EXECUTIVE ORDER NO. 03


Series of 2023

RE-ORGANIZING THE BARANGAY PEACE AND ORDER COUNCIL (BPOC) PROVIDING


FOR ITS COMPOSITION AND DUTIES AND RESPONSIBILITIES

WHEREAS, Section 106 of R.A. 7160 otherwise known as the Local Government Code provides that
every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as
well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are
essentials to the promotion of the general welfare. Within their respective territorial jurisdictions, local
government units shall ensure and support, among other things, maintain peace and order and preserve the
comfort and convenience of its inhabitants;

WHEREAS, Executive Order No. 309, as amended, provides that “the threat to peace and order posed by
criminality, insurgency and subversion requires the dedicated efforts of all government officials and citizens’;

WHEREAS, DILG Memorandum Circular No. 2007-81, mandates the LCE to reconstitute the Local
Peace and Order Council (LPOC);

WHEREAS, this new administration believes in the urgent need for all sectors of the community to sit
together as a Council and adopt a multi-sectoral plan in the common effort of preventing and suppressing
criminality and the maintenance of peace and order and safety in the barangay;

WHEREAS, maintaining genuine and lasting peace and order in the barangays is a priority concern of
this administration where the participation of the citizenry is of critical importance;

NOW THEREFORE, I ESTELA T. CASTRO, by virtue of the powers vested in me by law do hereby
order:

SECTION 1. COMPOSITION. There is hereby re-organized Barangay Peace and Order Council to be
composed of the following:

Youth and Sports Development - Hon. Angel John Windell B. osabel
Lupon Member - Rey T. Fundador
Barangay Tanod - Mr. Junben G. Yuson
DepEd Representative - Mrs. Norma I. Manatad
Interfaith Group Rep. - Ptr. Rey T. Fundador
Senior Citizen’s Rep. - Mr. Jimmy S. Alcaraz
NGO Representative - Mr. Rodrigo D. Moncada
Anti-Crime Group Rep - Hon. Mercito S. Butantan
- Hon. Jennevive S. Alcaraz
PNP Officer (designated by the COP) -

SECTION 2. FUNCTIONS. The Barangay Peace and order Council shall have the following functions:

1. Monitor and coordinate the implementation of peace and order programs and projects at the
barangay level;
2. Serves as an information-gathering mechanism;
3. Monitor and check nefarious activities of criminal elements;
4. Identify barangay constituents with strong defiant behavior for referral to appropriate
authorities;
5. Maintain continuing dialogue, close coordination and rapport with the higher levels of peace
and order and public safety councils in their area of responsibility;
6. Monitor, coordinate and supervise the operation of all community-based anti-crime
movements within the barangay;
7. Make periodic assessment of the prevailing peace and order situation in their respective areas
of responsibility and submit report with appropriate recommendations to the higher level
peace and order councils; and
8. Perform such other functions which may be assigned by the higher level peace and order
councils.

SECTION 3. MEETINGS. The Barangay Peace and Order Council shall meet at least once a month, on
a date set by the council.

SECTION 4. FUNDING. Funds necessary to carry out the provision of this Executive Order shall be
sourced out from any available local funds.

SECTION 5. EFFECTIVITY. This Order shall take effect immediately.
