To address the problem of hunger and food insecurity in the Philippines, the national
government enacted several laws and implemented various initiatives and strategies to ensure
sustainable and resilient production and food availability throughout the country. Thus, in
support the thrust of the current administration and cognizant of the role of barangay as essential
partner of the National government in contributing to addressing hunger, and ensuring food
security in the country, the Department of interior and Local Government (DILG) is introducing
the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project , which is aiming
strengthen the capacities of barangay towards sustainable agriculture initiatives such Barangay
community gardening, wherein household and communities will be encouraged to produce fresh,
healthy and affordable fruits and vegetables from their backyard and spaces, through the
establishment of community gardens in barangay with vacant areas.
Pursuant to Memorandum Circular (MC) 2023-01 dated January 3, 2023, the DILG will
be having a national launching of the HAPAG sa Barangay Project dubbed as the “ Araw ng
Pagkaing Masustansiya at Sapat or Araw ng pagkaing Masa”. In preparation for the activity,
Barangay Poblaccion North, Piñan, Zamboanga Del Norte will identify areas where the
community garden will be establish.
