2. A number of request have been received from ESM/primary beneficiary wherein
certain 64KB ECHS cards, have been blocked by the system as the primary Beneficiary /
ESM, has failed to upload documents to complete annual validation, inspite of availing
Eligibility Extension provided on two occasions (one time eligibility extension by olc
Polyclinic and secbnd time eligibility extension by Dir Regional centre for three months
respectively), as per policy letters mentioned at para 1.
3. Competent authority has approved last and final eligibility extension option io Primary
Beneficiary / ESM, of three months to be granted by coECHS,to get their card unblock and
annual validation to be carried out. All pending cases,to avail last and final eligibillty
extension option, for Annual Validation will be processed with recommendation of OIC Parent
Polyclinic and Director Regional centre before submitting to co ECHS. Following action to
be taken by various stakeholders: -
4. Action bv EsM / Primarv Beneficiarv. EsM / Primary Beneficiary will take following
actions for their dependents.
(a) Submit offline application alongwith the required self-attested documents
.separately dependent wlbe excluding parents to MD ECHS through respective OIC
Parent Polyclinic and Director Regional Centre.
,(b) Submit offline application combined together for his / her parents giving out
status of mother and father duly dependent with required self-attested documents.
(c) Attach self-attested additional supporting documents requireO as per letters
given at Para 1 above.
5. 'Action bv
OIC Parent Polvclinic. Process the application based on eligibility
criteria and forward to Director Regional Centre with recommendation.
6. Action bv Director Reqional Centre. Director Regional Centre will check the
documents attached and give his recommendations and forward to Dir Vigilance at CO
ECHS.
7. Action at CO ECHS.
The application will be processed for approval of MD ECHS
and decision will be communicated by Dir Vig to fwg :-

2. lt is intimated that ECHS beneficiaries who have been provided with 64 KB
ECHS white card under relevant clause of person with disability act has been
exempted annual validation vide letter mentioned at Para 1 (a), however it is pertinent
to bring out following:-
(a) One time unblocking of cards for following beneficiary :-
(D Yet to carry out annual validation, but the cards are functional
(unblock). However, intimation has been received by the beneficiary on
any of the following :-
(aa) Status on Mob App
(ab) Status on Online Application.
(ac) Status on Kiosk.
(ad) Status received through email.
(iD Cards blocked due to inability to carry out annual validation.
(b) Beneficiaries whose cards are unblocked will continue to avail the
exemption of annual validation.

2. The competent authority has approved that those ECHS beneficiaries who
have been provided 64 KB ECHS white card under relevant clause of person with
disability (PWD) act will be exempted from annual validation with immediate effect
from the date of issue of this letter.

ANNUAL VALIDATION OF ECHS MEMBERSHIP OF DEPENDENTS
1. Please refer COECHS [Link]. 8/49711-NSC/AG/ECHS/Gen Corrs dated

2. A detailed policy on Annual Validation was promulgated vide letter under refer
and also vide following CO ECHS letters:-
(a) Central Organisation ECHS letter No B/49711-NSC/AG/ECHS/Gen

3. As per the feedbacks received from the environment and also by digital data
available with co ECHS, it is observed that a substantial number of 64KB ECHS
cards have been blocked by the system as the ESM/Primary beneficiary has
although got one time extension of validity for three months as per Para 9 of letter
referred at Para 2(e) above but not uploaded the required documents online with in
the specified period of three months. The competent authority has approved
following actions to facilitate such beneficiaries to get their cards unblocked and
annual validation done:-
(a) Action bv Primarv beneficiarv/ESM.
(D Apply through email / hand over application io OIC Polyclinic to
process unblocking the card of effected dependent along with required
documents as given vide Para 6 of letter referred at Para 2(e) above.
(ii) The offline/through emails application to include following addl
details:-
(aa) . Ser No., Rank, Name of the ESM.
' (ab) Name ofthe dependents.
(ac) Relation of the dependents with the ESM

(b) Action bv OIC Polvclinic.

application received from the Primary
Scrutinize
beneficiary/ESM and forward to the Dir, Regional Center with
recommendation and supporting documents by email with copy to the
Primary beneficiary/ESM.
(c) Action bv Dir ReEional Centre.
(D On receipt of request for extension with recommendation from
OIC policlinic scrutinize the application.
(ii) Dir Regional Centre can extend the eligibility by three months
from date on which Dir RC Approves the extension, subject to eligibility
criteria are being met by the ECHS beneficiary.
(iii) The Dir RC will use a tab "One Time Eligibility Extension" to
extend the validity which is provided in the Dir RC Module.
(iv) The Dir RC will inform by email to the OIC Polyclinic with info to
Primary beneficiary/ESM on the outcome of the application with further
course of action expected from the ESM/Primary beneficiary within
required time frame.
(v) ln case the dependent does not meet the criteria then an email
*, giving out reasons, be fonrvarded to OIC PC with copy to Primary
beneficiary/ESM.
4. The cards once unblocked by the Dir Regional Centre, then the Primary
beneficiary/ESM is requested to upload the required documents online within lhree
months. After the documents are uploaded then they will be visible to OIC Polyclinic
for verification and once verified, the card will be valid for one year.
5. This letter to be disseminated down to ECHS Polyclinics for the information of
all ECHS beneficiaries.
