The 2024 - 2034 Draft Long Term Plan
The Christchurch City Council's Draft Long Term Plan 2024 - 2034 is open for public feedback from
Monday 18 March until Sunday 21 April 2024, and proposes what we'll spend on projects and day-
to-day services over the next 10 financial years and how they'll be financed.
Our Partners and Suppliers may be interested in seeing what is proposed to assist with their forward
planning.
It proposes spending $9.1 billion on the day-to-day services the Council provides like waste
collection and libraries – despite tough economic conditions, we’ve kept the levels of service the
community expects from us. It also proposes spending $6.5 billion on the Council’s programme of
capital works, which will make sure we can do all the work we need to do, and deliver it in the
timeframe we’ve set.

We’re asking people to take some time to read our Consultation Document and think about our
proposed plan. Have we got the balance between rates and spending right? Have we prioritised
the right things? If not, what changes would you like to see?
The Capital Programme Summary
The LTP proposes spending $6.5 billion on our Capital Projects over the next 10 years. It addresses
the range of demands that our aging infrastructure creates while also delivering the infrastructure
required to support our growing population. Across all this work we also try to manage the
challenges of climate change – and balance all this with what we can realistically deliver.
Our proposed programme of capital works is deliverable – and as big as anything we’ve delivered
before. For the first three years of this Long Term Plan, we’ve set our Core Capital spend of $566
million in the first year, $608 million in the second year, and $664 million in the third year, to ensure
the Council can do all the work that needs to be done and deliver it in the set timeframe. In addition
to the Core Programme, the Council has committed $286 million through 2025 to 2027 to complete
Te Kaha, Canterbury’s Multi-Use Arena.
Maintaining and improving the condition of our core infrastructure is important to us and the
Community, based on previous feedback. Our Infrastructure Strategy responds to this and
strongly influences the shape of the Capital Programme by investing in what we've already got
through renewals and replacements of existing assets. Approximately 55% of our investment
Programme is invested in renewal and replacements.

Key areas of capital expenditure include:
$1.6 billion across the entire transport network, including road and footpath renewals,
cycleways and replacing the Pages Road bridge.
More than $2.7 billion into our three waters network, including pipe renewals and
upgrades to our pump stations and the wastewater treatment plant.
$820 million on our parks, sports fields and foreshore, with big projects including the
Ōtākaro Avon River Corridor, Akaroa Wharf and Takapūneke Reserve.
$64 million on recycling and transfer station improvements.
$51 million on repairing and restoring heritage items including the Canterbury
Provincial Chambers, Cuningham House in the Botanic Gardens, and the Robert McDougall
Gallery.
Of the $140 million capital spend proposed for Christchurch City Libraries, there's $29
million budgeted for the rebuild of the earthquake-damaged South Library and Service
Centre building, Ōmōkihi.
