Act of 1982," was enacted with the primary objective of fostering the development of affordable housing projects
for both average and low-income individuals in the Philippines. This legislation specifically defines economic and
socialized housing as residential units that fall within the financial means of these income brackets.
The law grants authority to the Housing and Land Use Regulatory Board (HLURB) to set and disseminate the
standards and technical prerequisites for economic and socialized housing projects. Additionally, it offers various
incentives to developers who engage in such projects, including tax exemptions and preferential access to
government financing options. Batas Pambansa Blg. 220 has played a pivotal role in mitigating the housing
deficit in the Philippines. Since its enactment, millions of Filipinos have gained access to reasonably priced
housing units, while simultaneously bolstering the construction sector and generating employment opportunities.
Clark Manor Subdivision, Brgy. Duquit, Mabalacat City Pampanga.
Clark Manor Subdivision is a residential estate located in Brgy. Duquit, Mabalacat City, Pampanga, is known for
its flood-free location, convenient access, and holistic living. However, it's worth mentioning that this subdivision
has a few flaws with respect to the regulations set by the Housing and Land Use Regulatory Board (HLURB) in
the Philippines.
• The picture reveals that the pathway or path walk within the residential area does not conform to the
standard size prescribed by the Housing and Land Use Regulatory Board (HLURB) in the Philippines. In
housing developments, there are specific guidelines and regulations set by the HLURB that dictate the
minimum requirements for various elements, including the size of pathways or walkways. These
regulations are put in place to ensure the safety, accessibility, and quality of living within housing
communities.
• Allowing grass to cover sidewalks or pathways in subdivisions it raises safety concerns as overgrown
grass can hide potential hazards, making it more likely for pedestrians to trip and injure themselves.
Moreover, it hinders accessibility, posing difficulties for individuals with mobility challenges. Additionally,
it gives the impression of neglect and poor maintenance, negatively impacting the aesthetics of the
subdivision and potentially reducing property values.
