eUtranCellFDDId will be set to cell name. This attribute can not be changed and requires
deletion/creation of eUtranCellFDD MO and child MOs linked to this MO.
userLabel can be used to identify the cells that are not in service yet. _TOY or _NEW suffix
can be used in addition to cell name.
Cell Type suffix is not in use yet. Requires further discussion an not in scope for this taskforce.
