PROPOSED METHODOLOGY/ METHOD STATEMENT

PROJECT: ESTABLISHMENT OF A PANEL OF PRE- QUALIFIED SERVICE PROVIDER(S) FOR


THE MANUFACTURING, SUPPLY AND INSTALLATION OF MOBILE ORDINARY
AND SPECIALIST CLASSROOMS, ADMIN BLOCKS , KITCHEN UNITS AND
ABLUTION FACILITIES COMPLETE, INCLUDING SITE WORKS, CONNECTION OF
ELECTRICITY, SEWER, WATER SUPPLY AND RELOCATION OF UNITS TO THE
GAUTENG DEPARTMENT OF EDUCATION’S IDENTIFIED SCHOOLS FOR A FIXED
PERIOD OF THREE (3) YEARS.

CLIENT: GAUTENG DEPARTMENT OF EDUCATION

OBJECTIVES:

Achieving the quality of construction and workmanship required to realise the project’s design
concept and to meet the Client’s requirements.

Coordinating and liaising with all the professional team throughout the project to achieve the
completion date.

At Dikanelo Global & Consulting, we have a standard procedure that we follow upon award of any
project despite its size; we believe being organised in the first step towards successful completion of
any project awarded to us.

Following this our project plan is briefly outlined as given below, please note that upon award of a
project, a project specific plan will be produced as this one is a generic one since there is no specific
scope of work given for now.

The senior management and the project team seat down to map a way forward for any project we get,
starting with the project charter, details are given below,

PROJECT CHARTER: This is a document that formally authorises the existence of a project and
provides the project manager with authority to apply organisational resources to the project

In this document the project manager does the following:

 Project assessment based on available information and meetings with the client and other
subject matter experts like consulting engineers, this is done to evaluate the feasibility of the
project
 High level definition of the project scope based on business and compliance requirements to
meet the clients project expectations
 Performance of key stakeholder analysis by interviewing them, brainstorming with them and
using other data gathering techniques to make sure that you are in alignment with their
expectations and gain their support throughout the project
 Identification and documentation of high level risks, assumptions and constraints based on
the current environment, historical data, expert judgement and so on. This helps identify
project limitations
 Gathering and analysing stakeholder requirements to document project scope, milestones and
deliverables

 Conduct a kick off meeting with all key stakeholders to announce the formal start of the
project

Standard Procedure After Contract Award

After the project, has been awarded the following should take place;

Preparation of the following documents if the client needs them

 Project specific health and safety file


 Contractors All Risk Insurance
 Guarantees
 Project Plan/Program of works (template attached)
 Cash flow projection (template attached)
 Quality Plan (template attached)

These documents are usually expected to be presented at the official project handover
meeting

A scope relevant or bill relevant program of works is the next requirement before the project
progresses, the program of works goes hand in hand with the cash flow projection.

We believe these two will used by the client as a standard tool of measuring acceptable
progress and corresponding expenditure or invoicing thereof

After we take over the site and we have been inducted if the client requires induction before
we start work, the first thing is site establishment which will also include but not limited to
the following:

 Enclosure of works
 Site board
 Ablution facilities
 Site office furnished well to be able to accommodate meetings

As these processes are going on the procurement team must be in the process of re

considering the priced bill and the quotations that were used to price the just awarded project,

this is done to buy from suppliers with fair and not necessarily cheap prices as quality comes

in as a major concern to the client and ourselves

The project management team/office must be concurrently in the process of acquiring the

rightful human resources for the project to ensure that the works are going to be executed

professionally and done right at the first time to avoid re work as re works always come at a

cost that will erode our profit margin

If the project involves some sections or parts that are above our expertise as an organisation

there will be involvement of subcontractors which in turn need to go through an inspection

process to make sure that what we define as quality as an organisation is not compromised.

After agreement before the subcontractor starts with works a subcontractor’s agreement must

be signed.

Mentioned earlier was a program of works, a program of works is the sequencing of events

until the project end with each task assigned its identification and most importantly a start

and end date.

The program of works is compiled by the project manager with the help of experts in that

project being undertaken

The reason why experts in the trade of the project will need to be involved is expert

judgement as this will help the project manager in assigning the rightful and reasonable time

durations for each task, and necessary resources needed to accomplish the task thereof

After the program of works has been produced a critical path/s is identified activities in the

critical path are those activities which will have a float time of zero, meaning to say such

activities must not be delayed, as a delay in such activities will result in a delay of the whole

project resulting in penalties

It is therefore advised that activities in the critical path must be allocated more resources and

priority to make sure that they are finished in time without a delay

The procurement team must familiarise themselves with the program of works and the
revisions of it thereof to know the dates when what material will be needed on site, the
procurement team must also be very cautious of lead times given by suppliers to avoid
affecting the program schedule due to no availability of materials on site

There is also an important tool called a resource calendar, a resource calendar will show the
availability and times of availability of all the organisational resources be it material or
human resources so that the project manager will know when who or what will be available
for use in his project as the anticipation is that the organisation is not running only one
project at a time

On procurement of material it is also important to make sure that the material being
purchased is as per scope given by the client, to avoid non-acceptance of the material in use
on the project by the client, and hence must buy again because it is not all suppliers who will
agree to change the material if you are at fault (compliance to specifications is a very
important aspect in projects)

With the material on site works can continue as per the program of works.

Project Approach

This method statement has been prepared on the basis of the information issued to date and gives an
indication of the general approach to the Design, construction and management of the project.

The following text sets out the Contractors intentions for managing and supporting the project and the
particular approaches that will be taken for certain key aspects.

Certain areas of operation may be the subject of specialist considerations, and more specific and
detailed method statements relating to these operations may be required at a later stage and as the
project proceeds. If required these additional key method statements will comply with the
requirements of the relevant regulatory bodies and will be prepared by the specific contractors
involved.

After appointment or access to site, the site key personnel will analyse all documentation related to
project such as specifications, drawings and Bill of quantity for a proper planning

Responsibilities of all concerned is clearly mentioned with respect to overall administration and

DEPLOYMENT OF MANPOWER

There shall be a full complement of manpower on site to ensure that there are adequate skills on site
to provide successful delivery of the project. These include the following:

 Project Manager, Quantity Surveyor, Quality Controller


 Site Administrator, Site Supervisor, Stock Controller,
 Health and Safety Officer, SHE Representative, First Aider
 Artisans, Semi-Skilled Labour, Unskilled Labour

IMPLEMANTATION
 Building and Civil Works

Will have the team assigned specifically to the trade full time with their competed site managerial
team which understand health and safety regulations and adhere to quality assurance policies as per
ISO 9001:2008

Site team will have managerial skills to manage sub-contractors and supporting team

Site team will be able to manage and co-ordination of Services installations and trades onsite of the
project in consultation with the client and design team.

Planning & Programme

Projected project Construction Programme has been prepared and developed in consultation with the
proposed scope of works

This is a critical path based system which allows the contractor to co-ordinate design, trade contractor
design, design reviews, procurement, equipment/material orders, deliveries and site installation period
as part of the Principle Contractors standard procedures.

The construction programme will be monitored, tracked and updated on a regular basis and any
corrective action applied as necessary.

Pre-start Investigations

Prior to commencement of site works, an external survey will be carried out to confirm the existing
site levels, extent of any existing services and the condition of the existing environs.

These will be plotted on a drawing and a photographic record will be taken, which will be maintained
as a record throughout the stages of the contract.

Notification of the project commencement will be issued to all Statutory Authorities, advising them of
the construction works and advising them of the proposed programme of works.
At the commencement of the contract the Contractor will start the Logistics activities, which are
detailed below.

Site Management Establishment

The site management for the project will comprise a Site Manager who will lead the site team.

The Site Manager will be assisted and supported by appointed site based construction management
personnel.

Security and Site Establishment

Fencing will be erected on the site boundary, shown on the enclosed Site.

Logistics plan, to secure it during the contract period. These hoardings or fences will be maintained
and adapted during the contract to suit any phasing of the works as required.

Temporary site accommodation and welfare will comprise of the Site Managers office, Meeting and
Induction room..

Further accommodation for sub-contractors will be sited as required.

Personnel

All personnel will be inducted prior to gaining access to the site. They will be informed of the specific
site rules required in the preliminaries relating to this project as well as the site rules and the
companies method statements.

Site Access and Deliveries

Delivery vehicles will be provided with directions to the site and be required to turn off engines to
avoid nuisance upon arrival.

Delivery constraints will be identified to all suppliers and trade contractors.

Deliveries of materials, plant and equipment will be strictly controlled and co-ordinated to prevent
congestion and disruption to traffic.

Signage

Adequate Temporary signage will be installed such that vehicle deliveries and access to the site are
clearly defined within the general site geographical area.

Adequate Temporary signage will be installed for the public traffic use since the project is in a
shopping mall surrounded by traffic both sides

A main construction signboard will be positioned in agreement with the Client.

Site signage will be provided within the curtilage of the site as necessary to advise operatives/visitors
and delivery staff of safety requirements within the confines of the site and where to report on arrival.
Such signage will include: -
• Accommodation / Access requirements
• Speed Limits
• Overhead / Underground Services
• Safety Helmet and Footwear Requirement
• Noise
• Danger Construction Site, etc.

Movement and Hoisting of Materials

All vehicle movements and deliveries will be subject to the control of the contractor.
The storage of materials on site will be kept to an absolute minimum and therefore delivery
scheduling will be carried out to ensure supply is on a ‘just in time’ basis only

Storage and Handling

The contractor’s site area will provide the storage area for all plant and materials delivered to site.

Materials will be stored within the construction area, ready for use.
More vulnerable materials/equipment will be stored in the secure containers or programmed on to site
to be incorporated directly into the construction.

Waste Management

A waste removal strategy will be developed during the pre-commencement period. This strategy will
be incorporated within all trade contractor orders.

All waste material will removed on daily basis were required and will dumped to a suitable area
identified by the contractor.

Dust and Debris

The site will be kept clean and tidy at all times and will accord with all statutory requirements.
Safety

Full recognition and regard will be taken in the management and execution of the project of the
Construction Design and Management Regulations 1993.

All sites are subject to random site safety checks, inspection and reports.

Employer’s direct contractors will be required to accord and be subject to the same safety procedures
and requirements as our own trade contractors and operatives, as outlined above. Safety inspections
will also include the works of the employer’s direct contractors if appropriate.

Noise Control

Management of noise pollution and vibration control will be given a high priority. Where the works
are in close proximity of occupied buildings we will ensure that acceptable levels of noise are adhered
to as well as statutory levels imposed by the Environmental Health Officers.

Local Consultation

The will be consultation prior to the commencement of the construction works to ensure that adjacent
parking, buildings and roads to the site is able to function safely during the course of the construction
programme and discussed the proposed works and how they can be safely procured in everyone’s best
interests.

Protection of Completed Works

Contractor will adequately protect all completed works prior to Inspection and Hand over. The
required type of protection required to protect completed works will be agreed by all parties in
advance of any works commencing.

Contract Administration and Handovers

Throughout the contract the Contractor will maintain the updated, tracked and monitored Construction
Programme for the works. In order to ensure that the programme is adhered to the Contractor will
hold regular on-site progress meetings with all parties. At these meetings, other issues such as quality
and safety will be discussed in detail to ensure that they fully comply with the contract requirements.

Prior to handover of sections of works the Contractor will carry out their own snagging of the works,
with the aim of achieving ‘zero’ defects at practical completion.
As built drawings, commissioning records and operation and maintenance manuals will be prepared
prior to completion of the works.

Reporting Procedures

The following will be tabled for discussion at each internal site meeting;
i. The status and progress recorded against the contract programme.
ii. Current updated Construction Programme with, if necessary, actions for bringing works
into line with the Construction programme.
iii. Weekly labour and plant returns.
iv. A rolling schedule of approvals of all design, detailing and materials yet to be approved
will be produced. This schedule will be updated on a weekly basis.
v. A schedule of materials and projects manufactured off site, with status of percentage
manufactured and anticipated delivery dates

COMPLETENESS AND CORRECTNESS CRITERIA

The purpose of the completeness and correctness criteria is to work with the client or its delegated
representative up front to define what it means for a deliverable or construction activity or task to be
considered complete and correct. Then, when you meet those terms, you would expect that the client
through its appointed representative would indeed be happy. If the criteria and expectations are
defined up front, the client’s expectations will be met.

In conclusion all our work will comply with Gauteng Department of Education`s
specifications. Inspections must be carried out at every required stage to make sure that
we are 100% compliant and the client is happy with the quality of work.

A detailed program of works which will work as our measuring and scheduling tool will
be given. The program will show exact dates when activities will be happening.
