Schedules for Revised Scales of pay.
Reference Railway Services (Revised Pay) Rules 1997 notified vide G.S.R. No.
N0584-E. dated 8.10.97 and fOlwarded with Railway Board's Endorsement No.PC
V/97/11RSRP/ldated 8.10.97 on the above subject.
2. Schedule in two parts viz. Annexures 'A' and 'B' showing the revised scales of pay
applicable to the various categories of Railway employees in Group 'D', 'e', 'B' and 'A' is
enclosed. Notification for Group "A" and"B" where higher replacement scales are to be
given will be issued separately. The revised scales take effect from 1st January, 1996. The
schedule has the sanction of the President.
3.1 In tenns of rule 5 of the Railway Services (Revised Pay) Rules, 1997, Railway
selVants are required to exercise their options in the format appended as Second
Schedule to the Rules. The sequence of action to be taken after receipt of option will
be as follows ;
(i) For those employees who give timely option to switch over to the revised
scales of pay, pay and applicable allowances may be fixed in the revised
scale and salary for October, 1997,(or wage period of October-November,
1997) may be drawn and paid on the basis of revised pay and applicable
allowances thereon after deduction of prescribed subscription to Provident
Fund with reference to the revised pay.
(:ii) After salary for October, 1997(or wage period of October-November,
1997) is drawn and paid in the revised scales, bills may be drawn separately
for arrears of pay for the period from January 1, 1996 to September 30
1997 by ensuring deduction of prescribed Provident Fund subscriptions on
the revised pay. In cases where the aggregate arrears computed after
deduction of subscription at the prescribed rate with reference to the

revised pay are Rs. 5000 or less, these may be paid entirely in cash in a
lwnpsum. If , however, the arrears are more than Rs.5000, these may be
paid in two instalments, the first instalment being restricted to Rs.5000 plus
50 per cent of the balance amount . Orders in regard to the payment of the
second instalment will be issued separately.
(iii) Similar sequential action as indicated above may be taken for the
authorisation of the rewed pay and allowances of those employees whose
options may be received later
4. Vlith a view to expediting the authorisation and disbursement of arrears, it has
been decided that the arrear claims may be paid without pre-check of the fixation of pay in
the revised scales of pay. The facility to disburse arrears without pre-check of fixation
will not be available in respect of those Railway servants who have relinquished service
on account of dismissal, discharge, retirement, resignation, etc. after the date of
implementation of the Pay Commission'S recommendations but before drawal of arrear
claims as well as in respect of those employees who had expired prior to exercising their
option for the drawal of pay in the revised pay scales.
5. In order to ensure correct and systematic fixation of pay in the revised scales of
pay, a proforma for the purpose (Statement of Fixation of Pay) is enclosed (Annexe
C). The statement should be prepared in triplicate, one copy thereof should be pasted in
the service book of the Railway employee, the second copy kept for office record and the
third copy to be sent to the Accounts Officer for post check. The instalment of Dearness
Allowance sanctioned from 1.7.96 onwards in the present scale will be adjusted against the
Dearness Allowance payable under revised formula in the arrears on account of revision
of pay scales. Further, while computing and authorising the arrears, the third instalment of
Interim Reliefpaid with effect from April 1 , 1996, will also be adjusted.
6. A working sheet should be prepared for each employee showing the as dravvnl as
due partk,ulars . Where the arrears are Rs. 5000 or less this may be paid entirely in cash.
"Where the arrears are more than Rs. 5000 the total arrears payable should be bifurcated
into two parts- (i) constituting Rs. 5000 plus 50 percent of the balance arrears which
would be paid in the f11'st instalment and (ii) the balance 50 percent of arrears which would
be paid in a second instalment. The bill for payment should be prepared only for the first
instalment with the Provident Fund deduction.

INSTRUCTIONS:·
(1) The revised scales of pay are applicable for all categories of Railway seIVants
irrespective of their designations strictly on the basis of the existing scales of pay
except those who are coveied by 5-14 which is applicable only to Group '8'
officers of Railways in present scale R.s.2375-75-3050-100-3750 Fixation is to be
made directly in the Revised scale & not in the notional pre-revised scale.
(2) The existing classification of Railway seIVants in Group 'D', (C', 'B' & 'A' on the
basis of the existing scales of pay will continue in the revised scales till further
orders. No change in the classification should be made in the revised scales.
(3) 7ne proposed new pre-revised scale of Rs.2500-4000 (as it corresponds to ft
revised scale of Rs.7500-12000) is lower scale than Rs.2200-4000 (as it
('orresponds to a revised scale of Rs.8000-13500).
(4) The revised scale 5-10 A(Rs.6000-190-9800) is specific to the category of Mail/
Express / Sr.Passenger Drivers/ Sr.Motormen in the present scale of Rs.. 1640-60
260~75-2900. It is not applicable to any other category of staff.
