January On 20 January
2023, PSA Albay par�cipated in the
“Buhay Ingatan, Droga’y Ayawan (BIDA)
Campaign” rollout of a service caravan
organized the Philippine Na�onal Police
Regional Office 5 at Police Regional
Office 5 Grandstand at Camp BGen
Simeon A. Ola, Legazpi City. The ac�vity
is aimed to serve as venue to provide primary government services to some
1,000 rehabilitated Person Who Used Drugs (PWUDs) coming from various
provinces in the region as the target beneficiaries. PSA Albay PO was invited to
join and support the caravan that will provide onsite services. The office sent
one (1) PhilSys Registra�on Team to conduct mobile registra�on for Na�onal ID.

(CBMS) Coordina�ng Board (PCCB)
held an organiza�onal mee�ng on
28 February 2023 at the PSA RSSO V
Conference Room, Rawis, Legazpi City.
The mee�ng was presided by Ac�ng
Provincial Planning and Development
Coordinator (PPDC), Mr. Arnold C.
Onrubia, who also represented the
Provincial Governor as the Chair of the
PCCB. 16 member-agencies a�ended
the said mee�ng.

The crea�on of the said board was confirmed by the Execu�ve Order No. 10 series of 2023 issued Hon. Governor
Edcel Greco A.B. Lagman last 31 January 2023. This is in adherence to the CBMS Council Resolu�on No. 06 –
“Approving the Establishment of the Provincial and City/Municipal CBMS Coordina�ng Boards and their Terms of
Reference” and the JMC No. 2022-001 – “Implementa�on Guidelines of the CBMS for the Targeted Na�onwide
Rollout in 2022”. CSS Cecil G. Brondial, ac co-chairperson and SS II Diosdado B. Basquiñas, as CBMS focal person
took turns in explaining the terms of references of the PCCB and emphasized their role in the implementa�on of
the CBMS in the province of Albay.

as, Training on Civil Registra�on and Vital Sta�s�cs (CRVS 201) for
newly hired LCRO staff on 23 to 24 February 2024, Corporate Social
Responsibility (Coastal Clean-up and Gi�-giving on 17 February, 10
Mobile Registra�on, 11 Informa�on Dissemina�on, and On-the-Spot
Digital Art Drawing Compe��on on 21 February 2024.

March As part of the country’s yearly
commemora�on of Women’s Month, PSA Albay
Provincial Sta�s�cs Office conducted Corporate
Social Responsibility (CSR) ac�vity and Civil
Registra�on Forum in Maopi, Daraga, Albay on 28
March 2023. The ac�vity dubbed as “Handog Birth
Cer�ficate and Gi� Giving” aimed to give support
on selected individual from different sectors who
were indigent in barangays within the province. A
total of 20 recipients of COLB in SECPA comprised
of single mother/parents. The said document
shall be used one of the requirements for the
issuance of Single Parent Iden�ty Card (SPIC). The
beneficiaries received toiletries, glass tumbler,
CPH 2020 mug, and tote bag.

The Provincial Office also joined the “PIA Caravan


para sa Kababaihan” which was held at the Padang
Memorial Shrine, Legazpi City on 29 March 2023.
This ac�vity was spearheaded by Philippine
Informa�on Agency – Albay in partnership with
Albay Communicators Network (ComNet). The
caravan was aimed to bring government programs
and services closer to the people, par�cularly to
women sector. One (1) PhilSys Registra�on team
and selected PSA Albay provincial office staff joined in the said event to extend assistance and services to the
public. A total of 21 new registrants was catered on that day, adding up to the 960,432 (83.66%) out of the
1,147,981 target registrants in the province as of 28 March 2023. Other services such as Prin�ng of ePhil ID,
PhilSys Birth Registra�on Project (PBRAP) and booking online appointment at the PSA-CRS Outlet were also part
of the services offered by the PSA to all the par�cipants in the said caravan.

successfully carried out a Coastal Clean-Up on
22 April 2023 in Brgy Mataas, Bacacay, Albay.
The ac�vity was coordinated with the Punong
Barangay Mr. Ryan Semeniano. The employees
gathered near the shoreline and got to work by
clearing the area of trash including plas�c cups,
clothing, glass, bo�les, slippers, bags, and the like,
thereby four (4) garbage bags were filled with the
gathered trash.

Through this undertaking, the office


reiterates its commitment to protec�ng
the environment and suppor�ng the global
movement for a cleaner, greener earth as part of
its responsibility to the community.

May For the month of May, three (3) One-Stop
Government Desk were successfully par�cipated in by this
office. PSA Albay joined the 121st years in Labor Day celebra�on,
dubbed as Labor Day Trabaho, Negosyo, Kabuhayan (TNK) Job
and Business Fair on 01 May at Ayala Mall, Legazpi City, Albay.
This was ini�ated by the Department of Labor and Employment
(DOLE) – Regional Office 5. The office deployed COSWs Joey
Jayson Retumban and Joana Erica Dizon together with one (1)
PhilSys Registra�on team to extend assistance and services to
the public.

The office was also invited to join the two-day Magayon Job Fair 2023 on the 11th and 12th of May held at
Albay Astrodome, Legazpi City conducted by Provincial Government of Albay thru the Public Employment Service
Office- Albay in coordina�on with the Department of Labor and Employment RO-V, Department of Migrant
Workers, and the Albay PESO Federa�on. The office deployed RO I John Mar�n Locsin and COSW Ivy Coleen
Rellermo to provide assistance and services to the public.

June On 12 June 2023, PSA Albay par�cipated in the Civic Military Parade to support the 125th Philippine
Independence Day and the 64th Legazpi City Charter Day Celebra�ons. The year’s celebra�on’s theme was
“Kalayaan. Kinabukasan. Kasaysayan.” The celebra�on remembered a changed our forebears who struggle for
the freedom they dreamed for the Philippines.

July In line with the PSA 10th Anniversary and in support to the 45th Na�onal Disability Preven�on and
Rehabilita�on Week, the provincial office conducted Social Responsibility (Gi� Giving Ac�vity) and Informa�on
Dissemina�on on 18 July 2023 at MSWD Hall AECID Building, Daraga Albay. The ac�vity was a�ended by 30
selected PWDs from Daraga, Albay together with their guardian/ parents. The beneficiaries of gi� giving ac�vity
received mini box with set of toiletries, mug and tote bag. This event was held with full support from the Local
Government of Unit of Daraga in partnership with the Municipal Social Welfare Development Office (MSWDO)
and the Municipal Federa�on of Persons with Disability.

PSA Albay together with other provinces in Region V


par�cipated in the 2023 Mid-Year Assessment Ac�vity
and Group Learning Session on 26 - 28 July 2023 at
Mai’s Hotel and Resort, Sorsogon City. This ac�vity was
led by RSSO V, Regional Director Cynthia L. Perdiz. The
Midyear assessment emphasized the importance of
reviewing, cri�quing and evalua�ng the performance
of the office and employees for the first semester
of 2023, as it aimed to iden�fy the best prac�ces,
innova�ve strategies including the challenges that
the office experienced to iden�fy the strengths
and weaknesses and offer feedback. Team Building
ac�vi�es and exhibi�on games were organized to
include fun and excitement in the ac�vity.

August John Mar�n D. Locsin, Registra�on Officer I of PSA Albay a�ended the Provincial Retooled
Community Support Program Forum on 04 August 2023 at DILG Albay Provincial Opera�ons Office, Regional
Center Site, Legazpi City, Albay. On the same day, the Launched of DILG Albay HAPAG Garden was conducted.
These ac�vi�es were conducted by DILG as the lead agency in the implementa�on of the RCSP in coordina�on
with the ELCAC Provincial Task Force (ELCAC-PTF).

September On 11 to 14 September 2023, CSS Cecil G. Brondial of PSA Albay was invited to
a�ended the 10th Philippine Sta�s�cs Authority (PSA) Celebra�on and 2022 PSA Awards in Quezon City. During
the said ac�vity, PSA Albay was one of the awardees for the 2022 PSA Awards. PSA Albay bagged as the 5th place,
Best in Sta�s�cal Planning and Coordina�on for PSOs during the 2022 PSA Awards Annual at Seda Ver�s North
Hotel, Quezon City on September 12, 2023.

October During the month-long celebra�on of 34th Na�onal Sta�s�cs Month (NSM) carries the theme
“Accelera�ng Progress: Promo�ng Data and Sta�s�cs for Healthy Philippines” which emphasizes the importance
of data and sta�s�cs in enhancing health outcomes and speeding up the resolu�on of health system issues

society, the Provincial Office took the
ini�a�ve to conduct a corporate social
responsibility dubbed as “Sugod
Bahay PSAsalamat sa Elderlies” on
06 October 2023 at Burgos, Daraga
Albay. A total of 10 elders were visited
house-to-house by PSA Employees,
the beneficiaries received a bucket
with pack of grocery item, such as
biscuit, canned goods, milk, toiletries
and towel. The said ac�vity aimed
to honor and support the country’s
senior ci�zens, echoing the principles
enshrined in Republic Act (RA) 11350
and Proclama�on 470.

November On 06 November 2023, PSA Albay organized the 27th PSQ Provincial Elimina�on
at the PSA Albay Provincial Sta�s�cs Office in Rawis, Legazpi City. Three (3) par�cipants from Divine Word College
of Legazpi and AMA Computer College-Legazpi par�cipated in the said ac�vity. CSS Cecil G. Brondial of PSA Albay
and SSII Naser M. Tuazon of PSA - RSSO V served as judge and AS Jonel Marlo Fidelson served as the Quizmaster,
AO I Arnel M. Peralta acted as the Scorer, and PhilSys ISA Chris�an Oyardo was the Timer. Overall, Kenchin Fiel M.
Reducto from AMA Computer College-Legazpi nailed as provincial champion.

December On the 13th day of December 2023, the PSA – Albay PO released the result of the
Provincial Product Accounts during the conduct of Provincial Product Accounts (PPA) Dissemina�on Forum at
Ninong’s Hotel, Legazpi City. The resource speakers were Engr. Cynthia L. Perdiz, Regional Director of RSSO V
together with Cecil G. Brondial, Chief Sta�s�cal Specialist of PSO Albay, Ms. Chelo M. Nuyda, Senior Sta�s�cal
Specialist of Subna�onal Economic Accounts Division and Mr. Raymund Salire, Project Management Officer II of
PPDO – Albay. A total of 30 stakeholders from Local Government Units (LGUs) and other government agencies
and private ins�tu�ons a�ended the said ac�vity.

Tree Planting – National Arbor Day
In line with the celebra�on of PSA 10th Anniversary
and to support the Na�onal Arbor Day, PSA – Albay
PSO successfully conducted its tree plan�ng ac�vity in
25 June 2023 at Bgy. Calpi, Oas, Albay. The ac�vity was
par�cipated in by all PSO Albay personnel together
with the barangay officials of Brgy Calpi, Oas. A total
of 200 bamboo seedlings were successfully planted
by the par�cipants.

PhilSys On Wheels
As further effort to register client, PSA Albay launched
the PhilSys On Wheels on 06 September 2023. The
team has rolled out this ac�vity at Del Rosario, Camalig,
Albay where 27 registrants were recorded. The PhilSys
On Wheels is set to rove around selected barangays to
register individuals who cannot leave their household. In
the succeeding days, PhilSys On Wheels will be in places
with government and private offices, public markets,
and the likes to register working groups who cannot
leave from their work to register for PhilSys.

ePhilD and PhilSys Check Activation

On 11 November 2023, PSA Albay organized the

Legazpi City, marking a significant milestone in
the region’s commitment to achieving widespread

partner, garnered immense support from Bank of the
Philippine Island (BPI), ac�ng as a relying party for

Census of Agriculture (CAF) Non-


Household

The conduct of Census of Agriculture and Fisheries


(CAF) for Non-Household was undertaken from May to
July 2023. It was a rider ac�vity on the 2023 Upda�ng
List of Establishments (ULE) field opera�ons. It aims to
collect and compile basic informa�on on Agriculture
and Fisheries sector. Further, the CAF Non-households
covers all establishments and organiza�on engaged in
agriculture, aquaculture and fishing ac�vi�es either
for commercial or for own consump�on in 2022.

In the province of Albay, a total of 130 establishment


and organiza�on were interviewed. It was comprised

The 2022 Census of Agriculture and Fisheries (CAF)


is the seventh in a series of decennial agricultural
census and sixth in the decennial census of fisheries in
the country since 1903. Moreover, this is a na�onwide
undertaking geared towards the collec�on and
compila�on of basic informa�on on agriculture and
fisheries sectors of the country.

Prior to the conduct of the census, all personnel


involved in the 2022 CAF underwent training on Data
Collec�on of the 2022 Census of Agriculture and
Fisheries (CAF) Household and Barangay Interviews.
There were 3 levels of training conducted by the
provincial office for census personnel. The first level,
Training of Trainers, took place from July 17 to 24,
2023. This was followed by the Second Level Training

On 15 November 2023 commenced the Machine
Processing of the 2022 CAF collected data through
Computer-Assisted Personal Interview (CAPI) and
Paper-and-Pen Personal Interview (PAPI). All data
collected by the field personnel shall undergo phases
of processes. The machine processing includes
geographic iden�fica�on valida�on, completeness
checking, data consistency checking, and genera�on
of tables and reports. Manpower complement for data
processing includes one Data Processing Supervisor
(DPS) and twelve Data Processors (DP). A total of 792
Enumera�on Areas (EA) workload of Albay will be
procesed.

2023 Updating of List of


Aquafarm (ULAF)

The 2023 Upda�ng List of Aquaculture Farm (ULAF)


aims to come up with an updated sampling frame
for the improvements of PSA aquaculture surveys
and sta�s�cs that is necessary to keep up with
the fast-changing aquaculture sector prior to the
implementa�on of the redesigned surveys. PSA Albay
was one of the provinces selected to conduct the pilot
survey last May 8 to 12, 2023. OIC ANS Florante C.
Varona and other C.O personnel together with RSSO-V
and PSA Albay par�cipated in the said pilot survey.
The 2023 ULAF opera�on started from July and end
in August 2023. The following informa�on (eg. name,
address of the aquafarm, legal organiza�on, type
of aquafarm, water environment, culture system,
management system, area, volume, and type of
species) are among the items being collected.
However, aquafarms with cultured species solely for
home consump�ons are not included in the upda�ng.
The upda�ng was done using Computer-Assisted
Personal Interview and GIS mobile applica�on (QField
App). Prior of the upda�ng opera�on in the province,
the pre-test 2 ac�vity was also held in the province on
May 2023 with the Census Planning & Coordina�on
Division as in the lead.

In 2023, the month with the highest rice stocks was recorded in May with a value of 22,037.29 MT. While the least,
was in March with only 5,141.70 MT rice stock. A minimal decrease of 2.24 percent was noted for rice stocks this
2023 with 130,532.24 MT compared to 133,518.06 MT last year. Corn stocks for 2023 (1,366.50 MT) increased by
78.53 percent compared to last year’s (765.44 MT).

(PCPS)

The Palay and Corn Produc�on Survey (PCPS) is one
of the major agricultural surveys conducted by the First Quarter 89%

Star�ng 2023, the PCPS will collect data on farm price. This is parallel to the monthly collec�on of farm price in the
Farm Prices Survey (FPS) which is spearheaded by the Price Sta�s�cs Division (PSD). Farm prices are determined
at the farm or first point of sale transac�ons and are also known as “producer prices”. In order to generate more
reliable farm price data, the FPS was merged to PCPS which uses new sampling design star�ng 2021. The general
purpose of the PPS is to generate es�mates on palay and corn produc�on, area, yield, and other produc�on-related
data.

The survey-based methodology is conducted every quarter. As to workload, the provincial office of Albay had 18
sample barangays for palay with 351 sample households and 20 corn sample barangays for corn with 342 samples.
Table 4, reflects the actual date of submission of data files to CSD and the monthly response rate.

Palay harvest for this year increased by 2.84


percent. Total produc�on of palay in 2023 was
232,649.25 MT compared to 226,230.80 MT
last year. This slight increase was a�ributed
to the con�nuing projects for palay by the
Department of Agriculture. For corn, harvests
decreased by 8.89 percent, from 56,069.60
mt last year to 51,086.40 mt this year. Such
decrease was a�ributed to the impending
erup�on of Mount Mayon which prevent

The Palay Produc�on Survey (PPS) and Corn Produc�on

Crops Production Survey (CRPS)

Household Surveys
Crops Produc�on Survey (CrPS) is a quarterly survey
which aims to generate basic produc�on sta�s�cs for
crops other than palay and corn at the na�onal and
sub-na�onal level. It is conducted on the last ten days
of the reference quarter. The crops being covered are
classified into three (3) commodity groupings; Non-Food and Industrial Crops (NFIC), Fruit Crops and Vegetable
and Root Crops. The said survey used two sampling design, for the first semester the purposive sampling (non-
probability) was used, while the two-stage sampling design with two-way stra�fica�on (probability) was used
during second semester. Also, two collec�on method was used for 2023. Paper and Pen Interview (PAPI) was used
during first semester and Computer Aided Personal Interview (CAPI) was used during second semester.

Ampalaya fruit recorded the highest increase in produc�on, from 680.82 MT in 2022 to 833.27 metric tons in 2023,
it was up by 22.3 percent. Meanwhile, Cabbage posted a substan�al decrease of 46.9 percent or 35.38 metric tons
less from 66.65MT in 2022 to 31.27 metric tonsin 2023.

Of the four major fruits, only Mango posted an


increment. It recorded a 17 percent increase
equivalent to 1.14 MT. Banana declined by 2,640.69
metric tons or 22.1 percent, Calamansi by 11.12MT
or 16.0 percent and Pineapple by 68.67 MTor 18.4
percent.

All major NFICs recorded an increase from 2022


to 2023. The most significant increase is Cacao
produc�on which rose from 16.37 tons to 72.30
metric tons in 2023, or 341.7 percent change.

Household Surveys

Survey (BLPS)

The data gathered in this survey are as follows;


inventory, number of births/hatched live, deaths and
losses, sold live for slaughter and sold live for other
purposes, slaughtered/dressed in the household,
average liveweight of disposed/slaughtered/ dressed
animal/s, and egg laid yesterday by chicken and duck
laying flocks. The BLPS is conducted quarterly for
swine, chicken, carabao, ca�le, goat and duck. Field
data collec�on is undertaken every first seven (7) days
of the month a�er the reference quarter.

The general purpose of BLPS is to generate es�mates


on livestock and poultry inventory, produc�on in
liveweight equivalent, inventory, number of animals
slaughtered/dressed, and other produc�on-related
data.

A total of 242 households were covered in the province


of Albay every round of the survey. This survey is
conducted by five (5) hired Sta�s�cal Researcher (SRs)
and closely supervised by regular employee involved
in Livestock and Poultry.

In livestock, as of December 31, 2023 Carabao is the


most kept livestock followed by Swine, Goat, and
Ca�le. While in Poultry, commodity Na�ve/Improved
Chicken and then Duck (Table 5).

Labor Force Survey (LFS)


In the province of Albay, the Labor Force Survey (LFS)
was 100% implemented in all sample areas in 2023.
A total of 3,777 sample households were interviewed
from January to December 2023 survey rounds. The
monthly survey round has a total of 96 to 98 sample
households (1 replicate) and the quarterly is comprised
of four (4) replicates with an average sample of 388.
Except during July rounds, wherein 1,584 households
were sampled because of the conduct of 2023 Family
income and Expenditure Survey as rider.

Albay PSA P.O. exceeded its target response rate of


95% in every month survey round. On the average, it
has recorded 99.84% response rate during the year.

The LFS is being conducted na�onwide by PSA


to con�nuously provide informa�on on major
market trends such as labor force par�cipa�on and
unemployment rates. The labor and employment
sta�s�cs can provide disaggregated data up to
provincial level using the total samples from 12 survey
rounds.

2023 Family Income and Expenditures


Survey Visit 1 (FIES)

The FIES was one of the designated sta�s�cal


ac�vi�es of PSA. It is a survey on family income and
expenditure of households undertaken na�onwide.
Among others, this survey provides inputs in the
es�ma�on of household accounts in the System of
Na�onal Accounts and balance, measurement of
Human Development Index (HDI), and poverty.

The data gathering is conducted in two (2) visits.


The visit 1 was a rider to July 2023 LFS that gathered
informa�on on family covering the income and
expenditures for the first semester. The visit 2 will
also gather same informa�on that is conducted
simultaneously with January 2024 Labor Force
Survey. Same with previous 2021 FIES, the 2023 FIES
also used Computer Aided Personal Interview (CAPI)
during data gathering.

The 2023 FIES was the first �me to include Least


Accessible Areas (LAAs) in the least of samples. The
inclusion of LAAs is aimed to provide more accurate
sta�s�cs on poverty. In the province of Albay, four (4)
LAAs were sampled. The areas were all located in the
island municipality of Rapu-rapu.

The field opera�on was conducted from July 10 to August 8 in Albay. A total of 1,584 sample housing unit/households
were covered with 99.61% response rate. The field enumera�on spent a total mandays of 1,178. Further, a total of
58 addi�onal manpower comprised of 53 enumerators and five (5) team supervisors was hired for the province.

Survey on Overseas Filipino (SOF)

In October 2023, there were 18 Overseas Filipinos


interviewed during the conduct of Survey of Overseas
Filipino (SOF). It is a rider survey of the October 2023
Labor Force Survey (LFS) with 356 sample households.
Included in the survey were those who departed
the country for any purposes within the past five-
year period from October 2017 to September 2023.
Among others, informa�on on income from abroad
and money sent/brought to the Philippines were
gathered. It is used as inputs in the es�ma�on of cash
remi�ance of overseas Filipino and contribu�on to
the country’s economy.

Consumer Expectation Survey (CES)

The Consumer Expecta�ons Survey (CES) is a


household-based survey on the consumers’
assessment of their family income, financial situa�on,
and the economic condi�on of the country. It is
administered on a sample basis at the household
level drawn through a stra�fied mul�-stage random
sampling with a total sample of about 5,000
households. The CES is a complementary survey to
the Business Expecta�ons Survey (BES) of the Bangko
Sentral ng Pilipinas (BSP).

In collabora�on with the Bangko Sentral ng Pilipinas


(BSP), the 2023 Consumer Expecta�on Survey
Expecta�on Survey is conducted every quarter. Since
2021, the use of Computer Aided Personal Interview
(CAPI) was adopted to gradually implement digital
transforma�on in the conduct of all PSA surveys. To
augment the manpower, complement for CES, four
(4) sta�s�cal researchers (SR) were hired as field
interviewer. Said SRs were trained prior to their
deployment in the field. Also, to ensure the quality
of data collected and a�ain high response rate, field
supervision was done by CSS and the focal person in
selected enumera�on areas.

As a result, a total of 176 sample households were


successfully interviewed out of the 192 original
sample households. The average response rate for the
year 2023 was recorded at 100 percent.

to 39,732.77 MT this year. Meanwhile for corn, a 93.63 percent decreased was noted. Corn stocks this year was

Consumer Price Index (CPI)
The CPI is an indicator of the change in the average
prices of goods and services commonly purchased by
consumers rela�ve to a base year. It is used to measure
changes in the price level of weighted average market.
It is also the most widely used to compute for the
infla�on rate and purchasing power of peso (PPP).
The infla�on rate measures the changes in the CPI
over a specific period of �me while the PPP gives an
indica�on of how much the Philippine peso is worth in
a given period rela�ve to its value in the base period.

From January to December, the genera�on of the


Monthly CPI for All Income Households and CPI for
the Bo�om 30 percent Income Household, price
collec�on was being conducted in bi-monthly basis in
the province of Albay. It is conducted monthly for (6)
outlets and bi-monthly basis for (2) outlets. A total of
56,640 price quota�ons was being collected during
the period, 43,392 of which is from the 2018 based or
bo�om 30 percent. These price quota�ons for the CPI
were collected by seven (7) PSA personnel.

The table below shows the year-on-year infla�on


rate for the province of Albay. The graph shows
that infla�on rate in 2022 is increasing compared
to the infla�on rate in 2023. The erra�c increase
and decrease in the infla�on rate for the year 2023
was the result of high prices of commodi�es due
to the increase in transport expenses. High price of
petroleum products contributed to the increase in the
infla�on rate. Weather disturbances and bad weather
condi�on also contributed to the insufficient supply of
agricultural products in the province.

Agricultural Commodities 2022 and
2023
The Whole Price Survey (WPS) gathers data on
wholesale prices of agricultural commodi�es based on
the market basket at various frequencies at selected
major trading centers in the country.

The survey is conducted twice a week depending on


the peak day and peak hour in sample market in the
province. The genera�on of WPS is done in the province covering seventeen (17) commodi�es which includes
cereals, vegetables, condiments, and fruits. The data generated is used in the es�ma�on of Average Monthly
Wholesale Prices of Agricultural Commodi�es.

The province come up with twelve (12) reports which were the Provincial Monthly Summary and the Data Files
submi�ed to Central office before the 7th day of the next reference month. A response rate of 100% was achieved
in every month.

Cereals
Annual average wholesale selling price of commercial
rice went up in 2023 compared to 2022 Well Milled
Rice (WMR) increase of 16.04% and Regular Milled
Rice by 18.02%.

Condiments
Yearly Average Price of Garlic Imported increased by
28.78%. Ginger Hawaiian increased by 15.12% while
Onion Red Bermuda went up by 29.76%

Roots and Tubers


Yearly Average Wholesale price of Carrots increased
by 6.10% while the White Potato increased by 66.72%.

Fruits and Vegetables


Annual average wholesale price of Baguio Cabbage
went up by 41.22%. Ampalaya increase by 4.83%,
Chayote by 46.95%, Eggplant by 6.53%, Tomato by
4.15%, and Habitchuelas by 16.98%.

Fruits
Banana Saba increase the yearly average price
by 2.96% while Calamansi dropped by 9.65% and
Pineapple Formosa increased by 42.02%.

Industry (QSPBI) is one of the sta�s�cal ac�vi�es of
Philippine Sta�s�cs Authority (PSA) that provides
quarterly data on employment, compensa�on,
revenues/sales, value of produc�on, inventory and
capacity u�liza�on that will serve as inputs to the
es�ma�on of Quarterly Na�onal Accounts of the
Philippines (QNAP). Most importantly, it will give Figure 10. QSPBI Status and Response Rate, Albay: 2023
economic planners and researchers informa�on on (As of December 2023)
trends and economic performance of the economy.

In 2023, Albay successfully conducted four (4) rounds of QSPBI provincial opera�ons. This year’s opera�on covered
the 4th quarter of 2022 and 1st to 3rd quarters of 2023. Out of 352 samples for the four (4) quarters, Albay
successfully collected 318 ques�onnaires with 310 good ques�onnaires with an average response rate of 88.10
percent.

For the mode of collec�on of ques�onnaires in first


to third quarters of 2023, 91.6 percent were collected
physically. Only 11.1 percent were through online
submission using the Online Facility for Establishment
using the URL – qspbi.psa.gov.ph and 8.2 percent were
collected using the excel fillable which was provide to
contact persons and were sent back to the provincial
office via email.

For the year 2023, PSA Albay has collected and processed a total of 1,140 approved building permits a decrease
of 24 percent from last year’s 1,501 approved building permits. However, data presented in this report covers the
period from January to September only.

The number of construc�ons from approved building permits in the first three quarters of 2023 was
registered at 981. This indicates an annual decline of 12.4 percent from the 1,121 total number of
construc�ons in the same three quarters of the previous year. (Table A, Figure 1)

other non-residen�al, was recorded at PhP 14,737.57 per square meter. It went down at an annual rate of 20.9
percent compared with the average cost of PhP 17,821.54 in the same period for 2022.

The Farm Price Survey (FPS) is a na�onwide household-base survey conducted from January- December. It aims
to generate data on prices received by producers at the first point of sale, regardless of whether products are

In Albay, the top three (3) commodi�es with


price increase were recorded in chayote,
sweet potato and okra. Chayote went up by
62.24% from Php 13.03 in 2022 to Php 21.14
in 2023 and the highest price hike was noted
in third quarter of 2023 with 132.15% due to
less produced of local farmers caused by the

to 68.02 in 2023. Highest price increased was
recorded in the month of November 2023 with

Quarterly Municipal Fisheries


Survey (QMFS)
The Quarterly Municipal Fisheries Survey (QMFS) is a
regular quarterly survey of the PSA-Albay to generate
provincial es�mates of fish catch value and produc�on.
This fishing sub-sector u�lizes (3) gross tons or less
fishing vessels in their opera�on. It was only on the
2nd quarter of 2022 when the new sampling design
was approved and implemented the redesigned
QMFS and QCFS, u�lizing the 2021 Lis�ng of Marine
Fish Landing Centers as the sampling frame. In 2023,
the sample selec�on method was s�ll adapted and
data collec�on was conducted weekly. Unit of
enumera�on is Landing Centers, but key informants
(KI) are any knowledgeable persons coming from unloading fishing vessels from the (9) different LCs selected as
samples in the province. In the last quarter of 2022, together with the QCFS, addi�onal items in the ques�onnaire
were added such as, Income, Wages, and Expenses. The municipal fishing in the province accounted at 4,317.65 MT
in (2023) against 7,339.73 MT in (2022).

Quarterly Commercial Fisheries


Survey (QCFS)
Similar to Quarterly Municipal Fisheries Survey,
opera�onal procedures are in common. Only in
the fishing vessel used where these fish sub-sector
u�lizes more than three (3) gross tons. Survey results
served as inputs in the es�ma�on and compila�on of
provincial account in the performance of agriculture
in the province and in the whole country. For best

monitoring of sta�s�cal researcher (SR) ac�vity and
i�nerary during server down�mes, replacing the
Management Informa�on System (MIS). It serves to
track SRs’ progress and area i�nerary effec�vely. SSS
Lee and SA Lusuegro visited uncoopera�ve sample
establishments, urging comple�on of ques�onnaires
to aid SRs in data collec�on. Regular weekly
mee�ngs are held to oversee enumera�on progress,
addressing challenges in collec�ng data from certain
establishments. No�ce of compliance is distributed
to uncoopera�ve establishments as a measure to
ensure coopera�on. The ac�vity went well due to the

Provincial Product Accounts (PPA)

In 2023, PSA Albay has reached an important milestone with the release of the first ever Provincial Product Accounts
(PPA) of the Province of Albay from 2018 to 2022. PPA is a mechanism to compile the Gross Domes�c Product (GDP)
using the produc�on approach and other economic accounts at the subregional level.

To compile the PPA, PSA Albay conducted and par�cipated in various ac�vi�es as shown below.

34th National Statistics Month

The annual celebra�on of Na�onal Sta�s�cs Month


was first observed in 1990 pursuant to Presiden�al
Proclama�on No. 647 signed by then President
Corazon C. Aquino on September 20, 1990, Declaring
the Month of October of Every Year as the Na�onal
Sta�s�cs Month.

The Philippine Sta�s�cs Authority - Albay joined the


celebra�on on its 34th Na�onal Sta�s�cs Month
(NSM) with the year’s theme: “Accelera�ng Progress:
Promo�ng Data and Sta�s�cs for Healthy Philippines”
and the conduct of the 15th Na�onal Conven�on on
Sta�s�cs (NCS) in October 2023.

Provincial Statistics Committee (PSC)

The Provincial Sta�s�cs Commi�ee (PSC) is the


policymaking body on sta�s�cal ma�ers and shall serve
as the venue for discussion and resolu�on of sta�s�cal
issues at the provincial level.

For 2023, Albay Provincial Sta�s�cs Commi�ee (APSC)


con�nued to strive to have a well-coordinated sta�s�cal
system at the local level that is responsive to planning
and monitoring requirements and capable of producing
sta�s�cs to improve sta�s�cal planning, programming
and coordina�on and strengthen data system.

To strengthen the commi�ee, APSC convened for a


mee�ng on the following dates – 16 February, 18 May,

17 August and 30 November 2023. The par�cipa�on rate


of the member-agencies was 78.3 percent for the first
three (3) quarters and 87 percent for the last quarter of
2023 out of the 23 members. The APSC was under the
chairmanship of Mr. Arnold C. Onrubia, EnP, Ac�ng PPDC.

With the ac�ve par�cipa�on of the APSC members, the commi�ee was able to pass five (5) resolu�ons as follows:

The Philippine Sta�s�cs Authority (PSA) Albay proudly announces the registra�on of over 1,000,000 individuals for
the Philippine Iden�fica�on System (PhilSys). As of November 9, 2023, PhilSys Albay has register a total of 70,352
(19.62%) out of the 358,630 cumula�ve target this year. Overall, 1,000,364 individuals have registered for PhilSys
Step 2 or 81.08% of the total target registrants based on the 2020 CPH popula�on. Philippine Sta�s�cs Authority
con�nues its opera�on for the Philippine Iden�fica�on System (PhilSys) Step 2 registra�on and ePhilID issuance.

Registration Strategies

With the ini�a�ve of the PhilSys Registry Office


(PRO), a PhilSys Informa�on and Educa�on
Campaign Regional Roadshow was conducted
in selected regions/provinces including the
Province of Albay. PSA Albay organized a highly
successful ePhilID and PhilSys ID ac�va�on in
Taysan, Legazpi City last November 11, 2023.
A total of 200 par�cipants a�ended the said
Philippine Identification System

In September 2023, PSA launched PhilSys on


Wheels which aims to provide service and
bringing the registra�on closer to the people.
PhilSys on Wheels is set to rove around selected
barangays to register individuals who cannot

Composition of Registration Teams

To be able to register Albayanos for PhilSys DESIGNATION STEP 2


Step 2 and issue the printed ePhilID, the PSA
has deployed personnel provincewide. The Registration Center Supervisor (RCS) 3
registra�on teams allocated for each city/ Registration Kit Operator (RKO) 16
municipality was determined based on the Registration Assistant 5
number of popula�ons. Figure below shows

PBRAP, a path to legal identity and


incusivity
PSA Albay in collabora�on with the LCROs in the province
conducted a total of 35 PhilSys Birth Registra�on
Assistance Project (PBRAP) Mobile Registra�ons and Civil
Registra�ons Clinic for the year 2023. As of 31 December
2023, a total of 9,512 unregistered persons were listed for
PBRAP for verifica�on. Of which, 98.6 percent or 9,378
were verified at the Civil Registry System (CRS) database,
As a result, about 28.5 percent or 2,677 individuals had a
record of birth. While, around 73.6 or 6,812 resulted to
no record of birth. A total of 709 registered individuals
under the project were already awarded with Cer�ficate
of Live Birth in SECPA for free.

Decentralized Solemnizing Officer
Information System
In accordance with the Administra�ve Order No.1 series of 2021 known as the 2021 CRASM Rules or the 2021
Implemen�ng Rules and Regula�ons (IRR) Governing the Registra�on of the Authority to Solemnize Marriage
(CRASM)”, all solemnizing officers (SOs) shall secure and file their applica�on forms for registra�on from the PSA
Provincial Office of the province in which the church, temple, or chapel is located.

Ninety-four (94) Cer�ficates of Registra�on of Authority


to Solemnize Marriage (CRASM) for the year 2023 have
been issued to solemnizing officers of various sects in
Albay by the Philippine Sta�s�cs Authority-Albay. A�er
being thoroughly reviewed and screened for compliance
with the requirements and suppor�ng documenta�on
provided by the solemnizing officer, the applica�on forms
for thirteen (13) new and eighty-one (81) renewals were
submi�ed to the PSA-RSSO V for prompt processing and
CRASM issuance.

Decentralized Vital Statistics System


(DVSS)
In 2023, PSA-Albay recorded 45,267 vital events, with 28,856 births, 10,250 deaths, and 6,161 marriages occurring
within Albay’s fi�een (15) municipali�es and three (3) ci�es. All Civil Registry Documents (CRDs) received by PSA-
Albay during the year were processed, both manually and electronically. Within the deadlines established for safe
keeping and vital sta�s�cs genera�on, all of these records and data files were regularly submi�ed to the Office of
the Civil Registrar General (OCRG), Manila.

33rd Civil Registration Month
Civil Registra�on Month is an annual celebra�on pursuant to Presiden�al Proclama�on No. 682 declaring February
of every year as Civil registra�on Month signed by former Pres. Corazon C. Aquino on the 28th January 1991 and
in commemora�on of the establishment of Civil Registra�on through the enactment of Act No. 3753 “An Act to
Establish Civil Register” on 27 February 1931. The said act requires the con�nuous and compulsory recording of
births, deaths, marriages and events concerning civil status of persons.

The year 2023, the Philippine Sta�s�cs Authority


- Albay Provincial Office marked the 33rd Civil
Registra�on Month celebra�on with the theme,
“PSA@10: Providing Efficient and Effec�ve Civil
Registra�on and Vital Sta�s�cs through Digital
Transforma�on.” In line with the celebra�on,
various ac�vi�es such as online and face to face
trainings, informa�on dissemina�on, exhibits,
informa�on, and educa�on campaign like media
interviews, pos�ng on Facebook, distribu�on
of IEC materials, and hanging of streamers
were conducted during the month of February.

Civil Registration
Also, par�cipa�on in mobile registra�on, mass
weddings (Kasalang Bayan), online forum/
Symposium, and free issuance of cer�fica�ons
were ini�ated during the month-long celebra�on
of PSA-Albay employees together with the
Albay Associa�on of Civil Registrars of Albay Inc.
(ACRAI).
In adherence to Proclama�on No. 1106 which declared
the years 2015 to 2024 as Civil Registra�on and Vital
Sta�s�cs (CRVS) Decade and the adop�on of the
localized theme, “Get Every Pinoy and Pinay in the
Picture” ini�a�ve, PSA-Albay together with the eighteen
(18) Local Civil Registry Offices (LCROs), supported and
par�cipated in various related ac�vi�es ini�ated and
conducted by the Albay Associa�on of Civil Registrar’s
of Albay Inc. (ACRAI).

The month-long celebra�on includes events such as


eleven (11) Informa�on Dissemina�on/Symposium
in different schools and barangays, Civil Registra�on
Quiz Bee, eleven (11) Mobile Registra�ons, three
(3) mass weddings “Kasalang Bayan”, free issuance
of cer�fica�ons, and display of streamers by the
LCROs among others. In addi�on to the events held
in February, the office was able to organize and take
part in the following three (3) CSR events: gi�-giving
and coastal cleanup; radio gues�ng to announce the
upcoming events and talk about cri�cal CRVS subjects.
Together with other government line agencies and
Local Civil Registry Offices (LCROs) in Albay, PSA-Albay
par�cipated in the Thanksgiving Mass and motorcade
ini�ated by RSSO V. Similarly, PSA Albay staff observed
the CR Month opening ceremonies of PSA Central
Office via Facebook Live Streaming.

For the year 2023, as part of the kick off of 33rd Civil Registra�on Month celebra�on and to con�nuously support
and improve the CRVS, PSA-Albay conducted Training on Civil Registra�on and Vital Sta�s�cs (CRVS) 201 for
newly hired LCRO staff and Administra�ve Order No. 1 series of 2021 and Updates on Marriage Laws. In addi�on,
the provincial office conducted lecture series on Civil Registra�on and discussion on the Memo Circular 2019-
15A Amendment to the Memo Circular 2019-15 regarding the guidelines on the issuance of the civil registry
documents/cer�fica�ons including authen�ca�on. Updates on Marriage Laws were also lectured as part of the
kick-off ac�vi�es held on 01 February 2023.

Meanwhile, a total of two (2) trainings on civil registra�on were a�ended by the provincial staff during the year

Batch Request System (BREQS)


The BREQS is scheme where PSA authorizes a partner to receive requests of PSA –issued copies and cer�fica�on
of civil registry documents from the public and issue the same to the clientele. The actual processing of the
request is done by the Serbilis– Outlet assigned to serve the authorized partner (called BREQS User). This request
system is being implemented for the purpose of deconges�ng the volume of reques�ng public in the Serbilis-
Outlet. This is also one way of bringing service closer to the people. Seven (7) out of 18 LGUs of Albay were BREQS
users in 2023. This is about 39 percent of the local government units (ci�es and/ or municipali�es) in the province.

The Provincial Sta�s�cal Office of Albay received of No�ce of Transfer of Allotment (NTA) for a total of P13,187,432.42
for CY 2023 from approved General Appropria�ons Act (GAA). Funds are allocated in two (2) major components
Personal Services (PS) comprising the majority of fund alloca�on (72%) and Maintenance and Other Opera�ng
Expense (MOOE) (28%), this serves as the agency’s major financial resources to support the implementa�on of
various programs and projects that best promote the development of the country and for the delivery of quality
and efficient services such as administra�ve services, sta�s�cal ac�vi�es and civil registra�on services.

In terms of total assets, PSA Albay has declined by 2.087M or 10% from 21.8M recorded in 2022 due to
reclassifica�ons of previously recorded Property Plant and Equipment with value of less than P50,000.00 to Semi-

workforce composi�on stands as a testament to
diversity and inclusivity. It emphasizes the collabora�ve
effort of individuals with different backgrounds,
experiences, and exper�se working towards a common
goal of providing reliable and comprehensive sta�s�cs
for informed decision-making and policy formula�on.

As of 31 December 2023, the workforce cons�tutes

iden�fied under the Philippine Iden�fica�on System
(PhilSys). Furthermore, 16 personnel or 30.19% of

remaining eight (15.09%) personnel are on Contract of
Service (COS).

In addi�on to the employment status and sex


distribu�on, the workforce cons�tutes wide array when
it comes to age composi�on. As of 31 December 2023,
out of 16 permanent personnel, eight (8) are 51-60
years old. For Philsys COSWs, majority or 21 personnel
are within the range from 21-30 years old and for the
Job Order/COSWs, four (4) are between 21-30 years

Data Requests Served

In order to con�nuously provide and disseminate


data needed by researchers from the academe,
LGU planning officers, and other stakeholders,
the Provincial Sta�s�cal Office – Albay assists the
researcher/requester by providing the data they
requested. Addi�onally, PSO Albay aids researchers
in naviga�ng the PSA website to search for data
independently, making it easier for them to access
the informa�on they need. PSO Albay assisted a
total of four requesters, fulfilling requests for various
data including vital sta�s�cs (number of births and
deaths) and demographic data (total popula�on, sex
ra�o, and number of households).
Information Dissemination

Publication/ Products Prepared


In the year 2023, PSO Albay prepared and published
a total of 100 sta�s�cal publica�ons as follows: 32
press releases, 25 special releases, 30 infographics,
1 annual report, 1 CountrySide in Figures and 12
QuickStats. These publica�ons were disseminated
through email and posted on bulle�n boards to
showcase sta�s�cal data in Albay Province

Data Dissemina�on Forum. The Provincial Office successfully conducted two (2) data dissemina�on forum on the
result of surveys, censuses, administra�ve-based sta�s�cs, and informa�on dissemina�on campaign.

Dissemination Forum

The Provincial Product Accounts (PPA) is a mechanism


to measure the economic performance of the
province or HUCs. The compila�on of PPA started in
2021 and this year, 2023, Bicol Region was included
in the addi�onal seven (7) pilot regions.

For the first �me, the Philippine Sta�s�cs Authority


- Albay Provincial Office released the PPA results
during the Provincial Product Accounts Dissemina�on

Information Dissemination
Forum on 13 December 2023, 1p.m. at Ninong’s
Hotel Legazpi City. It was a�ended by 30 stakeholders
coming from the Local Government Units, partner
government agencies, academes and other private
ins�tu�ons.
2023 ULE and 2022 CAF for Non-
Household Stakeholders Consultative
Meeting

The Philippine Sta�s�cs Authority (PSA) of Albay


conducted a Stakeholders Consulta�ve Forum on 23
June 2023 at La Roca Veranda Suites and Restaurant.
The Consulta�ve Mee�ng was rela�ve to the 2023
Upda�ng of the List of Establishments (ULE) and
the 2022 Census of Agriculture and Fisheries (CAF)
for Non-Household. A total of 28 a�endees coming
from different sectors from the province of Albay
par�cipated in. The said ac�vity aimed to encourage
Data Dissemination through Print/ and ask full support for the undertaking. Data
Broadcast Media dissemina�on and apprecia�on were done also in
the said ac�vity.
To disseminate awareness and informa�on to the
public, the provincial office, together with The Way
104.3 FM, strengthened its partnership to provide
and disseminate informa�on on sta�s�cs, including
survey results, censuses, administra�ve-based
sta�s�cs, and announcements. PSO Albay successfully
completed 18 episodes of radio interviews through
an online pla�orm via Zoom. The interviews were
aired every first Monday of the week from 10:30AM
to 11:30AM through phone patch in the regular
radio program “Aranduyog sa Pag-uswag”. Moreover,
the office extended its partnerships with following
radio sta�ons: Bombo Radyo Legazpi; Philippine
Informa�on Agency (PIA) – Albay.

Maintenance of Social Media
Accounts
A total of 148 social media cards were posted on
its official Facebook page and X page. 91 social
media posts were made on the Facebook page
with 18k followers, while the X page, with five
followers, posted 57 social media posts. With
the use of this pla�orm, the dissemina�on of
informa�on and promo�ng sta�s�cal ac�vi�es
were easier than before. The posts included PSA
updates on sta�s�cal surveys, civil registra�on,
PhilSys registra�on, publica�ons, and public
service announcements.

Prepared/Displayed Streamers

One of the strategies of the provincial office


to disseminate informa�on to the public was
to hang/display streamers, including those of
other agencies, in order to show support and
coopera�on with the ac�vi�es of other agencies/
offices. A total of seven (7) streamers were hung
outside the PSA building in the year 2023.

Quiz Provincial Elimination
PSA Albay organized the 27th Philippine
Sta�s�cs Quiz (PSQ) Provincial Elimina�on at
the Conference Room, Provincial Sta�s�cs Office
in Rawis, Legazpi City. Three (3) par�cipants
from Divine Word College of Legazpi and AMA
Computer College-Legazpi, both located in
Legazpi City, Albay, par�cipated in the said ac�vity.
Mr. Kenchin Fiel M. Reducto from AMA Computer
College-Legazpi bagged the first-place, while Ma.
Nadine R. Piano and Hershel D. Berba from Divine
Word College of Legazpi secured the 2nd and 3rd
places, respec�vely. CSS Cecil G. Brondial of PSA
Albay (chairperson) and SSII Naser M. Tuazon of
PSA - RSSO V were the judges of the contest.
