for each day of the Contractor’s delay in
responding Company’s request from the date of the said twenty-four (24) hours for so long as
the delay continues. However, in addition to the penalty when the OBVDC as/are suspended
and are down for more than one (1) hour, the downtime shall be accumulated and deducted from
the charges by hourly rate calculation. Daily rate calculation shall be based on a 24-hour day
bases.
20.7 The Contractor shall mobilize, design, procure, install, configure, interface with existing
network, system activation & test and commission the required OBVDC system provide with
the company’s acceptance pursuant to the applicable provisions of this Schedule-B within
stipulated period. Any delay shall lead to penalty as described in General Terms and Condition.
● Staff mobilization, Detailed System Final Design and evaluation: Two (2) Months
● Procurement, Installation, test and user training: Ten (10) Months
● Lease and maintenance period including maintenance and support: Sixty (60) Months
Lease period for AP/BS Package- A& B, and VSAT Hub along with its accessories/ equipment
is 5 years. Leasing period for UT & VT packages shall be based on Company service order
ranging from one (1) to five (5) years, and the Company is not obliged to any minimum quantity
of UT or VT. Reference quantity of packages on above tables are only Company estimation based
on historical operation requirements.
22. Project Manager (Key contact person(s):
The Contractor shall assign a Project Manager (key contact person) whose main role
will be to manage this Contract on behalf of the Company and act as contact person
for all queries associated with the implementation and Support during the period of
contract.
The Project Manager assigned should have five (5) year experience in the
management and administration of the day-to-day requirements of the services.
In the event that there is a change in the Project Manager assigned to the Company,
the replacement shall be done within three (3) days and the replaced PM must have
equivalent, or a higher level of experience in the management and administration of
the day-to-day requirements of the services.
The replacement of Project Manager should provide with sufficient information to
ensure the continued smooth operation of the service provided to the Company.
The Contractor shall provide the name, contact details and qualifications of the
person who will be the single point of contact during the Contract Service Period.
KJO has the right to verify credentials of CV’s submitted.
