Minimum wages Act, 1948, (Central Act 11 of 1948), read with clause (b) sub-section (2) of section 5 thereof and in

supersession of the notification issued under G.O. (Ms.) No. 135/2013/LBR dated 5 November, 2013 and published

as S.R.O. No. 884/ 2013 in the Kerala Gazette Extraordinary No. 3177 dated 7 November, 2013 the Government of
Kerala in consultation with the Minimum Wages Advisory Board and after considering the objections and
suggestions received on the preliminary notification issued as 375/E1/2017/LBR dated 16th November, 2017 the
Kerala Government hereby revise the minimum rates of wages payable to the employees employed in the private
hospital sector.

Note :- The above rates of wages are also applicable to the employees in the institutions conducting MD, MS, MBBS, BDS,
B.Sc (Nursing) courses. Para Medical Courses attached to the private hospitals and private medical colleges hospitals.
If any category of this area is not included in the Schedule, the employees in that category are eligible to get the basic
wages, DA, extra allowance, increment, service weightage payable to those employees of the same nature.
2. Categorisation of hospitals
The private Hospitals are broadly divided into two, namely bedded hospitals and non bedded hospitals. Those non
bedded hospitals are categorized on the basis of the number of employees employed and bedded hospitals are
categorised on the basis of the numbers of beds provided as detailed below :-
Non bedded institutions
1 to 10 emplyees employed Category 1
11 and above employees employed Category 2
Bedded institutions
1 to 100 number of beds provided Category 1
101 to 300 number of beds provided Category 2
301 to 500 number of beds provided Category 3
501 to 700 number of beds provided Category 4
701 to 800 number of beds provided Category 5
801 and above number of beds provided Category 6
Note :- Bed strength is to be calculated as 3 beds are equal to 1 bed in general wards. A room provided with 5 beds without
any partition should be considered as General Ward. All units working in the same compound under a single
management should be considered as one establishment and the bed strength should be calculated on this basis.
3. Extra Allowance
In addition to the Basic Pay, the employees shall be given an extra allowance at the rate as specified below and
it is calculated on the basic wages of employees.

4. Dearness Allowance
In addition to Basic Wages and Extra Allowance wmployees shall be paid Dearness Allowance @ of Rs. 26.65 (Rupees
Twenty six and Sixty five paise only) for every increase of each point above 321 points (1998-99=100) of the consumer
price index published by the Department of Economics and Statistics for the concerned District Headquarters.
5. Annual Increment
An annual increment shall be sanctioned for every year @ given in the scale of pay of each category to the employees
who have completed one year of service in the same category.
6. Service Weightage
The employees are entitled to get an annual increment in revised scale of pay for each completed 5 years of service in
an establishment or employed under an employer. The employer shall pay the salary including the increment to the
employee. If an employee has reached in the maximum of the revised scale of pay he will get an annual increment at
the rate of the last increment of that scale of pay for each completed year.
7. Daily Wages
The minimum wages in respect of an employee for a day in a particular category may be calculated as, dividing the
total monthly rate of wages (sum of basic pay, DA, extra allowance, increment, service weightage) by 26 (the number
of working days of a month)
8. Protection for Higher Wages
In case the employees of any establishment or industry are at present getting higher wages than the minimum wages
fixed as per this notification such employees will be entitled to get such higher rates of wages.
9. Date of effect
The rates as specified in the above shall be deemed to have in force w.e.f 1-10-2017

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport)
Government issued a preliminary notification for the revision of Minimum rates of wages of the employees
employed in Private Hospitals in the State of Kerala as per notification No. E1/375/2017/LBR dated 16-11-2017 and
published in the Kerala Gazette Extraordinary No. 2528 dated 16-11-2017. Government have now decided to revise
the existing Minimum rates of Wages after considering the objections and suggestions on the draft proposal and on
the advise of Minimum Wages Advisory Board constituted for this purpose. Separate notification will be issued
regarding Ayurveda, Homeo, Dental and Laboratories, Scanning Centres and Pharmacies which are functioning
independently from Private Hospitals for which wage rates are proposed in the draft Notification.
This notification is intended to achieve the above object.
