REALTIME MONITORING SYSTEM
The primary objective of GOWATER Application System is to monitor
in real-time water availability, inflows, water demand, and to provide decision
support for efficient planning & operations of reservoirs. The GOWATER application
integrates State applications to provide information on a single platform.
Rainfall forecast for timely alerts Total Basin Reservoirs planning
Early warning and Decision support systems Assist water budgeting
Canal Irrigation management Projects Progress Monitoring
Connectivity with all participating Harmonize data from multiple sources
departments in terms of data sharing
In order to facilitate the objective of Odisha Water ERP, the developed decision
support system answers few key questions which are:
What is the current water availability in Reservoirs, MI tanks, & Groundwater?
What are forecasted inflows at key points of interest?
What is the water demand for the full season? What is the current water demand? What is the
water demand for next 2 weeks?
How much water do we need to release from a reservoir based on flood cushion, irrigation,
drinking & industrial need?
What is the progress of Megalift, IC, Major, Medium and Minor flow projects over fortnight,
OL
monthly and overall .

Reservoir Monitoring
Dashboard will bring all major and
medium reservoirs information into
one platform. System will track key
parameters like,
Current level
Storage
Inflow, and outflow status Of all reservoirs
based on information received from
Hydromet. RESERVOIR
Integrates Data from CWC, River
Gauge Sensors, Mobile App, to provide
real time Information on discharge at
river Gauges. The module provides :
Historical observed river discharge
information at gauge points.
Sends Alerts when level in River gauges
reaches Warning levels and danger levels
GIS Based interactive system which
RIVER GAUGES provides ability to view network of gauges
Integrates data from Piezometers, and
manual observations done by Ground
water department, providing report on
Current GW levels across the state
Change in GW Levels from pre monsoon
and post monsoon

The summary is available at state, district
and block level in administrative divisions
as well as at basin level
The MI tank dashboard monitors the
available water in minor irrigation
tanks at regular interval directly using
satellite information
User gets the privilege to visualize the
temporal change in water extent and
volume by playing with the time scale
at the bottom of the map.
A graphical representation of
calculated volume and water spread MI Tank
area can be seen.
REALTIME SUPPLY DASHBOARDS
The Real Time dashboard
for Crop Demand comprises of a panel
to filter the user requirements, GIS view
of crop demand (in extent) and the
data panel that shows the overall
information about the Cropped area,
Water Demand and Water Supplied of
each district/block, Admin wise or
Basin wise.
AGRICULTURE DEMAND
The Real Time dashboard for Domestic
Demand comprises of a panel to filter the
requirements, GIS view of domestic
demand (in litre) and the data panel that
shows the overall information about the
Annual Domestic Demand, Monthly
Average Human and Monthly Average
Livestock of each district/block, Admin
wise or Basin wise.
DOMESTIC DEMAND
The Real Time dashboard for Industrial
Demand comprises of a panel to filter
the requirements, GIS view of industrial
demand (in MCM) and the data panel
that shows the overall demand
distribution of industrial demand
among Micro, Medium and Large
industries of each district/block, Admin
wise or Basin wise

INFLOW FORECAST AND INUNDATION
SYSTEM
Inflow forecasting systems generate forewarnings of impending floods
and assist in timely evacuation. The real time weather forecasts from multiple
sources/ ensemble forecasts serve as crucial input component to the forecasting
system for real time operations. In the wake of an event, the simulated inflow
forecasts thereby generated will be conveyed to the concerned Department and
authorities through flow forecast bulletins. The inflow forecast Dashboard will
display real time information of historical and forecasted inflows at all control
locations, which includes River gauges, Reservoirs within the respective Basins.
RESERVOIR OPERATION & PLANNING
SYSTEM
Reservoir Operation Planning System aims at optimal operation of the
network of Reservoirs within individual Basins, to aid the authorities for ensuring
that all the objectives or purposes of the reservoir are met, subject to a set of
constraints. This model aims at achieving the purposes of minimizing the deficits
in the basin by meeting the regular demands/water use, reducing the damage
due to floods, maximizing the hydropower generation, subject to the constraints of
mass balance, Reservoir Storage capacity and Operations, Releases through
Spillways, Water supply to meet irrigation, domestic, industry, environment flow
requirement.
CANAL MANAGEMENT SYSTEM
(CAMS)
The Canal Management System will enable department to improve
efficiency in water supply to last mile and will help to increase the ayacut area.
The System provides full visibility of
canal network till sub-minor level in interactive
Web-GIS level.
The System takes pre-season crop planning
information into consideration to estimate
seasonal water demand and will help in in-
season water release planning in the canal
command area
Dedicated mobile application helps to bring
weekly crop sown and water release inform-
ation into the system. Mobile Application helps
AGRICULTURE DEMAND
to disseminate information related advisory
The System Provides further analytics on
Seasonal actual rainfall
Rainfall forecast
Ground water
Soil Moisture
Total projected seasonal water demand
Water supplied till date through canal
DOMESTIC DEMAND
system.
Water Release advisory
Provides Satellite based Analytics like

Project Scheme Works Monitoring
system (PMS)
The Project Scheme Works Monitoring system provides easy, and
Integrated view of all projects, packages, activities under one umbrella, along with
easy data entry directly from site. The System provides near realtime daily level
project progress status along with key statistics leading to quick response to any
concerns. System will provide auto alerts related to slow or no progress, deadline
slips, escalation and reporting of issues etc., and can help in forewarning on
delays.
Project Salient Features
The Web based MIS & GIS application
covers the entire hierarchy of the
department and will give an end-to-
end solution to monitor project
lifecycle post awarding of projects with
the project progress and various
reports dashboards. The application
will accommodate any number of
projects to be added.
