Video Fire Incident Script (# 8,37,40)

Two days before Christmas, the fire started on the morning of Saturday, December 23, 2017, at
the New City Commercial Center Mall Davao, a shopping mall located in Davao City, Philippines.
The Bureau of Fire Protection or BFP reported that the fire started at around 9:30 am and was
declared "fire out" after 32 hours at 5:15 pm. It started at the mall's third floor where the
textiles, school supplies, and furniture were sold. At that time, the establishments were still
closed to the public, except for the grocery store and the Survey Sampling International or SSI
office located on the fourth floor. This is also the reason why 37 out of the 38 fire victims were
employees of the market research firm Survey Sampling International. While the other victim
was Melvin Gaah a security guard at the mall and a member of the mall's incident response
team. He was able to help evacuate an estimated 783 mall-goers, including 83 SSI employees
until his death.

During the incident, Firefighters who had attempted to enter the building were forced to
retreat as temperatures reached between 500 and 700 °C, which was enough to liquefy
equipment and gears. They could not destroy parts of the building as it would have agitated the
flames due to oxygen combustion. Instead, a fire protection engineering process called
horizontal ventilation was used to allow the smoke to escape horizontally without extremely
damaging the building. This allowed firefighters and other responders to slowly enter the
building.

During the investigation, Bureau of Fire Protection director Wilberto Kwan Tiu said that all 38
victims trapped inside the mall died of suffocation due to the release of toxic chemicals such as
hydrogen cyanide and carbon monoxide by the fire. It was also discovered that the fire broke
out due to a high-temperature electrical discharge on the third floor which is an electrical short
circuit, classified as a Class C fire incident.
On December 29, 2017, it was deduced that the mall's emergency exits, which were inside the
building, failed to meet certain requirements.

(The investigator, Jerry Candido, said that the law requires interior emergency exits to be
enclosed to prevent the entry of smoke. However, it was discovered that the mall's interior
emergency exits contained openings that allowed smoke to enter and the fire alarm system at
the SSI office was defective, compatible with allegations made by some survivors which the
NCCC management had denied. In addition, the fire alarm system at the SSI office was not
connected to the NCCC's system. It was later discovered that the mall's automatic fire
suppression system did not function on the third and fourth floors as the valves of the fire
sprinkler system were closed.)

Fire can happen unexpectedly or out of the blue that is why, we should learn how to prevent
such incidents just like what happened in Nccc mall in Davao City.

First:
1- Never ever leave your candle open especially at night. This can emit fire and make sure you
put it in a secure area and never let your child or kids play with a burning candle.
2- Do not smoke indoors. And
-Do not leave your stove open
3- When it comes to electric, make sure all your outlets are safe and in good condition.

Now, when fire is still on going make sure to follow these steps:
4- Do not panic.
5- Before you use your fire extinguisher, make sure you know where the fire came from. Do not
throw water if it is from your outlets or electricity because it can lead you to electric shock and
can lead to death.
6- If fire came from burning candles or smokes, use your fire extinguisher
7- If you can’t do anything, get out of the house or the building and call a fire ambulance.

These are just few reminders to prevent fire. We must be aware and we must follow these
preventions because at the end of the day, it is us who will benefit from it.
