Constant harassment and retaliation, currently on a weekly basis, for speaking up against illegal and
discriminatory management practices employed by the President of Vegas PBS. In 2020, she left Arizona
PBS in response to similar complaints of racial discrimination and other hostile tactics. The President and
select colleagues who she often manipulates to lie on her behalf in making false claims against her targets,
have created a psychologically and physically unsafe environment for me. I am the only person of color now
remaining on the leadership team and the only Chinese American female to serve in a leadership capacity in
the entire CCSD administration. Of note, no person of color has passed the three year probationary period in
years.

After the last alleged discriminatory event, I filed my complaint with the Nevada Equal Rights Commission.
2) The company explained that I was treated in this way because
A common tactic used by senior leaders at Vegas PBS is to defame and slander reputations of women and
people of color by calling them "unprofessional" in write-ups. They will file one-sided, false statements to
create the appearance of a progressive disciplinary narrative to systematically deprive women and people of
color of their livelihoods and a secure retirement. Multiple employees, past and present, have complained to
CCSD HR and their unions about the same individuals creating the toxic culture at Vegas PBS. My
competency, my education, and my raising concerns about racial prejudices and Anti-Asian sentiment in the
workplace are perceived as a threat to their positions.
3) I believe I was treated this way because
The retaliation started because I respectfully requested fair compensation for silently managing another
department with revenue responsibility and additional headcount for 6 months, on top of my own job
overseeing the Marketing department. I learned later that this long-term unremunerated request of me was in
violation of the CCASAPE union contract, and upon my attempt to raise this issue, I was issued my first oral
warning and told by the President that I would not receive compensation. She stated, "In fact, I don't see a
future for you here". Her subsequent actions demonstrate that she is intent on fulfilling this threat. I also tried
to educate her about a racially biased comment she made about Asians for which she hasn't apologized.

The President routinely issues me write-ups containing false claims and hearsay as a subjective way to
create evidence for a negative evaluation and to craft a progressive disciplinary story. She has used this
tactic against many of her targets. I have been issued at least 9 oral conference summaries and have been
pulled into two investigatory hearings over the past nine months. Our Chief Broadcasting Officer has
confessed to surveilling employees' movement on security cameras at the President's direction. Given that I
feel that I am the target of this surveillance, I reported this to HR and the union via email on 5/31/23, and via
an EthicsPoint hotline on 4/19/23. I filed a formal grievance on 7/23/23 which CCSD HR declined to
investigate.
