Subject: "Control of subversive groups in international armed
conflicts and measures to mitigate the participation of these
organizations in global disputes".

The security council,
Reaffirming its full commitment to the promotion of international peace and security, in
accordance with the principles enshrined in the Charter of the United Nations, Article 1 of the
United Nations Charter,
Recalling the United Nations Sustainable Development Goals ( Goal 1 and 16) to adress the
crucial importance of the presence and activity of subversive groups within international
armed conflicts, and the need to take effective measures to mitigate their involvement in
global disputes,
Noting the continuing concern of the international community about the negative impact of
the involvement of these groups in armed conflicts and their humanitarian consequences
having as a fundamental cornerstone the Universal Declaration of Human Rights as a
fundamental cornerstone,
Considering Article 1.3 of the Charter of the United Nations, which promotes international
cooperation to solve global problems,
Having considered the United Nations Security Council Resolution 1373 (2001), which
requires member states to take measures to prevent and combat terrorism, including the
elimination of financial resources that support terrorist and subversive groups,
Taking into account the Declaration on the fight against terrorism and illegal armed groups
in the Sahel region adopted by ECOWAS,
Having examined The International Convention for the Suppression of the Financing of
Terrorism, which urges States to prevent and suppress the financing of terrorist and
subversive acts,
Recognizing the urgent need for a specific strategy to address subversive groups in
international conflicts, including concrete measures and the collaboration of affected
countries and key regions,
Acknowledging that eradicating the presence of subversive groups in international conflicts is
fundamental to achieving lasting peace and promoting respect for international law, Noting
the continuing concern of the international community over the negative impact of the
involvement of these groups in armed conflicts and their humanitarian consequences,
Deeply concerned with the importance of identifying and eliminating the financial resources
that support these groups, thus contributing to their weakening and eradication,
Welcoming all delegations to join this resolution that seeks control of subversive groups
within armed conflicts to endure a world of peace,
Resolves;
1. Initiate the Creation of the International Unit for the Dismantling of Subversive
Groups (UIDGS) under the supervision of the Counter Terrorism Committee;
a. The International Unit for the Dismantling of Subversive Groups (UIDGS)
will be established, composed of security, intelligence and financial experts
from member countries, for the purpose of coordinating actions to identify and
dismantle subversive groups in conflict.
i. Participating countries will collaborate to identify and assess illicit
financing routes that support subversive groups. This assessment will
include strategic seaports and border crossings that are used for
smuggling and money laundering.
b. The UIGDS shall be directed by an appointed president who shall be selected
by all participating nations;
c. The term for the appointed president shall be of a duration of 4 years, after
which all participating nations shall reconvene to elect a new president;
2. Reintegrate previous subversive group members through Comprehensive Social
Plans;
a. Recommends the development and implementation of a "Comprehensive
Social Reintegration Plan" for individuals released from incarceration,
involving vocational training, psychological support, and community
engagement.
i. Funding for these programs will be sourced from the trust fund
provided from the Security Council.
ii. Working with already existing NGOs from affected countries.
3. Requests the establishment of an international fund, the "Reintegration Support
Fund," to pool financial resources for the Comprehensive Social Reintegration Plan;
a. Urges participating member countries to contribute to the Reintegration
Support Fund based on the Security Council, ensuring a fair and sustainable
financial basis.
i. Calls upon the General Secretariat to administer and oversee the
Reintegration Support Fund, ensuring transparency, accountability, and
equitable distribution of resources.
4. Coordinated Actions in Key Maritime Ports;
a. Member countries will strengthen security at seaports identified as hotspots for
illicit resource trafficking. Advanced detection technologies, rigorous
inspections and interagency coordination will be implemented to prevent the
entry of financing to subversive groups.
5. Registration and Control of Suspicious Financial Transactions;
a. Participating countries are urged to establish mechanisms for recording and
controlling suspicious financial transactions that could be linked to the
financing of subversive groups. Collaboration in identifying and tracking these
transactions will be essential.
i. Propose the establishment of a legal framework within member
countries to govern the recording and control of suspicious financial
transactions, ensuring that it complies with international human rights
standards, including the right to privacy.
ii. Urges member countries to enact legislation that outlines clear legal
safeguards to protect against unwarranted intrusion into personal
financial information, ensuring that mechanisms are in place to prevent
abuses.
iii. Calls upon the UIDGS to facilitate cooperation and information
sharing among member countries regarding the implementation of
these legal safeguards and their effectiveness.
6. Promotion of the Legal Economy and Sustainable Development;
a. Member countries commit to fostering sustainable development in areas
affected by subversive groups, including investments in infrastructure,
education, and employment. This will contribute to weakening the influence of
these groups on communities.
i. Collaboration will be sought with international bodies such as the
United Nations SECURITY COUNCIL, INTERPOL and ECOWAS,
as well as with countries and regions directly affected by subversive
groups, to exchange information and resources in the fight against
illicit financing.
7. Monitoring and Progress Reporting;
a. UIDGS will conduct ongoing monitoring of progress and submit periodic
reports to the General Assembly.
i. The Security Council will report every 60 days on developments in the
situation and the measures taken to implement viable solutions to the
problem.
8. Collaborate with international financial institutions and conflict-affected states to
design and implement targeted socio-economic development programs;
a. Establish socio-economic development programs in areas of high recruitment
for subversive groups.
b. Collaborate with financial institutions and development agencies to design and
implement the targeted programmes in the areas of most need.
i. Member states commit to allowing and supporting social-economical
development efforts within their border.
ii. Member states will provide information as to what areas in their
territory they consider should receive this aid.
iii. To maintain a post-economic stability between the countries evolved
after the armed plan, a commercial treaty among the countries will
ensure no creation of subversive groups from poverty and
unemployment.
9. Specifies that the Reintegracion Support Fund shall be used in the following manner;
a. 40% of the fund shall be applied towards the proliferation of civil reintegration
programmes;
b. 30% shall be used to incentivise economic growth in low-wealth areas, and;
c. The remaining 30% will be used to promote the Legal Economy of nations
who receive aid;
11. Designates intelligence agencies departments to collect, analyze, evaluate, and
disseminate foreign intelligence, and to carry out covert operations;
a. The Central Intelligence Agency (CIA) of the U.S. will collaborate with the
collecting, evaluating, and disseminating vital information on economic,
military, political, scientific, and other developments abroad to safeguard
national security among all entities.
b. The UK’s Secret Intelligence Service, also known as MI6 will work secretly
around the world to make it safer and more prosperous, using
cutting-edge technology and espionage.
c. Germany’s Bundesnachrichtendienst will work compiling political, economic
and military intelligence to assure international safety to all nations.
11. Endorses a commercial treaty among the countries participating with customs duties and
tax free zones in order to soften the economic struggle which consequently has generated the
main causes of insurgent groups: poverty, education and exclusion of youth.
i. Panama will offer transitional tax free zones which could use the
Panama Channel for the ship importation of the (4%) of gross profit of
all products proposed.
ii. Two countries obligated from the G5 participants of the statement
(India, United States,United Kingdom, Mexico) or BRICS (Brazil,
India) will be part of a commercial treaty with 0% custom taxes.
11. Details the process countries shall take in order to join this Fund and plan;
a. Countries that wish to join should contact their UN representative, who will
i. Write a letter to the head of the Programme, after which they shall be allowed
to participate and collaborate with the Programme.
12. Concluding this resolution beseeches the united international community to unite and
collaborate harmoniously in the implementation of this resolution, reaffirming the shared
commitment to collective peace and global security.
