Eligibility Criteria in Brief:
A. Technical Criteria
Should have provided comprehensive architectural and design services leading to
physical completion of following work (s) in the last seven years ending 31st March,
2020, as a sole consultant:
One Medical College with annual intake of 100 UG Students and One 500 Bedded
Teaching Hospital under one project
B. Financial Criteria
The bidder should not have incurred any loss (Profit after tax, depreciation and
interest should be positive) in more than two years during the available last five
consecutive financial years ending 31st March, 2020. The balance sheets and Profit &
Loss Statements should be duly certified and audited by the Chartered Accountant.
Notes:
1. An Architect of the Architectural and Design Consultant/ Bidder shall be registered
with Council of Architecture or shall be a person authorized under Section 37.1 (b) of
the Architects Act, 1972.
2. Bidder must not be blacklisted or debarred by any Government Agency or Public
Sector Undertaking. Bidder’s contract should not have been terminated by HITES in
the qualifying period.
3. JV/ Consortium will not be allowed amongst Indian Architectural Firms.

Note for Foreign Consultants:
A Foreign Consultant can participate in JV/ Consortium with one Indian Architectural
Consultant. Foreign Consultant shall be the lead member. The credentials of Foreign
Consultant only shall be considered for bid evaluation. For all purposes, the currency of
the contract will be Indian Rupees (INR) only. Currency Conversion rates shall be
considered as per RBI as on EOD 29.09.2021.

SECTION-II
PROJECT DETAILS IN BRIEF
2.1 BRIEF DESCRIPTION OF THE PROJECT
HITES wishes to appoint an Architectural and Design Consultant for Providing
Architectural and Design Consultancy Services for Construction of Government
Medical College (100 MBBS Seats) & 500 Bedded Hospital with allied services and
facilities at Sirsa, to be executed on EPC basis. The proposed project is planned to be
set up in 21 acres. The proposed Government Medical College & Hospital is to be
established at the land of Chaudhary Charan Singh Haryana Agricultural University, Sirsa.
The land is reported to be free from encumbrances. Site visit can be coordinated by
HITES. Request for the same may be sent on e-mail

approximate Google coordinates of the site are 29°32'34.3"N and 75°02'32.5"E for
guidance.
The goal of setting up this Medical College is to provide specialized manpower and quality
healthcare facilities to meet the shortage of doctors. The proposed Medical College shall
have a hospital with capacity of 500 beds which will include emergency/trauma beds,
AYUSH Beds, private beds and ICU (Intensive Care Unit). In addition, there will be a
Teaching Block, Administrative Block, AYUSH Block, Auditorium, Night Shelter, Guest
House, Hostels and Residential facilities with all services. For setting up of envisaged
facilities as per requirement, design/ concept needs to be developed to economize on the
cost.
The medical college will also undertake clinical research activities. The medical college
has been envisioned to have excellent use of information technology providing latest
teaching aids, library facilities in the user-friendly environment. The campus of the Govt.
Medical College will be fully Wi-Fi including Hostels as per TOR. The proposed Medical
College will entail 100 MBBS Medical students intake annually which may be increased
at later stage. The Medical College would bridge the gap between demand and supply of
doctors as also its attached teaching hospital would help in filling the gap of health
facilities.

2.2 PROPOSED INFRASTRUCTURE/ FACILITIES
It is aimed to develop a Medical Educational Institution for 100 MBBS admissions with
modern educational facilities and state of the art technology, latest design standards and
best operating procedures, leading to accreditation, such as National Accreditation Board
for Hospitals and Healthcare Providers (NABH), National Accreditation Board for Testing
and Calibration Laboratories (NABL), and so on as per National Medical Commission
(NMC) norms, 2020.
The proposed facilities at Government Medical College at Sirsa, Haryana (in brief), are as
given below:

Note: The provision for residential accommodation for different categories included in the
above estimates shall be reviewed during detailing as per actual requirements.
