2nd April 2018 and detained in judicial custody beyond 48 hours in connection with Borigumma P.S.
Case No. 65, dated the 1st April 2018 u/s 306/34 I.P.C. Act registered against him on the basis of
prima facie evdence for his Involvement in criminal case.

Now, therefore, in exercise of powers conferred by sub-rule (2) of Rule 12 of O.C.S.(C.C. & A.)

Mechanical Division, Ambaguda is deemed to have been suspended with effect from the 2nd
April 2018, i.e. from the date of his detention and shall remain under suspension until further orders.

It is further ordered that during the period of suspension the Headquarters of Shri Hembram,
A.E.E. shall be fixed at the office of Superintending Engineer, Mechanical Circle, Hirakud and the said
Shri Hembram shall not leave the Headquarters without obtaining prior permission of the Competent
Authority.

He shall be entitled to payment of subsistence allowance in accordance with Rule 90 of

MSME DEPARTMENT

OFFICE ORDER

The 30th December 2017

No. 8026—FE-I-100/2017-MSME.—Whereas, the Disciplinary Proceedings was drawn up


against Shri Bijaya Kumar Nayak, Ex-IPO, DIC Ganjam under Rule-15 of OCS (CC&A) Rules, 1962
vide Director of Industries Memorandum No. 9007, dated the 22nd July 2008 for gross negligence in
duty, in subordination, and gross misconduct;

And, whereas, the Delinquent Officer Shri Bijaya Kumar Nayak, Ex-IPO, DIC, Ganjam had
submitted his written statement of defence on the 23rd December 2008 and subsequently the Inquiring
Officer had submitted his enquiry report on the 9th February 2010;

And, whereas, after perusal of Written Statement of Defence of the D.O. and Enquiry Report of
I. O., the Disciplinary Authority i.e. Director of Industreis, Odisha, Cuttack imposed the minor penalties
against the D.O. vide letter No. 5179, dated the 11th May 2010 viz. (a) One increment was stopped
without cumulative effect, (b) The D.O. was warned not to commit such mistake in future. And (c) he
was allowed to pay for the period of performing Government duty;

And, whereas, being aggrieved on the punishment, the D.O. Shri Nayak had submitted appeal
petition, dated the 11th June 2010 before the Commissioner-cum-Secretary. Due to delay in disposal
of appeal petition, the D.O. again filed O.A. before the Hon’ble Tribunal, Bhubaneswar vide O.A.
No. 1649/2017 to quash the order of punishment;

And, whereas, the Hon’ble Tribunal vide their order, dated the 13th October 2017 has directed
the Respondent No.1 to consider and dispose off the appeal within a period of 3 months from the date
of receipt of the orders;

And, whereas, after verification of Memorandum of Charges, Defence Statement of the D.O.,
Enquiry Report of Inquiring Officer, it is revealed that 11 articles of charges have been framed against
the D.O.Out of 11 charges, 9 charges have been proved against the D.O. beyond the reasonable
doubt.

Considering the gravity of the charges and findings of the Inquiring Officer, the punishment
awarded by the Disciplinary Authority is found to be justified.

Hence, after careful consideration the appeal petition, dated the 11th June 2010 of Shri Bijaya
Kumar Nayak, Ex-lPO, D.I.C. Ganjam is hereby rejected being devoid of merits.

registration No. 393, dated the 1979 has been liquidated on the 21st October 2017 by the Chief
District Veterinary Officer-cum-D.R.C..S, Gajapati, Paralakhemundi and its Liquidation Proceedings
have been finally closed, I am of opinion that the Registration No. of the said Koreisuni PPCS ought to
be cancelled.

Now, therefore, in exercise of powers conferred on me under Section 77 of the OCS Act, 1962
read with Notification No. 123/81-23623/AC(C), dated the 3rd November 1982 of Agriculture and
Co-operation Department, Govt. of Odisha, Bhubaneswar, I, Dr. Bishnu Charan Sahoo, Chief District
Veterinary Officer-cum-D.R.C.S., Gajapati, Paralakhemundi in the district of Gajapati do hereby order
to cancellation of registration of the said Maa Koreisuni P.P.C.S., Ramagiri. As such the society is
deemed to be dissolved and shall cease to exist as a corporate body from the date of issue of this
order.

The 26th April 2018

SUBJECT—Sanction of Dearness Relief (TI) @2% enhancing the existing rate from 5% to 7%
w.e.f. the 1st January 2018 in favour of the State Government pensioners/family
pensioners.

Pension/family pension in respect of pre-2016 and post-2016 of State Goverment pensioners/


family pensioners was revised w.e.f. the 1st January 2016 in Finance Department O.M. No. 28300-F.,
dated the 23rd September 2017. Accordingly, Dearness Relief (TI) was allowed on such revision of
pension/family pension in Finance Department O.M. No. 34994-F., dated the 28th November 2017 at
the rate of 5 % w.e.f. the 1st July 2017.

2. Government of India, Ministry of Personnel, Public Grievances and Pensions in their O.M.
No.F-No. 42-06/2018-P&PW(G), dated the 22nd March 2018 have enhanced the Dearness Relief
admissible to the Central Government pensioners/family pensioners from 5 % to 7 % w.e.f. the 1st
January 2018.

3. In the meantime, one dose of Dearness Allowance @2% has been sanctioned in favour of
the State Government employees .w.e.f. the 1st January 2018 in Finance Department Office
Memorandum No. 14109-F, dated the 24th April 2018.

4. After careful consideration of the matter, the State Government have been pleased to decide
that the Dearness Relief (TI) on pension/family pension shall be paid to the State Government
pensioners/family pensioners at the same rate of 2% on the revised basic pension/family pension
w.e.f. the 1st January 2018. With sanction of one dose of Dearness Relief (TI) at the rate of 2%, the
Dearness Relief now payable on the revised basic pension/family pension will be enhanced from 5 %
to 7 % w.e.f. the 1st January 2018.

For the purpose of this Office Memorandum :

(i) Pension/family pension in the case of the pre- 1st January 2016 retirees and where family
pension was due prior to the 1st January 2016 means the revised basic pension/revised
basic family pension as the case may be in terms of Finance Department Office
Memorandum No. 28300-F, dated the 23rd September 2017.

(ii) Also in the case of pensioners who have retired after the 1st January 2016 or
where family pension is sanctioned for the first time after the 1st January 2016 the pension/
family pension means the basic pension/basic family pension, as the case may be sanctioned
on retirement/death.

5. The additional dose of Dearness Relief shall also be admissible on additional basic pension/
additional family pension available to the old pensioners/family pensioners based on their age as
indicated in this Department O.M. No. 28300/F., dated the 23rd September 2017.

6.The Additional dose of Dearness Relief (TI) shall also be admissible to the pensioners/family
pensioners of Non-Government Aided Educational Institutions including Primary Schools under School
& Mass Education Department and Non-Government Aided Educational Institutions under Higher
Education Department.

7. Payment of Dearness Relief (TI) involving fraction of a rupee shall be rounded off to the next
higher rupee.

8. Other provisions governing grant of Dearness Relief (TI) to pensioners such as regulation
of Dearness Relief during employment/re-employment and regulation of Dearness Relief where more
than one pension is drawn will remain unchanged.
